凯旋石板 is an item used in 图鉴收集大师 achievement, it's sold by 蘑菇商 in 奈萨里奥的巢穴. You can find 蘑菇商 when you first enter the dungeon and then slide down the waterfall, you'll see 灵魂行者黑角 in the right corner, go right through him - there is a path which leads you to 蘑菇商.

Just in case: The tablet requires a little cast. I tried using it while walking around and it still went on cooldown, just stand around for a second, use it, then you'll get the animation.
