This is one of the upgrade items for the iLevel 640 epic goggles that engineers can make and use.

*UPDATE for June 23, 2015* - 不稳定的莫尔登华丽装置 and 不稳定的奥格索普八角透镜 can no longer be crafted. Pre-patch 6.2 upgrade items (created before the patch) can be deconstructed to create the following:

As of 6.2, the new initial upgrade item will be 加油锁具袋 (used for any and all upgrades until Stage 4). The upgrade items required for each stage is listed below:
Stage 1 to 2 (Item level 640 to 655) - 加油锁具袋
Stage 2 to 3 (Item level 655 to 670) - 加油锁具袋
Stage 3 to 4 (Item level 670 to 685) - 加油锁具袋
Stage 4 to 5 (Item level 685 to 700) - 双向降噪器
Stage 5 to 6 (Item level 700 to 715) - 防蓝光透镜

**Note that 3 separate 加油锁具袋 items are required to get from Stage 1 to Stage 4.**

Notes about the upgrade items:

The upgrade items themselves are BoE and can be traded or sold on the Auction House
They can be used by anyone (not just engineers)
Using an upgrade item on gear will NOT bind it to you if it is not already bound to you
The upgrade item will NOT change the combination or proportion of stats on the item (e.g. if non-upgraded version has versatility and haste, the upgraded item will also have versatility and haste, just more of each stat)
These items can be used on gear that is already equipped
These upgrade items are exclusively crafted by Engineers - you cannot craft them as a non-Engineer, even with the Engineering Works building in your garrison
The 狂野之血 used for upgrades to Stage 2, 3 and 4 are obtained from the Garrison Barn, crafted by alchemists as a daily cooldown, or purchased from “鉴定师”萨兹尔·黏指 (H)/阿什莉·泽勒普 (A) in your garrison for 25 原始之灵 each
The 邪能之灾 used for upgrades to Stage 5 and 6 are obtained from mining, herb gathering, skinning, or fishing in Tanaan Jungle

This brings the total cost of upgrading the goggles (from Stage 1 to 6) to:
735 X 弹簧齿轮 (Not including 100 X 弹簧齿轮 to craft the goggles)
45 X 巫术之火
90 X 巫术之水
90 X 邪能之灾
45 X 狂野之血

The versions of the goggles are as follows:
Cloth: 等离子机械成像眼镜
Leather: 夜视机械成像眼镜
Mail: 数控基因成像眼镜
Plate: 剃刀防护成像眼镜

Notes about the goggles:

They are BoE and can be sold on the Auction House or traded
They require Engineering at skill level 600 or higher to use
They can be equipped at Level 91
The goggles require 100 弹簧齿轮 to craft
One of the primary stats (Intellect, Agility or Strength) will change with based on spec - as such a single helm can be used in multiple specs (e.g. between Elemental and Enhancement shaman specs)
The helmet will be crafted with +93-139 each of two random secondary stats (chosen out of Critical Strike, Haste, Mastery, Versatility or Multistrike)
The secondary stats can be re-rolled (randomly reselected) using the consumable item 蒂迪的精致组件 (1 item required per re-roll)
The quantity of secondary stats when crafted is random as well (e.g. one item may have +133 crit and +104 haste, while another of the same type may have +130 crit and +110 haste)
The on-use effect will zoom into the distance, allowing you see distant objects/people. The effect has no cooldown, and is cancelled by moving or right-clicking the buff
The goggles count towards 1 of the 3 maximum Warlords of Draenor crafted items that you can have equipped at one time
