Ok, so let me get this straight. To make this we need to have learned 湍流合剂, 无尽深邃合剂, 广阔天涯合剂 and 暗潮合剂 which is taught when we reach level 90 in Zandalari (or Kul Tiran) Alchemy. So, this item is taught when we reach level 80 in BfA Alchemy and the reagents for it are taught at level 90 in BfA Alchemy.

And people tell me these developers aren't screwing with the players. To a normal person, the items needed to make the product are taught BEFORE the product that requires the items that make it. At the very least they are taught the same level. To a normal person that is. Obviously, these developers are not, by any stretch of the imagination, normal.
