Worst idea ever from Blizzard. It's required to change your talents without being in a rest area (inns, main cities). The duration is so short too ;/

How do I craft it?
The technique for this item,
, can be found in the Scribe's Sacellum in
(Legion version). There is a scroll in the back right of the shop on the counter which grants the technique when looted.
The scroll disappears when looted, and has a short respawn timer (<5 minutes). If you can't see it, logging out and back in should make it appear. The scroll can only be seen by Scribes, and the technique itself is BoP.

What does it do?
This item stems from the new changes coming to Legion with regards to talent changes. In a nutshell, come Legion changing talents requires your character to be in a "Rested" state (as opposed to now, where you can freely change talents out of combat). Other than using this item, a "Rested" state is present in all major cities, in any Inn, in Class Order Halls and will also be present around a
NOTE: In Legion, respec costs have been removed. Players can swap between all 3 (or 4, for Druids) specializations freely.
The rationale behind this change is that Blizzard wanted Talent changes to be a meaningful choice, with significant costs and trade-offs.

Use in Raids
These tomes allow an individual to change talents for 60 seconds. It is consumed on use, and only benefits the person using it.
The group version of this,
, creates a "Rested" zone that everyone in the raid can use to change talents. The materials for this group item are 10 times that of the Tome.
Use in PvP
Talent changes will be allowed in the starting area of a PvP match - for example in the starting alcove of an arena before it starts or behind the starting gate of a battleground before it opens. Thus, these tomes will not be needed in those cases.
Implications for Scribes
will be a steady source of income for Scribes, potentially making up for
(definitely not all) of their lost income from Major glyphs.
will be much cheaper to craft than
(which will require new Broken Isles herbs to create).
Given these new consumables will be needed for most raiders, the new pigments
will also be in high demand.

As an enhancement shaman my spec for single target differs largely from how I spec for aoe. I would like to be able to switch this during raids without paying 500 plus gold for just ONE tome. I understand why they would want to encourage scribes but the cost of these are ridiculous.
I think this is my least favorite part of Legion. I'm not going to spend in the range of 500g (current going price) for this, it's just not going to happen (this is equivalent to doing about 4 normal gold-rewarding world quests, omg). This means I either have to suck it up and use non-ideal talents for an encounter or hearth to somewhere and have my group summon me.
Surely blizzard could have found a way to make inscription profitable without making it literally painful to switch talents. Blizzard posts say they want to encourage you to make "meaningful" talent choices, but when it comes down to it, certain talent choices are obviously better for specific encounters, meaning I have to switch multiple times in a raid situation and blow thousands of gold to not be a slouch. Don't get me wrong, I'm okay with things like consumables (flasks, pots, etc), but this? Very displeased by this change, this just feels like a giant step back in quality of life.
Time to make good friends with warlocks to get summons instead of buying these gold sinks.
When you first arrive in Dalaran, the place you will likely spend a lot of your game time in, it is more than a let down to see no graphic on this item and the mouse over text reading "Item Description Not Found". Even when they appear in your bags. To fix, simply log out, log in, and cry just a little. Would be a super mega easy bug to see and fix, but that realm 1st stuff must be a little too high on the priority list for anyone to report it. Everyone in my guild knew the bug, and the fix. :(
Just for the benefit of Death Knights out there, you can use death gate in Emerald Nightmare then use it again to return directly into the raid after changing your talents.
Probably works for any other class with a teleport and teleport back ability.

The mats cost 315 gold and it takes a couple hours to get a Demon Hunter out of the starting area to learn inscription.
