This, like every enchanting recipe, is trainable at any enchanting trainer. You wouldn't be too wise to go all the way into Uldaman to see Annora - for any reason.

I have a question on this one. For a spellcaster LVL 19 twink, is this or the superior defense enchant better. Superior defense gives 70 armor to your cloak.

This enchantment was removed from the game along with several other sources of resistance. As far as I'm aware, the spell was removed from people's Enchanting books.
