I found a plot of Fertile Soil for all my seeds in Suramar. Just north of Iron Grove Retreat.

Be careful when planting them because after they grow they can be picked by anyone. They grow in about 30 seconds.
I did the world quest which asked for 40 Foxflower to get 3 seeds. Each seed planted in Suramar yields a fox, which gives you a total of just under 30 per seed (RNG).
came here looking to figure out how many foxflower i'd get from each seed.
I planted 3 of these seeds, the following yields i got were:
All in all they are not worth the work order quest, and certainly not worth the market price.
however, i did proc 2 foxes for some reason, that requires further testing.

For me this was a complete waste of time and resources. I got 10 foxflowers and no foxes from this quest. You are taking a big gamble with this quest. I would suggest no one do this quest.
It's sounding like if you have rank 3 gathering for Foxflower it might be a viable gamble but outside that you would be completing it for the Highmountain turn in and not the reward. If someone can get statistics for what their average yield is at three stars that could help set odds.

Found several plots up north in Suramar, maybe just fewer folks up there using them. found a large patch, 6 nodes, at 26.9,28.8.
I got between 3 and 6 Foxflower per seed, 43 in total.

Note: When you plant these, they quickly become ready to pick and can be picked by any herbalist. They will show up on the minimap if enabled; so don't plant and leave, or plant a lot and leave unattended for any period or they will be snagged by others.
Also: You can only see the nodes if you have an eligible seed in your bags; the seeds in your bank/reagent bank will not work anymore.
