As of the time of this posting, this seems like it may have replaced the transmog set originating from 套装：霜狼战甲.

This toy disguises you as a frostwolf orc, without the awesome frostwolf headdress you see on npcs like 游侠切尔 / 洛卡拉 and 初级技师安德伦 / 可敬的卡尔戈.

The toy's effects currently last 30 minutes and the cooldown is currently set to 2 hours, giving you a potential 25% uptime.

I don't know why a "revered to use" after you've ALREADY bought it at revered on a character is necessary. Isn't the point of a shared toy stash to be able to use it across all characters?

Update: Looks like as of 7.3.1 they FINALLY made this truly account-wide and removed the secondary rep requirement to use it on another character! It seems like they did so for lots of other toys as well. It's about time!

Jesus Christ Blizzard is screwing around with people all the time. Wouldnt it be so much easier to just make it a mog set like orgrimmar ans SW guards sets? No whining no complaining no problems. Is it so hard to do?

When you learn this, you also learn the Alliance equivalent, which is Karabor Councilor's Attire. You will still need revered with the Alliance only Hand of the Prophet rep to be able to use it though, sadly.
