I've farmed for over an hour with Rank 3 and haven't gotten a single proc of the heal. Rank 3 is pretty useless from my experience.
Edit: After gathering in Mac'aree I get the buff often enough to permanently have it up. It seems fel herb clusters don't count as gathering actual Astral Glory even though you loot it.

To obtain rank 1 of Astral Glory (
), it seems you must complete Argus quest line up to the point, when you get a beacon to Krokul Hovel. This is logical, as the quest is being turned in at Alchemist Funen in Krokul Hovel - therefore you must unlock this location. I've farmed hundreds of astral glories on my alt before learning this.
As of 8.3, the seem to have changed milling rates for this plant. It now gives an average of 4 x
and 8 x
per mass mill (x20 plants).
