This tome seems to be how Mages learn the 幻觉 spell in Legion, since it was previously learned through a minor glyph. It's sold by Endora Moorehead in Dalaran.

Seems to be bugged as right now, my Shaman can see it fine and even buy it but my mage cannot see it.

This 法师-only tome is sold by 恩多拉·莫尔海德 in Northrend 达拉然, at in the Sisters Sorcerous shop (just south of the stairs to the Violet Citadel, adjacent to the entrance to the Silver Enclave).
It doesn't appear to be available in Broken Isles 达拉然, as the Sisters Sorcerous shop with 恩多拉·莫尔海德 in it does not exist there.

This tome is available in unlimited quantity.
恩多拉·莫尔海德 is a member of the 肯瑞托. As such, your reputation with this faction will give you a discount on this Toy (which is "normally" priced at 50g)

Friendly: 47g50s (ALL 法师s start at this reputation with the 肯瑞托)
Honored: 45g
Revered: 42g50s
Exalted: 40g
