Based on pure guesswork with zero evidence, I am going to suggest this item could be used to give current level rewards for running the downlevelled Timewalker dungeons being being tested on the 6.2 PTR.

That would most likely not be to far off, given Blizzards policys lately, i would not be surprised if this is WoD's Timeless Isle like so many Believes, would be nice to have a way to get my alt's to Catch up to me main.
