Right now 达拉然内部虫洞发生器 is just for fun item with 1 min cd and 5 charges.
I actually think there is only 2-3 charges but wowhead tooltip shows 5
And you can't see charges on the item.

It is limited and can be used only in Dalaran (Could be awesome in the open world)
