Note that these only cause treasures to show up on the minimap. I would still suggest an addon like Handynotes with the Legion plugin for treasure hunting. As has been mentioned in other places, this isn't an item that you use, it works simply by being in your inventory. You must be at least Honored with the faction for each zone to get the treasure map.

The treasure maps must actually be on your person, in your bags, not just in the bank.

I found that I could leave the Stormheim grapple gun in the bank after learning / using it in the zone, but the treasure maps must be on you.

I noticed that in Hellheim the map doesn't show you the treasures there. It only shows you the treasure in main land stormhiem. There are a few noteworthy treasures in Hellheim:

Small Treasure Chest 79.8, 24.7
Treasure Chest 83.3, 24.6
Treasure Chest 19.6, 46.9
Small Treasure Chest 60.7, 53.3
