Actually i couldn't find any of these in AH for like a week, but according to what wowwiki says...
This shard is found by disenchanting level 36 to 40 items

Was farming Scarlet Monestary- Cathedral and picked up about ten of these disenchanting various drops. I ran it 6 times so the drop rate is pretty low, but since i was farming for cloth they were a bonus.

Disenchanted from Epic (purple) items with an item level of 36 to 40 (2-4x) (Required level 31 - 40)
Disenchanted from Rare (blue) items with an item level of 36 to 40
Disenchanted from Uncommon (green) items with an item level of 36 to 40 (~5% chance)
Cannot be created from 3x Small Glowing Shard
