Got this off of world boss Humongris today.
By the time Humongris spawns on live you'll have skinned thousands of beasts and got ten thousands of skins, scales, teeth, claws and meat and you'll probably have your cooking maxed already, soooo what's the point in getting this technique so late? Couldn't this be a world drop or something bought from the Underbelly like the other one?
Question for alts: can this be obtained on a character below 110? Is world quest access a requirement for profession loot off world bosses?
I would like to confirm you CAN loot this technique from Humongris on a charecter below level 110!
I just looted this on my level 102 Hunter Skinner.
It can also be learnt at any level, as long as your Skinning level is 1.
NOTE: You actually have to loot this from Humongris, unlike loot (or gold) which appears automatically in your bags. If you don't loot him before he despawns it will appear in your mailbox from the Postmaster! (if, or rather when you die as a low level it's a long run back)

Does anybody know, is it possible to get this recipe without skinning profession on?
I am not sure the 100% drop is right... just killed him on my hunter and no recipe for me. I did see some others get it though. Is there some prereq aside from having skinning? Or does he only drop a set number of them each time he shows up?
I did try and loot the corpse, not twinkly for me, and no lost item in the mail, either....... Did I just get jipped by an odd bug?
Will this drop for a lv 100 or must I be lv 110 for this to drop?
Confirmed this will drop regardless of what level you are. lv 101 monk and skinner just looted it from him (although you will need to be minimum lv 100 to get to broken isles where this boss is located)
Any information as to the proc rate on this, re getting meat? I've had it for the past week, done a lot of skinning in that time and had the square root of nothing meat-wise.
I wanted to let everyone know that at least as far as 7.3 is concerned this is now working properly. I just looted this off Humongris and immediately went to complete the Val'sharah Bacon World Quest skinned the bear and got 1x Fatty Bearsteak along with the Stonehide leather. So if the other reports of this not working from earlier patches were indeed correct, this has been fixed and works now, and if not then at least one of the posts on this thread is indicating it works correctly!
Just to clarify some of the confusion that has been going on with this Skinning Technique;
In order for the extra meat to proc, you need to be skinning NPCs that are eligible to drop meat in the first place.
Then, those NPCs will have a chance to drop extra meat of their very own category when you skin them.
For example, killing wolves on the Broken Shore will sometimes drop you Lean Shanks. Thus, skinning wolves when you have this perk will sometimes
grant you extra Lean Shanks.
(Update: It seems that there is an inconsistency with this theory, for Goats around Bradensbrook, even though dropping Big Gamby Ribs, grant Lean Shanks when skinning them. Feel free to comment if you have found other NPCs that proc different meat regarding their loot table.)
However, skinning NPCs like Falcosaurs will not grant you any extra meat, for those NPCs do not have any sort of Legion meat in their loot table.
I've been testing this for all types of meat on the Broken Shore and that theory seems to hold true.
Note that this perk procs quite consistently; I'd say an average of every 3rd to 4th skinned NPC will grant you extra meat, from 1 up to 3-4 pieces.

Seems as though BFA skinning has built in
It is rare but you can collect meat from the corpses you skin in BFA same as it worked in legion except it seems to be built in with no pre-reqs
With that said, seeing as it is built in and no rank system I do not believe there is a way to increase the yield rate/amount.
YOU DO NOT REQUIRE THIS ITEM TO WORK IN BFA
At least as of patch 8.3, it now requires you to have Legion skinning and be level 101 based on communications with Blizzard support.
It also appears that if you don't meet these requirements on your first attempt in the week, then you'll fall into the rules of having already "looted" the boss and will be unable to get the technique during that week, which means waiting around another twelve weeks for it to come back up. I'm waiting on confirmation on that final detail from Blizzard support, but based on having tried it before being 101 without Legion skinning on the first few attempts and meeting the requirements afterwards, I believe that to be the case. I was successful in getting it on several other characters that same week, who met the requirements. In other words, make sure you meet the requirements before trying it the very first time, or you are going to be waiting a few months.
