This appears to be available from the vendors who sold the relevant seaon's gear, such as 迪格汉默上尉 for Alliance and 雷角中士 for Horde. (can only confirm for Alliance at this time)

NOTE: When buying this, the battlerobe version of the chest won't be unlocked in your appearances tab until you relog. I bought the item and was disappointed that I didn't get both chest piece versions, so I relogged to get more Marks of Honor. When I logged back in the battlerobe was unlocked. Do NOT buy that item separately thinking you didn't unlock it - just relog and it will become available.
