The only place I have found to purchase this recipe (it sells quite well for a profit in the AH and can be bought by both Horde and Alliance) is from the vendor bots in Desolace. These guys are part of a Kodo convoy that runs a continuous back-and-forth route in central Desolace and sell different items when the convoy stops at each end of the route. This limited-purchase recipe is one of the items sold at the northern stop, located at 60, 38, the northern edge of the Cenarion Wildlands.

This is pretty sour on Blizzard's part to have it once come from a neutral faction, to now being Horde only? That doesn't really help people's bias on assuming they have Horde favor.
