You need 2.4k in 3v3/5v5 or RBG and then 2500 conquest points to buy this Illusion.
You do not need 27,000 conquest earned to purchase the Illusion.
It can be placed on heirlooms and BOA weapons (and safely sent to alts without removing the illusion).
It's a purple coloured glow, has darker coloured purple particles.
It's not quite as bright as the alternative - 附魔师的幻象 - 辉煌暴君, which costs/requires the same (and in my opinion looks way better).

Is there any way to get this going forward into legion, or is it only for those who attained the gladiator rating in WoD?

As of 7.0.3, the illusion items 附魔师的幻象 - 原始胜利 and 附魔师的幻象 - 辉煌暴君 are still available from the Ashran vendors 大元帅泰布雷德 and 高阶督军沃拉斯, but as the tooltip reads, only available if you currently have a rating of 2400 in either 3v3 or 5v5 rated arena or rated battlegrounds, which you will not be able to do now until Legion.

The cost of these items seems to have been removed (they previously cost conquest points) although this may be a bug as other free-of-charge items give the message "You do not have the required items for that purchase" when you try to buy them.

If you do not currently own this item, the only option you have is to get your rating back up to purchase it again. This wasn't a guaranteed reward from something like an achievement, or quest, so direct recovery can't happen through CS.

Since 7.3.2 附魔师的幻象 - 原始胜利 it's available to be purchased from Warspear/Stormshield Elite PvP vendor. Requirements are to be Hero of the Horde/Alliance or at least Duelist in Warlords season 1, 2 or 3. It costs 10 荣耀印记.
