I got 5 of these seeds (I don't remember where from). I planted them in an area just north of Lorlathil, in the Grove of Cenarius where there were a number of mounds of fertile soil.
Once I clicked a mound, a 'Dreamleaf Sprig' spawned, and it used up 1 seed. It could be mouse-overed, but not targeted. 15-20 seconds later a Dreamleaf spawned in the same spot and I was able to pick it.
Once I used all 5, and had no seeds in inventory, the fertile mounds vanished.

Be careful when planting them because after they grow they can be picked by anyone. They grow in about 30 seconds.

Note: When you plant these, they quickly become ready to pick and can be picked by any herbalist. They will show up on the minimap if enabled; so don't plant and leave, or plant a lot and leave unattended for any period or they will be snagged by others.
Also: You can only see the nodes if you have an eligible seed in your bags; the seeds in your bank/reagent bank will not work anymore.
The unique thing about these is that multiple people can herb pick from the same plant, however, the plant will de spawn in about 30seconds after it's raised and
will only spawn a
for about 10seconds.
My guild gets a raid team of 10-20 herbalists together and we all bring our seeds to a zone with fertile soil (typically in Val'sharah - Grove of Cenarius), then someone places series of seeds in a chain of fertile soil (typically 3-5 max as they will despawn). All members of the raid herb the plants as soon as they pop up and we continue until desired amout is farmed.
