This is actually currently being rewarded at ilvl 700 in live, but only the Alliance version. The Horde version is still only ilvl 685. And, no, this wasn't an epic upgrade to my ring, its base ilvl is 700 Alliance side.

To answer everyone's question: Blizzard is planning on all neck and ring slot items in Legion to not feature stats such as strength, agility, and intellect. This is to avoid the need of carrying around a bunch of items still in order to be correctly geared for each specialization. Of course you will still need to balance stats such as haste and mastery but since your armor pieces shift to the correct base line stat upon swapping spec, there is no longer any reason to have more gear than what you are currently wearing. My question regarding this ring is why Alliance gets an item level 700 and horde only gets 685? The alliance ring comes standard 700. Doesn't seem to make sense. Even Battle.net has the alliance versions item level listed at a base 700. Kinda crap Blizzard since all the secondary stats are the same as well in all but numbers. Perhaps a developer oversight?
Doing the prerequesite quest at level 99 will result in this ring being scaled down to ilvl 670. Not sure if scales up with level, but I doubt it based on the invasion gear.

It is interesting to note that the ilvl 700 version of this ring has 618 (non-stamina) stat points on it. A comparable ilvl 700 ring from pre-Legion (say, from PvP vendors) has only 421 stat points.
The difference of course being that the old rings had a primary stat on them, whereas the new rings have only secondary stats. Given that most classes value their attuned primary stat more than any other secondary stat on a 1:1 basis, it's natural to be hesitant about going with this ring. But don't toss this ring
618 vs. 421 is a big difference, and perhaps it's meant to be in order to make up for the loss of the valuable primary stat.
You will have to do the math for your chosen class to be certain, but for most classes and specs for which I've done the math, this ring is an upgrade when compared with an equal ilvl pre-Legion ring.
The current classes/specs for which it seems less likely to be an upgrade are "Versatility Specs," such as rogues (of all specs), survival hunters, possibly tanks interested in survivability, etc.

Something I have noticed is if you use the 100 level boost service from Blizzard you can't get this ring. When you use the level boost it starts you out at a quick recap of your class than puts you in the Broken Shores scenario.
If you used Character Boost to level up your character to Level 100 directly, your character will be spawned on a skyship and undergo a training for your basic skills. After that you will be teleported directly inside Broken Shore scenario, which will be too late for obtaining this ring.
If you want to get this ring for a Character Boosted character, once your character is teleported into Broken Shore, right click on your avatar and select "Leave instance". You will be teleported back to Stormwind/Orgrimmar, where you can turn in the quest
and get this ring.
Reminder: There is no way you may obtain this ring for a Character Boosted character once you have completed the Broken Shore scenario.
Once you reach 98 you can relog to get the quest that sends you to
who will offer you the option of skipping the Broken Isles Scenario and the quest that rewards this ring. If you want the ring, accept the quest and complete it.
accept the follow up. Instead return to Lee and you can still skip. Unless you really want to do the scenario ^^
Really solid ring, can grab it at any point before 48 nowadays due to Chromie Time, sure you will replace it, but stats are pretty nice on it
