Xixxer Fizzbolt (Everlook, Winterspring - inside a house at coords 59:50) sells 4 limited supply engineering schematics,

as well as engineering supplies. These schematics are not bound on pickup so you can put them on the AH or grab them on an alt. Xixxer is with the Everlook faction, so it's possible to be hostile with him if you've been a bad bad pirate. This is extremely helpful because if he doesn't currently have the schematic you want in his limited supply, you can go into your reputation tab and check 'at war' with Everlook and kill him. Unless you're the ultimate badass, this will result in you meeting your untimely demise at the hand of some very angry goblins but will also result in Xixxer respawning about 5 minutes later with a full supply of all of his limited supply items. Just make sure you uncheck that 'at war' box after you scrape up your corpse off the pavement.

They re-spawn between 5 and 10 minutes. Only one spawned at a time for me, but I watched other people check him for patterns like I was.
