This is similar to the item, "Elizabeth's Mushroom" in Dark Souls, which gave you massive HP regen for a short time, much like this item.
As it is, this item is not usable in any instances, be they PvE or PvP, rendering it much less useful than it could of been. However, it can be used in combat, so it can be useful for certain, dangerous rare spawns or world bosses.
What does "... a class-specific power type ..." mean?
As far as I can tell, the only thing it has ever done for my Ret Paladin is restore 5% of his health immediately, then ?
It has not had an apparent effect upon any abilities or spells, or on any of their cooldowns. Using most requires mana, and some also consume Holy Power that others generate. But, in my observation, using the mushroom does not restore mana. It does not increase Holy Power, which is generated in an integer charge of 1 unit, and the Paladin can accumulate as many as 5 units (in MoP).
Then again, the Paladin's mana regenerates rapidly and is replenished by using the Judgement ability which also generates a unit of Holy Power with each use. So the player uses it regularly, and any increase in mana regeneration would be difficult to discern.
The Combat Log might contain data about the behavior of the Strange Glowing Mushroom. But the log is so full of extraneous garbage that sifting through it to find anything useful is a last resort.
Maybe the proc for this item is glitched.
Since you can get 20 mushrooms at a given time with you, since they heals and "recharge" you on a percent basis and since you can use it in combat and outside Pandaria, why do not farm a stack one or two days before stepping feets in WoD?
I am pretty sure you'll find some use of it.

Attempted using this in both UBRS heroic, and standing in my garrison at lvl 100:
First case I got "You can't use this here"
Second I got "Target too high level"
I'm guessing these are no longer usable at lvl 100.
I was level 100 the first time I picked one of these up, and I've never been able to get it to work.
Do we know anything more about these shrooms? Has anyone gotten them to work at level 100?
Does not work in lvl 100, so they are useless.
