This food increases your highest secondary stat while in the Proving Grounds. The Proving Grounds provides all raid buffs, which may change which secondary stat is your highest. But, you can switch out or unequip items until your desired secondary stat is highest, eat, and then re-equip your normal gear.

Also note that it says "only usable in the Proving Grounds." The Proving Grounds is the only place where you can consume this, but the Well Fed buff it provides won't disappear when you leave.

It doesn't work like normal food, selfishly consumed on use. It's passed to the target for consumption. It's possible to make other members of the party (yes, the NPCs) eat.
