An excellent spot to farm these is right where the two rivers beside Moonguard Stronghold meet, next to the Irongrove Retreat Flightpoint (25,28). If you just do little circles around that point of land the pools will pop up behind you as you go.

The best way I found for fishing these is in 苏拉玛 around coordinates 24,28 because there is highest density of Runescale Koi Pools without too many aggresive mobs. Note: I've been only fishing from pools and using the 幽光鱼竿.

The results of around 1 hour of fishing:
446x 符鳞锦鲤 (I have "Runescale Koi Angling" trait maxed out)
8x 萨格拉斯之血 (thanks to the "Bloodfishing" trait)
1x 夜明珠 (I kept 1 so I dont have to throw it out everytime)

Boots from the "Better Luck Next Time" trait:
9x 风化长靴
5x 日晒便鞋
3x 包铁战靴
2x 锈壳战靴
You will also be able to catch many rare fishing baits, however I already had them all in my bag, so I can't provide numbers on these.

I still believe that you can actually fish up one of the legendary boots, however they are extremely rare.

Also if you want to make some extra gold or upgrade your 幽光鱼竿 while fishing, be sure to get some 奥术鱼饵
to help you fish up those rare baits which you can sell on the auction house.

These can be fished with fishing profession level 1 from open waters.
It's about every fifth fish I'm getting in Suramar.

Just wanted to post this somewhere some people farming the artifact fishing pole might see.
I've asked couple times if the +5 fish would be worth anything else. Was told to just hold them for arti fishing pole.
Anyway, do not bother saving all the +5 rare fish after you hit 800. They will not level up your artifact pole. In order for rare fish to level pole you have to fish them up while using it. Also they will now be worded differently and will not stack in bags so watch you don't run out of space.
I saved over 100 so trust me I feel ya man but there just vendor once you hit 800.

A quiet place to farm these is in the water around The Lunar Crucible (41,18) in Suramar. There are four or five pools that seem to respawn as soon as one is fished up. There are also several ancient mana nodes in the area.
