You can transmog this item, and it will be added to your OH weapon collection despite the fact that when reading the tooltip it might not give you the "You haven't collected this appearance" message.

There has always been a bug with transmog weapons where if weapons share the same model but are different weapon types, you won't see the "You haven't collected this appearance" message after collecting one of the weapon types. Another example would be Flarethorn (Dagger) and Rod of Molten Fire (OH) which share the same model.

Is there any way to still get this particular one? I see that it has no level requirement, so it would be ideal for twinking.

This offhand's transmog is NOT shared between your characters. ONLY the character equipping the offhand will get the transmog.
