Sold by Dana Pull for 50 抛光的宠物符咒 following completion of the quest 罗德里格复仇记.

Update to clarify:
After completing Rodrigo's Revenge, I got a letter in the mail from Dana Pull, saying I should stop by the shop to check out a bird that Rodrigo had given him. (I don't remember the exact text). Upon arriving at Ruff Waters, the Macaw Feather was at the top of the list.

This has now been fixed as of 8/22, everyone should see it now!

Odd. The name seems like a play on the common name of ara chloropterus, "greenwing macaw," but the bird is modeled after ara ararauna (blue and gold macaw)... Then again, there's already a pet version of the former. They could've just made the BFA version an updated model. The old one really doesn't do justice to what is a serious contender for the title of "most beautiful animal on Earth."

The 巨翼鹦鹉 is learnt from 巨翼鹦鹉之羽. You can purchase this pet from 达纳·普尔 in Boralus Harbour. To unlock this pet on the vendor, you have to complete 罗德里格复仇记.

It costs 50 抛光的宠物符咒.

This pet is cageable, and you can buy or sell this pet on the Auction House.

This is a really pretty bird that I would like to have out all of the time, but it's too much trouble. Given you have to unlock it with a quest, and then pay pet tokens for it, I wish more care had been put into its code. It does not fly with you when you mount up, it follows along on the ground. This is really strange, given the template for the correct code already exists in all of the Axebeaks, and Fledgling Warden Owl for example. Those birds came out in previous expansions, are incredibly sticky, you almost never have to re-summon them, and they fly by your side. I realize time is money, and fixing the flying pets that don't fly is probably not a priority. But please Blizzard, when the next new bird gets implemented, pick the right example to emulate. There are a few of us who would really appreciate it.
