Only 20 hours to recharge? Compared to some other toys' recharge rate, that's well worth the price!
This is one of the Toys that can be unlocked via reputation in Legion. These toys are available from various vendors upon reaching the required reputation.
Of note, in Legion there will be a new 300 Toy achievement -

Below is a list of the various reputation-gated Toys available:
Summon the Sand Piper tied to the Enchanted Stone Whistle. (1 Min Cooldown)
Leaves fluttering leaves in your wake for 5 min. (10 Min Cooldown)
Summon a vision of the green aspect Ysera. (20 Min Cooldown)
Place the Moonfeather Statue on the ground. What's the worst that could happen? (1 Day Cooldown)
Place a Whitewater Carp to kick around. Splash! (10 Min Cooldown)
, Thunder Totem, Highmountain
Nibble a piece of the crystal. (5 Min Cooldown)
Set up the beacon in the field to return to Shal'aran. The beacon is the pinnacle of Telemancy technology and provides 85% coverage of Suramar as well as only requiring 20hrs to recharge! (20 Hrs Cooldown)
Don a 'home-made' Nightborne party mask. (1 Hour Cooldown)
Take on your Helheim Spirit form. (1 Hour Cooldown)
Use the rod to glimpse the true form of the departed night elves of Azsuna and Val'sharah. (30 Min Cooldown)
Isle of the Watchers -
Deploy a trapped Treasure Chest, you Rascal! (15 Min Cooldown)
Open a portal to a dangerous Legion world. (1 Hour Cooldown)
I used this for the first time today. After clicking on it from the toy page, a targeting reticule replaces your mouse icon and allows you to drop a beacon that is similar to the other telemancy beacons. The mobile telemancy beacon is surrounded by some smoke and is unclickable.
You have to step into the smoke area to proceed to teleport back to Shal'Aran.
Edit: Only useable in Suramar.
Edit: I managed to use the Mobile Telemancy Beacon that my guildie-party-member dropped.
I just used this at Azuregale Bay, to the far east in Suramar. Stepped into the smoke and *poof* - nothing happened. I guess I was too far away.

Conspiracy theory: A bug they decided was gonna be a feature instead.
Despite the very long cooldown, I find this to be a very valuable item if you're doing suramar WQs and stuck in the middle of town. This
be used in while in combat and requires no interaction other than stepping into it.
Na'zak the Fiend, the world boss, was up in Suramar due to a bug .
While I was in the raid for it I was feeling a little mischievous, and used the beacon on top of the Warlock's summoning Stone, sending a LOT of people back to the refuge area. They were all baffled to what had happened.
Considering this can be used in combat, people would be using it to grief others I would suspect while during the fight -- strongly suggest Blizzard disables it during said combat. :|
If you're wondering why it sometimes doesn't work — you're probably trying to use it on your alt who hasn't unlocked Oculeth's teleportation beacons yet (the introductory Oculeth questline). It does not work before that, even if you reach Nightfallen Honored before that (tested).
Best usage I found of this item;
Using it on a train of farming bots, they end up getting "stuck" in Shal'Aran. >:)
