This item can be obtained while fishing in 阿苏纳. After it it is obtained, you receive the buff 海巨人趾甲; on expiration of this buff, a Murloc mob is summoned - 盐目海巨人猎手. When killed, this mob will drop 芬芳的鱼人黏液.

Note that 海巨人趾甲 disappears from your inventory when the 盐目海巨人猎手 spawns.

There are a number of Rare fish in Legion, and items (bait or otherwise) that will help you catch them.
The Rare fish and items to catch them are zone specific (although some are obtainable on any shoreline of the Broken Isles).

Rare Fish

There are 18 rare fish coming in Legion that can be fished up. Each rare fish grants +5 to Fishing skill when used, consuming it in the process.

There are 3 Rare fish per zone, and 3 that can be caught on any coastal waters.
These can be fished up from a Fishing skill of 1, so this can be an effective way to power level Fishing.
Catching one of the rare fish listed below while fishing will grant the achievement 渔辈楷模. Catching them all will grant the achievement 大鱼为重, which is a requirement to get the 幽光鱼竿 Fishing Artifact Weapon.
All Rare fish are Bind on Pickup.
If you are fishing with the 幽光鱼竿 equipped, you will obtain a DIFFERENT version of each rare fish that grants Artifact Power instead of Fishing skill (e.g. you would fish up 冰河鲤鱼 instead of 冰河鲤鱼)

Note that this does not retroactively apply to rare fish you obtained before getting the Artifact - the only use for these short of maxing fishing skill is vendoring for a decent chunk of change.

Fishing Bait and Items

Some of the items that help you catch Rare fish will spawn and NPC that grants a fishing buff; others contain bait, or spawn NPCs that drop bait.

All fishing bait buffs last for 2 minutes once used (except for 生锈的女王鱼胸针 and 古代维库指环, which last 5 minutes each).
All buffs last the full duration, except for 驼鹿角鱼钩, which expires as soon as you catch a bait.
Almost all baits can be bought/sold on the Auction House. Use this if you are having trouble with a particular fish!

The exception to this is the 昏迷不醒的愤怒鲨鱼, which has a 1 minute duration in your inventory.

All baits are Unique, meaning you can only carry one. The further caveat to this is that you WILL NOT catch any bait that is currently in your inventory!

This can be used to your advantage if you are looking for a particular bait in a zone - by having certain baits in your bags, you will ensure you do not catch them again.
If you are wanting to obtain multiples of the same bait, you can put baits on the Auction House, mail them to an alt, or put them into a Guild Bank or Guild Bank Tab that only you have access to. This will allow you to catch the same bait again.

A portable mailbox like 移动邮箱 (Engineering) or 便携式邮箱 (from the Draenor garrison Engineering Workshop) is a huge boon when doing this out in the field!

It is worthwhile saving some rare fish bait, in order to level Artifact Power on your 幽光鱼竿 if and when you get it.

(10) 啤酒瓶中的信 contains 斧鱼鱼饵 when opened.
(11) Using 昏迷不醒的愤怒鲨鱼 will spawn a 内湖鲨鱼, which will yield 海底鱿鱼 when killed. Using it on land makes it much less dangerous than in water (hits quite hard).
(12) 腐烂鲸脂 is an item that attracts flies - 饥饿的苍蝇 can be looted from these.

When carrying this item, a 盐目海巨人猎手 (murloc) appears after 2 minutes, which drops an 芬芳的鱼人黏液 (which on use attracts rare fish). The 海巨人趾甲 disappears after the murloc appears.

If you are like me and did for some reason not receive the buff 海巨人趾甲 when looting the toenail, or have somehow otherwise lost it without losing the toenail, depositing it in your bank and pulling it back out will give you the buff

海巨人趾甲 was giving me a hard time. After 600+ Silver Mackerel and the other 2 rare fish, fished up several times, around (52,35) in Azsuna.

~~I decided to investigate, and found out 海巨人趾甲 is a INLAND item~~. After around 20 casts in the little pool around, (62,27) in Azsuna, i caught it.

EDIT: After i completed the achievement, i came back to the first area, to fish for Ghostly Queenfish, and caught 3 Skog Toenails in a matter of 10 min, at (52,38) Only difference was, i was standing on land, and not my raft? No idea if that made the difference.

You can log out to reset the timer. One way to farm Artifact Power for your 幽光鱼竿 is to catch the 幽灵女王鱼, this gives 50 AP per fish. The most efficient way is to use the 奥术鱼饵, then catch the 珠光海螺 and the 海巨人趾甲. Then you want to relog every time the 海巨人趾甲 is 30 seconds left from spawning. This will reset the timer. The point of this hassle is you can only hold 1 of each bait, making the 生锈的女王鱼胸针 the only bait you can catch.

Rottingbone is right. Buying from the AH doesn't work. But if you are an Engineer, you can go to Azsuna, put up Jeeves, deposit the nail, take it back out, and viola, you have the buff.

Bottomline, it must appear in your inventory while you are in Azsuna.

Also, you can simply buy the Aromatic Murloc Slime directly as well.

Got it today from Work Order: Highmountain Salmon.
Didnt get the buff instantly.
Had to go back to Azsuna, sell the item at a vendor, buy it back and then I got the buff!
Lasted 2 minutes, then instantly a murloc spawned with 2.1m health, nothing special, looted 芬芳的鱼人黏液 and some silver...

this is rewarded from fishing world quests that aren't in Azsuna. You may find you don't have the 海巨人趾甲 buff when completing the quest, even if you fly to the right zone.

Log out, and back in again to get the buff.

While power farming the ghostly fish, i got the toenail. I hearthed back to Dalaran to drop it in the bank, and the buff fell off.

So now i just keep it in my bag, buff free. Makes farming the brooch so much easier without having to waste time on the murloc

I don't know if this was a bug or not, but if the Murloc spawns and somebody who is not in your party, whether they are enemy faction or not, attacks it first you don't get loot permissions after it dies. I fished for this thing for two hours only for an allied demon hunter to fel rush in the moment it spawned. We killed it and I couldn't loot it.

I fished the toenail up at the location of 52.75 and 30.08(Aszuna) standing on the edge of the river. It is also the place World Quest for Queen Queenfish is located which was available at the same time I was fishing for Blenny. So, I killed Queen Queenfish, got the broach, fished the pools and open water and got the toenail buff, got the murloc npc, killed him and got the Blenny. I had my fishing pole equipped, Arcane Lure and Oversized Bobber. Be patient, like any fishing quest, it will be caught. happy fishing.

I fished for this on the raft for 4 hours in the waters around the academy with no success, with the other two Azsuna lures in my bags. I went to stand on the shore and got it in the next cast. I would guess you need to be standing on the shore so the murloc can spawn. Just in case this helps anyone, fish for this standing on land!

If you have a vendor mount, like the Yak, or Mammoth you can mount up, vendor this, and buy it back to reset the 2 minute duration.

After many hours spent fishing all over Azsuna and following all the tips from comments on this page, I'd like to share my experience and hopefully confirm or debunk some statements.

1. I spent nearly an hour fishing on open waters on my raft. I read a few comments stating that you must be on land and that fishing schools were not worth it. After about a couple hours fishing open waters on land at around 52, 33 in Azsuna (near the academy), I gave up and ended up catching 海巨人趾甲 by fishing a 诅咒女王鱼群 on my raft.

2. Some comments suggest that the 2 min buff should be active in order for the murloc to spawn. Selling the lure on my yak with 30 s left and buying it back did reset the buff but after 10 tries no murlocs spawned. I then followed Smar's and jjanchan's comment and let the 2 min buff fade. Immediately after expiring 盐目海巨人猎手 spawned and dropped the actual lure, 芬芳的鱼人黏液. I was fishing on land this time and didn't test fishing on open waters, so some testing is required.

3. Based on personal experience, fishing schools is far better than fishing open waters, even considering the time spent travelling between nodes.

While I know comments regarding specific drop rates are useless, I will nonetheless post mine... If for no other reason than commiseration. I started the Bigger Fish to Fry achievement by getting the three fish (each) in the Coastal Waters, Val'sharah, and Suramar.I assumed that the Coastal Waters and Suramar would be the the most difficult so I wanted to get them out of the way first. I actually finished the Val'sharah portion while trying to find the correct Coastal Waters areas/items between Gloaming Reef and Bradensbrook (and fishing any pools that popped on the small inlets near Bradensbrook and Thas'Talah). Coastal Waters/Val'sharah took me about twenty minutes to complete with Arcane Lure active, 800 fishing, and no other buffs. I was also able to get the three items in Suramar in about 15 minutes by just fishing around the horseshoe-shaped canal running through the middle of the city with the same fishing skill and arcane lure up.

Now halfway done, I hit Azsuna expecting more of the same. Not so much. I found the Pearlescent Conch and Rusty Queenfish Brooch within only five minutes or so, and I was able to catch the required fish from those baits very shortly thereafter. And then my luck ended.

The Skrog Toenail has eluded me. Over and over. I have spent many hours on this without ever actually fishing one out of the water. Here are my numbers (so far) in pursuit of this elusive catch: 31 Arcane Lure's used, 1241 Silver Mackerel caught, 219 Cursed Queenfish caught, 3 Crate of Bobbers: Can of Worms caught, 2 Crate of Bobbers: Tugboat caught... but, oddly, none of the other bobbers. I have fished every lake, pool, islet, water inlet, and anything else my lure would land in. After more than five hours on this one damn fish, I found the Skrog Toenail on the auction house for just under 3,000 gold. Needless to say, I bought that sucker immediately. And I caught the Leyshimmer Blenny on the first cast after obtaining and using the Aromatic Murloc Slime from the Salteye Skrog Hunter that spawned at the very end of the slime buff.

I was then able to get the Stormheim and Highmountain portions of the quest fairly quickly (under an hour). But even though I have since caught hundreds more fish in most of the zones, I still haven't actually pulled a Skrog Toenail out of the water. I have, however, pulled a ton of other baits out fo the water which I have sold to more than offset the price I paid for the one that got away.

TL;DR Variance sucks, but it sucks for everyone.If you can't find a lure, buy it on the AH. If you have extra lures, sell them on the AH. The 3k I paid for one lure has been more than made up for by the other lures I have sold.

Just to add another datapoint.

Was fishing on the shore by the Academy in open water (no pool), I had no buffs other than the 奥术鱼饵.

A soon as I got it I started researching on wowhead as what to do next, suddenly the murloc just spawned and I killed it and got 芬芳的鱼人黏液

Fished up 2 of these with 奥术鱼饵 active at 53,42 while standing on the railing. I had tried fishing in all of the other places (including the small pools around Felblaze) without an Arcane lure and no luck. Came back and caught 2 from this particular pool within no more than 8 mins.

It's honestly just chance folks, I was using my water strider pet for water walking (hunter) in a cursed queenfish pool and got mine. This was after a ton of frustration and probably 2 hours of searching for it.

After returning to the game and trying this, I was frustrated to realise I already had some of the lures in my bank, and as they are unique, I ended up wasting too much time fishing for nothing. This macro will check if you have an item hidden away in your bags or bank.

This method of getting rare fishing lures was designed specifically to combat fishing bots. This is why the item despawns when the mob is summoned and not when it is killed. Go Blizzard doing something right for a change.

Just fished this from a Black Barracuda school.. Not sure if this was intended... Immediately flew to a cursed queenfish school. murloc came, got the bait. 3rd cast into the pool and I finally got the Leyshimmer Blenny. This stupid fish took me 7 hours of actual fishing to catch. Another reason I hate RNG.

I fished for the toenail when I had the other 2 lures, which means it's the only lure I'd get if I'm going to get one. Surprise, after what was dozens of Cursed Queenfish nodes of farming, I got frustrated and because the nodes were getting hard to find, decided to use the lure that lets me see the ghostly queenfish (Brooch) in order to have more nodes to fish from. Much to my delight, the very first node yielded the toenail. I kept fishing, and the murloc attacked. Then I used the slime he dropped and the ghostly queenfish nodes disappeared, but fortunately right near the location (near Nar'thalas Academy) was a new Cursed Queenfish node. I not only fished the Leyshimmer Blenny, but that completed my Bigger Fish to Fry achievement (which was a pain to track since I had it on another toon), and I just kept fishing that node since it was there. 2nd cast I got the Pearl, no need to relog or anything.

So if like me this Leyshimmer Blenny is your last rare fish, try fishing (using the Margoss lures) from Ghostly Queenfish nodes. Likely you'll get better progress!

Also, don't waste your time with the Barracuda nodes in Azsuna, these will not yield anything other than "open ocean" lures (Blubber and so on).

Read it as a reply to the Oodelfjisk/Ancient Vrykul Ring - Keep the other rare baits in your inventory so you guarantee that the rare bait you do get is the one you want. So in this instance, make sure you still have the Queenfish & the Hermit in order to get the Toenail.
Not sure if this works or is more of a placebo thing but hey, didn't hurt;P
