The vendor's name is Cravitz Lorent <Shady Book Dealer> who seems to appear randomly in the dalaran sewers. He's an undead male in a hood and I found him at the dead end by the washed up mage.

Also sells romance novels, technique:Glyph of Burnout which requires legion mats to craft, the priest toy for confession, and the shaman book for cockroach hex.

Swirly Ball is back and can now be used while mounted.

Is this exactly the same Detection ability? As in, it remains on the GCD?

Fingers-crossed it has been removed from GCD so we can add it to combat macros!

If you aren't desperate to have Swirly Ball back, as of 8/7/16 this book is still sold by Kelsey Steelspark on the Beta in addition to being sold by Cravitz Lorent. You can simply wait a few weeks and not have to spend hours camping in the Dalaran Sewers, as we will certainly get our fill of that place during Legion anyway.

This is one of the Rogue Books added in Legion. These Class Books have similar effects to traditional glyph's. This puts a new Ability in your Spellbook.

you can buy this item at Kelsey Steelspark in the rogue class hall. Don't waste your time in old Dalaran

One use for the 侦测 ability is to make hidden critters like Sneaky Marmots scattered around Azeroth visible.

What does it actually do?

The answer as near as I can tell:

Dirty Tricks Vol 1 wll give you the Detection ability 侦测/detection

Detection does NOT improve Stealth Detection

It does however increase your ability to detect targets that have cast Invisibility, (or an invisibility ability)

Detection will not help you find a stealthed rogue, hunter, druid, etc...
