This item starts a riddle-solving quest chain similar to
chain was (which is obsolete for now).

around the shores of Timeless Isle. You may open some before you get it.
Start the quest
from the scroll and go to
49.4 - 69.4
where you can find a mound of dirt. Get close and you will be able to hand-in the quest and pick up the next part:
Go to the Three-Breeze Terrace and find the next mound at
. Hand in the quest and pick up the last part:
33.3 - 55.3
to the entrance of Celestial arena. Once there, check the sky and wait for a
arriving. Hit the bird once then press Escape to stop autoattack. It will pick you up to the sky and transport above the whole isle.
As you reach the Ruby Lake at
64.5 - 27.5
(the reddish tarn on the map) begin to attack your Albatross again. The bird will dive and releases you as you kill it. Swim out of the red pool and go up to the tree. You'll find the final treasure right there. Handing in the quest will earn you this achievement.

Beware - If you stand next to the last hand-in of this quest chain at the ruby lake too long, you get bolted off even if you hadn't hit complete quest yet! Just had to get me a new albatross because of it. Possibly a bug, or just Blizzard trolling us.
ok so I'm at the spot where the Highwind Albatross is supposed to be, I saw it and clicked on it, but it was way too high, i hit escape anyway like this guide says, and he just flew away and never came back, so what am I supposed to do now?
This item dropped for me on the 1st day of 5.4. However, when I went to accept the quest, my quest log was full, so I got an error. The riddle disappeared from my bags, and I submitted a ticket but the response was that they had no record of it.
Update: I resubmitted my ticket and got this response from the GM:
The items for Rolo's Riddle will desappear once you leave the zone. This is not a bug. If you leave the area you will need to get the item again.
I was waiting for ages at the path by the entrance of Celestial arena, all birds were taken... Went over to the Mossgreen River 47.0 54.0 and there I got a bird right away :D
A couple other notes - although the post by Voxxel is very helpful and informative, there's two other things that I think are important to be aware of.
1) I was on my Paladin and using an AOE attack in my rotation to kill the bird in order to have it drop me. Despite not seeing any other Albatross(es?) on my screen at the time, every time the bird I was on died I was immediately scooped up by another that apparently I was damaging and therefore aggro'd while using an AOE attack against the one I was on. Don't use AOE attacks or you'll never get dropped. I don't know if this is a bug and will change or not, but as of right now, I was let go and instantly re-snagged by an Albatross in the exact same spot 4 times in a row before I figured out not to AOE. It was confusing because the other Albatross were invisible until the one I was on died. Also,
2) If you pause for more than a couple seconds while attacking the bird, it will start moving again. This happened while I was waiting for any attack to cooldown on my Paladin, a couple times it started moving for a half a second before I could cast an attack again. Shouldn't be a problem unless you have a real slow 2H'er like me, but it's something to keep in mind.
As its been said by others, the best place to attack the Albatross for transportation is the northern part of Mossgreen Lake (26,64). They descend a good distance around this area.
However, you do not need any sort of slow fall or what-have-you. If you start dps on your Albatross while being carried it will stop dead in its tracks, and if you stop dps it will continue along its path. The bird will drop you when it dies (you and your "taxi" will fall together). This will give you more than one opportunity to gauge your landing area. It's simple to just fall into the middle of Ruby Lake (around 65, 26). If its done right, the lake water will do what its always done and stop any damage taken from the fall. Just make sure you stay leery of
: he or she is hostile.
Around the southeast part of Ruby Lake there is an incline that you will be able to casually walk along counter-clock-wise up to the treasure. Good luck!
P.S.: Make sure you don't attack/kill one that is already carrying someone or you will catch some well-deserved nerd rage.
P.P.S.: Don't be scared. It's actually very simple and you will want to do this for the treasures and battle pets you'll see.
Once you have completed the quest you might want to stick around at Ruby Lake and kill the rare elite Garnia (for the achievement Timeless Champions). It's a long trip up there so you might as well make it worth while...
Also, Garnia has a chance to drop Ruby Droplet (companion and elemental battle pet), which is required for the achievement Going To Need a Bigger Bag.
My god this quest its convoluted. It seems that Panda is full of tasks like this. Thank you to all the people who posted the true path to this quest. And the guys that took the time to make videos... they where awesome.! Without the help you all put in it would have been a nightmare. In the end it was all worth it.
Do NOT leave Timeless Isle without starting this quest, the quest item WILL dissapear from bag if so :(

There is also a rare spawn up at the point where the last cluse is called
which drops a pet, SO GET TO THAT FARMING BOY!
This can be looted prior to level 90 (I was 88), but the quest can't be started until level 90.
Edit: as mentioned above; if you leave the zone, the item disappears
I Noticed today on two characters that
drops immediately after turning in
Everyone talks about the challenge of getting to Ruby Lake, but no one says anything about the challenge of getting to the mound of dirt on Three Breeze Terrace. The entire terrace is patrolled constantly by Level 92 hostiles, and it would take a group some time to eliminate enough of them for a player(s) to turn in the second quest and receive the last one in the chain.
If your PC does not have a native ability to "Blink" there, to move stealthed, or otherwise use invisibility, then how did your PC get to the mound and have enough time to turn-in the second quest and receive the next one before getting killed -- assuming that your PC was attacked. Else, how did your PC avoid attack?
There is a underwater cave with a bunch of piles of sand near the floating pirate ship east of the isle. The sand surrounds 4 chairs in the shape of a heart. I managed to pull out 4 riddles from all of the sand within the cave.
