Sold by 切斯特 for 90 暗月奖券 at the Darkmoon Faire event (which starts the first Sunday of each month and goes to Saturday).

It is available only when the initial jukebox quest - (A) Bringing the Bass / (H) Bringing the Bass - has been completed, otherwise you can't even see it.

Seems a bit odd that these aren't bound to account. I've done alot of Darkmoon on my alts, would be nice to able to buy them for my main.
