Because of the terrible itemisation of this set, it isn't actually worth getting four pieces, even if (or maybe especially if, depending on the nature of drops within 25-player Trial of the Grand Crusader yet to be seen) you are able to access the iLvl258 set of the gear.
The failures in itemisation can be seen without even looking at 25-player Trial of the Grand Crusader non-set epics. It can be summed up with two examples: The helm and the chest. (You could also look at the
shoulders
if you wished, or the leggings, assuming that you follow similar lines of argument and assuming equivalents can be found).
NB: In my stat weightings, which are up-to-date courtesy of Shadowpriest.com, I do not take into account Hit Rating. At this tier of progression, hit rating is so abundant on gear that it is impossible not to be capped in ways far more efficient, as shown below.
Firstly, to look at the chest, which is a "close call", as it were. A
comparison
between the "Totally Triumphant" chest and Merlin's Robe, the perfectly-itemised iLvl245 BoE tailoring epic of this tier of gear, shows that the latter only loses out by a fraction to the former; if you were to take into account the extra socket, Merlin's Robe comes out better.
Similarly, let's look at the helm ... as if we really need to. Spirit/Hit has always been an awful combination of stats on any piece of gear -- the one is lacklustre, the other is only required up to a point -- i.e., as I have said previously, you're better off finding it on items that spend their item points more wisely. There are many examples of comparative gear items where the only difference between them is that all the points devoted to
Spirit
have been converted into
Hit rating
, with some other minor adjustments.
But let's compare this helm to something anyway, shall we? How about the helm which every Shadow Priest loves:
The Tier 8 one
. Despite being a whopping
thirty two
item levels below the highest level of Tier 9, Sanctification doesn't even have to try hard at all to beat its supposedly "bigger" brother.
But it is not just the itemisation of individual pieces which is the problem here: It is the set bonus. 5% Crit on Mind Flay doesn't sound too bad. But, Mind Flay only accounts for 40% of our total damage, and that is being very generous. Thus,
the equivalent value of this set bonus in terms of crit rating is about 2%
. Note one key continuity within the four pieces I chose to compare: The Tier pieces have no crit; the alternatives have crit in great abundance. By ignoring the lacklustre Tier 9 pieces, you stand to gain almost
3% crit from rating
. This, of course, will apply to
all of your spells
, not being limited to Mind Flay alone.
Because of the lack of Spirit present on the gloves and legs, and the hit rating on them (Remember what I said about Spirit/Hit conversions?), it's still worth picking them up for the two-piece set bonus if you would like the extra Vampiric Touch time. Shadowpriest.com works out the two-piece set bonus as being worth roughly 84 PP -- 42 PP per item. That's fairly solid. The four-piece, though? There are far better items, some of them not even from Trial of the (Grand) Crusader.

Now, you can use a better itemized chest piece and whatever neck, cloak, wrists, weapon, off-hand, wand, waist, boots, rings and trinkets you like without worrying about hit rating
Here's the problem with that statement: You
do
need to worry about hit rating -- but instead of picking it up, you need to
avoid it purposefully
in order not to waste itemisation points -- and this can mean passing up very well-itemised gear.
Here's the thing that I've noticed about Blizzard's itemisation: Hit and Spirit are, for the most part,
interchangeable stats
. I mentioned in the above comment the case of the two Runed Orb-crafted belts, where the only major differences in itemisation are the spirit points being converted directly into hit rating points.
This is not a new thing, and it applies, too, to ToC gear. Two other belts that can be equated are the
Cord of Biting Cold
and the
Cord of the Tenebrous Mist
; even closer are the
Leggings of the Deepening Void
and the
Leggings of the Soothing Touch
: although the Heroic versions are not currently in the database, I can say that they are
exact clones
of each other, with Crit swapped for Haste and Hit swapped for Spirit.
The point of spotting this trend is the following: the conclusion that we should draw is that, where we need Hit Rating, we should pick up items with Hit Rating. When we find ourselves over the cap, we should pick up an item where all the Hit Rating has been swapped for Spirit, since then we will still gain some benefit even if it is not the best stat for us. Thus, items which have
both Hit and Spirit
on them seem, to me, very
redundant
. They close off
both
avenues for optimal gearing in other slots -- you can't take Hit Rating, because it does nothing once you're hitcapped, and so you're
forced
to take Spirit even though it is a lacklustre stat in some item slots. If you juggle the slots around you'll find yourself with a better set of gear.
My gearing philosophy is this: Get enough hit rating on my items such that I am capped, and not too far over the cap. At the same time,
eliminate as much Spirit on my gear as possible
, because it is the
worst
of our DPS gains apart from Intellect. The way I compose my BiS slots is, firstly, to ignore all items with
both
of these stats on them -- I look at the gear as if those stats don't even exist, and I focus on the stats that will
always
be a benefit to us: Crit, Spellpower and Haste. In the course of this, I will
incidentally
add items to the list that have Hit on them, because there are no alternatives. I have found that this "Incidental" method of picking up hit rating has worked very well for
this
composition of BiS-10 gear. For example, the Firestorm ring is taken because even if you
don't
take into account the Hit Rating, you nevertheless have an item which beats all of its competitors from Trial of the Grand Crusade 10-player or any 25-player instance up to Ulduar non-hard modes (Following Guild Ox's criteria for "10-man strict raiding").
It is only once I have composed the initial list that I then begin to switch Hit Rating for Spirit: The Leggings, for instance, were originally going to be Tier 9, but I was over the hit cap by roughly that amount, so I swapped them for their direct Spirit-related alternative.
I have rambled on a lot. My overall point is this: It is all very well to say that it is a very good thing that 95% of our required Hit Rating can come from three pieces of gear. The problem is that, when you look at the alternatives, you then find yourself either forced by "good" itemisation to pick up several items which cause you to exceed the hit cap by far, because their Spirit counterparts just don't add up to the same power, or you just find yourself taking far too much Spirit at the cost of a great deal of superbly itemised gear, such as Merlin's Robe and the Bejeweled Bracers. Combine that with the theory that Spirit+Hit on a single item is a "Redundant" way to gear, and the Four-piece set bonus as one easily replaceable by better-itemised gear, and it's easy to see which items should be culled first from any BiS list.

Since 3.2.2 will bring some changes to the Spirit coefficient and I'm not the person to ask to do the calculations in Simcraft, I will just post the numbers from the current BRGA 3.2 thread at shadowpriest.com.
For tier items I'm posting PP numbers
without set bonuses
.
For wand I only take 25 hit rating into account, since this gear takes us 4 points over hit cap.
Meta Socket:
Chaotic Skyflare Diamond
Red Socket:
Runed Cardinal Ruby
Yellow Socket:
Potent Ametrine
Blue Socket:
Purified Dreadstone
Since using Blue gems is a waste, except for activating Meta, I try to get maximum possible bonus from Blue gems in my gear. I put one Blue gem in a head socket, as 9 sp bonus is worth more than a Red gem in that slot without bonus. Also there are 3 slots in gear that are worth checking: waist, pants and boots, since they provide 7 sp bonus, which is more than bonus from bracers (5 sp) or bonus from chest (it has to be 13 sp to be worth using both the Yellow and Blue gems, as 3x Red gems is 69 PP, while Red + Yellow + Blue + 9 sp Bonus is 65.7). For waist sockets I use one
Runed Cardinal Ruby
and one
Purified Dreadstone
to activate meta gem, so PP value is lower than at shadowpriest.com by 1.5. For all other Blue sockets I use Red gems. Yellow gems are only used if socket bonus is >=4 sp or if it's >=6 crit/ haste rating.
For my second ring I prefer to take a non-healer ring, as 2nd BiS (
Ring of the Darkmender
) is only 0.30 PP better than Algalon's drop.
Enchants or jewelcrafter-only gems are not taken into account.

Total PP value of all items:
4 296.7
Maybe with more forum lurking and playing with spreadsheets one can find a better item configuration than the one presented above and that will provide overall higher PP values. If you can do that, please post a reply, as I'm interested in getting more DPS from the same slots. Don't forget that set bonuses also have a value, which might be hard to measure in game, but which is possible to calculate in simulations. Total PP value with set bonuses taken into account is
4 461.7
.
I have also created a
profile
with described gear and gemming. Please don't take trinkets and enchants into account and don't look at profile's numbers as at least spellpower is calculated badly.

First off: I've up-rated you, because I don't want any part of this conversation to disappear. I think it's very useful to explore this issue altogether, and before I compile my counter-list I will say that I'm not
quite
so damning about the four-piece as I started out being.
The second point of business to sort out is that your post was made before the 3.2.2 calculations were brought out, so your list needs updating with the
3.2.2
scale factors. I won't list all your items again -- I will just add up each item as it appears on the 3.2.2 list and display the result below. Trinkets are not included, of course. I have merely re-read the list of items and added them up once more. Your updated PP values are:
4382.97
without set bonuses;
4547.97
including four-piece and two-piece set bonuses.
Head:
Aurora of Transcendence
, 376.94 PP
Neck:
Wail of the Val'kyr
, 201.82 PP
Shoulders:
Velen's Mantle of Triumph
, 218.93 PP
Back:
Jaina's Radiance
, 236.47 PP
Chest:
Merlin's Robe
, 332.35 PP
Wrists:
Bejeweled Wizard Bracers
, 180.76 PP
Hands:
Gloves of the Lifeless Touch
, 274.78 PP
Waist:
Belt of Biting Cold
, 326.9 PP (235.26 plus 91.64 from Hit Rating)
Legs:
Velen's Pants of Triumph
, 449.74 PP (288.58 plus 161.16 from Hit Rating)
Feet:
Footpads of the Icy Floe
, 352.06 PP (229.18 plus 94.80 from Hit Rating, plus 28.08 from Icewalker)
Finger:
Nebula Band
, 163.64 PP
Finger:
Band of Deplorable Violence
, 187.83 PP
Mainhand:
Misery's End
, 792.52 PP
Offhand:
Symbol of Transgression
, 248.33 PP (158.27 plus 90.06 from Hit Rating)
Wand:
Rod of Imprisoned Souls
, 95.83 PP
30 Hit Rating over the cap, so I will take away 30*1.58 = 47.4 PP from my results.
I didn't take into account Icewalker. 289 hit rating precisely. Profile
here
.
4438.9 PP
;
4522.9 PP
including two-piece set bonus.
When compiling this gear-list, I found that the inhibiting factor was the legs -- there is so much hit rating on them, and no perfectly itemised alternative, that between the legs and the gloves I have to take the legs. I toyed with the idea of picking up the gloves and socketing them with a hit rating gem, dropping the legs for
Soothing Touch
in the process, but it didn't really work out any better.
So, at BiS 258 level, the 4-piece bonus is
just about
enough to make up for the poorly itemised (and ugly) helm. It would only take an iLvl258 version of the Aurora of Transcendence to out-do it, though.
