This guide provides tips and strategies for defeating the Restless Cabal encounter in Normal Difficulty in Crucible of Storms. Changes to the fight for the other difficulties are listed below in their respective sections, including tips and strategies for dealing with the new mechanics introduced in these difficulties.
The Restless Cabal is a single phase encounter in which the raid has the choice in which powerful
Relic of Power
to activate at which time.
The Restless Cabal
is the first boss in Crucible of Storms. After defeating
The Restless Cabal
, players will head to the final boss of the raid,

The Restless Cabal Abilities & Strategy
The encounter takes place on a large platform surrounded by water.
Players leaving the platform will be afflicted with
黑暗吞噬
which deals heavy ticking damage and applies a 99% damage and healing done reduction for 30 seconds.
At no point in the encounter should players leave the platform and gain this debuff.
The raid will combating two bosses at all times,
代言人扎克萨奇
and
惊悚者法索乌
.
These bosses do not share a health pool and when a boss reaches 1 hp they will cast
不安之契
.
This cast prevents the bosses death and will heal them to 20% hp upon completion. The spell is interrupted when both bosses are bought to 1 hp.
This forces the raid to get both bosses to the 1 hp mark within the 20 second cast time of the
不安之契
, as otherwise the heal will likely cause the raid to fall far behind and wipe.

Avoid standing within

duringperiods of high incoming raid damage.

will frequently cast

on the tank, dealing a large burst of physical damage and applying a debuff which reduces all stats by 10% for 20 seconds.
Tanks should taunt off of one another each time their
精神割裂
stacks drop, which is usually around the 3-4 stack mark.
Both tanks should focus their efforts into positioning and maintaining threat on
惊悚者法索乌
, as
代言人扎克萨奇
is tanked and dealt with by a ranged DPS.

Throughout the encounter, Fa'thuul will mark an area of the encounter space with
虚空撞击
.
After a few moments this area will explode, dealing damage to all players within 10 yards.
If no players are hit, a new smaller area will be marked and the ability will repeat. This size reduction also reduces the damage the
虚空撞击
deals.
The
虚空撞击
will "bounce" like this and reduce in size twice, at which point it will bounce around until the ability eventually hits somebody.
Players need to actively avoid getting hit by the
虚空撞击
until it has reduced to its smallest size.
When raid damage is low, a single player should stand within the
虚空撞击
as to remove it, which will increase raid damage as casters are able to stand still for longer periods of time.

Two players will be marked with
粉碎之疑
.
This 12 second debuff slows movement speeds by 25% and deals ever increasing damage every 2 seconds.
Upon expiration, the debuff explodes, dealing raid wide damage which is reduced the further players are from the debuff.
Players afflicted with
粉碎之疑
should move away from the raid and towards the sides of the encounter space, whilst the majority of the raid spreads loosely around the middle.
They must make sure that they do not run near the player who is tanking
代言人扎克萨奇
at the time, as they also may be near the edges of the encounter space.

Instead of melee hitting,

will frequently cast

.
This deals a burst of shadow damage to the target and anyone within 5 yards. This damage is reduced the further the target is from

.
The bolt also applies a debuff which increases threat generation by 150% for 30 seconds. This debuff is refreshed each time the
无光冲击
hits the player.
As to reduce the damage taken by the
无光冲击
, a single ranged DPS with strong single target damage should tank
代言人扎克萨奇
throughout the encounter.
All players should avoid dealing damage the
代言人扎克萨奇
at the beginning of the encounter, as to allow this ranged DPS tank to get some initial threat.
Once the player has sufficient threat on the boss (usually around 10 seconds into the encounter), players should feel free to deal damage to this boss.
Tanks should avoid ripping threat from
代言人扎克萨奇
at all times, as the
无光冲击
threat generation debuff will make it difficult for the ranged player to rip threat back off of them.
As the
无光冲击
has a 30 yard range, the ranged DPS tank may need to move far from the raid as to force
代言人扎克萨奇
into moving around.
A healer must be prepared to cover this ranged tank during this time, as the ranged tank will likely move far out of range of the raid.
Once
代言人扎克萨奇
is in the desired position, the ranged tank should attempt to move slightly closer to the raid, as to allow the healer to maintain range on them without a large amount of disruption to their positioning.
That being said, the ranged DPS tank should always avoid standing within 5 yards of any other player, as to prevent the
无光冲击
debuff from splashing onto anyone else.

faces the direction of a random player and casts

, creating a cone in the direction of the player.
After the 6 second cast, all players within the cone will take a moderate burst of shadow damage and become hostile to allies for 4 seconds.
All players should side step out of this cone, which is easily done as long as they are paying attention.
Move out of the
脑髓侵袭
frontal cone.
Players who are "hostile to allies" are not mind controlled, they have full control over their character.
Players who are "hostile to allies" can attack other players with their spells as well as be attacked by other players. Healers are also unable to heal them whilst the debuff holds.
Players who are accidentally hit by this should be left alone. Do not throw out damaging spells or crowd control their way, instead just leave them and wait for the debuff to expire.

This 10 second debuff will apply

debuffs to all players within 5 yards every 5 seconds.
力量应许
is a magic debuff with an endless duration. It increases the damage you deal by 10% whilst reducing your maximum health by 10%.
This debuff increases passively over time, eventually capping out at 9 stacks (reducing health by 90% and increasing damage by 90%).
This debuff can be dispelled at any time. However on heroic, dispelling the debuff will deal damage to the dispeller.
The raid needs to be very careful with the
黑暗通报者
ability.
Although the damage bonus is very powerful, the reduction to the players health pool could lead to them being one shot by unavoidable mechanics, such as the
粉碎之疑
debuffs.
The raid needs to be prepared to remove all
力量应许
debuffs before these damage sources come in, as to ensure nobody is one shot.
When the
力量应许
debuff is dispelled, the players will maintain the same health percentage (If you have 90% health and then the debuff is dispelled, you will still have 90% health).
The raid may want to have a few designated DPS take the
力量应许
debuff each time
黑暗通报者
is applied.
These few DPS can use the large damage increase to great effect, before having it removed before an unavoidable damage source comes in.
By limiting the amount of players who receive the
力量应许
debuffs, it helps healers ensure that all players are dispelled at the correct time.
Groups with priests may wish to increase the amount of people who take the damage buff, as they are able to use Mass Dispels to remove the debuff off of multiple players at once.
Tanks, the ranged DPS tank and healers should avoid gaining this buff, as the health reduction is likely to cause more problems than the damage buff is worth.
Relics of Power
Whenever either boss reaches 75, 50 and 25% health, they will activate the
Relic of Power
they are closest too.
There are three relics in the encounter space. Each relic has a powerful effect when activated that the raid will need to counter.
The raid gets to choose the order in which the relics are activated, simply by positioning the bosses closest to the relic they wish to activate next.
Each relic should only be used by each boss once, because if an individual boss uses a particular relic more than once they will gain a 300% damage increase buff:

When a boss activates a Relic for the first time, they will gain a permanent 10% damage buff. These buffs stack up, meaning that the boss will be dealing 30% extra damage after activating all three relics.
Void Stone
Upon activation, the
Void Stone
applies and
暗影之壳
buff to the boss who activated it.
This is a large damage absorption shield which reduces the healing all raid members receive by 100% whilst it holds via
虚空之拥
.
DPS must focus their damage into the boss with
暗影之壳
as to allow the raid to receive healing once again.
Healers should ensure that all players are healthy before the
暗影之壳
activates, whilst tanks use defensive cooldowns to survive during this time.
If the raid is struggling to remove the
暗影之壳
within a reasonable time, the group might want to use the
力量应许
debuffs to increase their outgoing damage.
Trident of Deep Ocean
Upon activation, the
Trident of Deep Ocean
will create a large
深渊护持
shield around itself.
This shield has a health pool which can be seen in the boss frames. Any enemy within the shield will have 75% of the damage they take redirected to the shield.
The shield will explode after 20 seconds, dealing damage equal to its remaining health to all players in the raid via
深渊崩塌
. If the shield is destroyed before this time, it will dissipate harmlessly.
Tanks should position as many enemies underneath the shield as possible, as to increase the amount of damage the shield will take.
Just like the
Void Stone
, the raid may want to utilise the
力量应许
debuffs to help damage through the shield if they are unable to destroy the shield before it explodes.
Damage enemies within the shield to destroy it before it explodes!
Tempest Caller
Upon activation, the
Tempest Caller
will pulse out damage to the raid every second over 15 seconds.
This
风暴湮灭
damage reduces the damage players deal by 50% for 3 seconds and will instantly kill any player who is lower than 25% health when it deals damage to them via
生灵俱灭
.
All players should remove their
力量应许
debuffs before activating the
Tempest Caller
relic.
This is the most healing intensive part of the encounter, so healers should be prepared to cover this incoming damage with cooldowns.
Players may also want to use their own personal damage reduction cooldowns to ensure they do not drop below 25% health.
Groups with confident healers may wish to activate two
Tempest Caller
relics back to back at the beginning of the fight, as the bosses will not have any damage increasing buffs at this point and the damage is manageable if healers coordinate their cooldowns correctly.
That being said, raids with less powerful healers or PUGs may wish to avoid activating the
Tempest Caller
relics back to back, as they may be unable to out-heal the damage.
Activation Order
As this fight is still relatively new, there is no widely known "best order" to activate the relics in.
As long as the group never has a boss activate the same relic twice, and as long as the bosses do not activate relics at the same time, the relics can be done in pretty much any order.
That being said, a decent order for your group to start out with can be found below, as this one ensures that the bosses stay close together for cleave, whilst also keeping the two
Tempest Caller
activations far apart to allow for healing cooldowns to be ready once again.
Organised raid groups with confident healers may wish to have both
Tempest Callers
relics triggered at the beginning of the encounter as to keep the damage they deal to a minimum.

, they will cast one unique spell.
Stagger the

casts by interrupting.

Each add will cast

, a 9 second cast which will cause the add to die and deal moderate shadow damage to the raid.
Although the raid could survive three
终焉见证
explosions at once in theory, it is likely to kill off a player or two.
The
恐怖的憎恶体
adds should be interrupted in such a way as to let the
终焉见证
casts through in a staggered way.
This should be done by having one add not be interrupted at all, the next add should be interrupted once, and the last add should be interrupted twice.
This will stagger the
终焉见证
casts 8-9 seconds apart, allowing healers to top up the raid between each hit.
During the
风暴湮灭
, the raid may wish to interrupt all adds until the spell has ended, as the
终焉见证
might drop players below 25% health.
These adds do not need to be tanked and have a huge health pool, making killing them with direct attacks a nonviable strategy.

will cast

, which summons a single add of the same name.
This add casts
恐惧回响
, which will deal a burst of damage and fear all players for 6 seconds if the 15 second long cast goes through.
The only way the cast can be interrupted is by bring the add to 1 hp.
Once at 1 hp, the add will regenerate health at an ever increasing rate via
联结虚空
.
Once it reaches 100% health, it will begin to cast
恐惧回响
once again. The add will despawn after 1 minute.
The raid should focus down the add as soon as possible, as to ensure the
恐惧回响
cast never goes off.
As the add cannot be moved in any way, the raid will need to return to this add each time it reaches 100% health.
The add can take damage whilst regenerating, so players who can passively cleave/multi-dot the add should do so as to keep the add regenerating for longer periods of time.
Heroic Changes
Aside from numerical changes, in which the enemies have more health and deal more damage, there are a few mechanical changes to the encounter on heroic difficulty, although they do not warrant large changes in strategy.
The 30 second debuff applied via
无光冲击
will apply a new debuff if it expires:

This debuff permanently makes the player "hostile to allies" whilst reducing all incoming healing by 75%.
Gaining the
死亡化身
debuff is highly likely to lead to the players death, as they will not be able to be assisted by healers.
This additional mechanic acts as a larger punishment if the
无光冲击
ability is mishandled, especially if it ever hits multiple players at once.
As long as only one person has threat on
代言人扎克萨奇
throughout the encounter, the
死亡化身
debuff will never be applied.
The player who dispels the
力量应许
debuff will take a moderate burst of magic damage via
损毁
.
This prevents players from using abilities such as Mass Dispel and Revival to remove a large amount of
力量应许
debuffs at once.
The raid must be careful not to apply
力量应许
debuffs to too many members, as otherwise healers and priests will not be able to remove them all at the correct time without taking substantial damage themselves.
终焉见证
cast increases the damage taken by said cast by 100% for 6 seconds.
If a
终焉见证
cast goes through whilst the raid has the debuff a previous cast has left behind, it will likely kill multiple players.
This additional mechanic acts as a punishment for players not interrupting the adds correctly, and this forces players to stagger the rate in which the three
恐怖的憎恶体
adds are interrupted.

adds will despawn after 1.5 minutes, up from 1 minute.
This makes the raid to deal with the add for a longer period of time, potentially forcing them to kill the add an additional time to interrupt the

.
Ranged DPS must be ready to switch to this add the minute it begins to cast again, as the damage and disruptive effect from the fear can easily cause wipes on heroic difficulty.
Mythic Changes

The healing reduction from the
死亡化身
is 100%, up from 75%.
If you somehow managed to find a way to survive with a 75% healing reduction on heroic, you most likely wont be able to survive with a 100% healing reduction on mythic.
This change is to further punish raid groups who do not handle the
无光冲击
correctly.
Just like heroic, a single ranged DPS should tank the Speaker throughout the encounter, with Balance Druids being a great pick as they have several strong defensive abilities.

adds have a new passive:

, which prevents them from being interrupted 2 minutes after forming.
This is passive is added to the encounter to prevent guilds from permanently interrupting the

adds throughout the entire encounter with complicated interrupt rotations.
Additionally, the

cast is now 6 seconds long and also increases damage taken by subsequent casts by 500% for 7 seconds, up from 100% for 6 seconds.
The adds cannot be stunned or blanket silenced, making the adds recast the second they are interrupted.
Interrupt rotations must be adjusted as to ensure that the
终焉见证
cast never goes off whilst the 500% damage increase debuff is present.
This requires 2 interrupts between each successful
终焉见证
cast, rather than just the one that raid groups could use on heroic.
During the
Void Stone
and
Tempest Caller
relics, all three adds are usually interrupted one additional time as to allow the
暗影之壳
to be broken or to give time for healers to prepare for the combination of
终焉见证
and
风暴湮灭
damage. Doing this requires one additional interrupt per add.
Interrupts required for the different
Relics of Power
!
Visage from Beyond adds will despawn after 2 minutes, up from 1.5 minutes, and their
恐惧回响
cast is 15 seconds long, down from 20 seconds.
Players need to focus damage into these adds as soon as possible as to prevent their shorter
恐惧回响
cast from going off, and may need to kill them up to two times before they despawn.
Once they have been defeated for the first time, the bosses should generally be tanked on top of the adds as to allow DPS to passively cleave them down, reducing the chance that they will need to defeat them more than one additional time.
The tanks must be ready to move the bosses over towards the next relic if they are due to empower within the next 5% of their maximum health.
If a Visage from Beyond is due to reform and complete its cast during a relic empowerment, players should adjust their damage so that these events do not overlap.
Relic of Power Effects
Each
Relic of Power
has an additional effect when triggered.
The
Void Stone
will conjure
虚空精华
for 10 seconds every 40 seconds after it has been activated.
This essence will pull in all players towards the
Void Stone
. This effect is stronger for each new
虚空精华
created, but the strength of the
虚空精华
will reset once the
Void Stone
is reactivated.
Once the 10 seconds have passed, the
虚空精华
despawn. This happens every 40 seconds.
Players should actively move against the pull in effect from the
虚空精华
, as otherwise they will become stacked up and find it difficult to spread out until the effect has ended. During this time they may be targeted by a Void Crash which could prove fatal.
The
Trident of Deep Ocean
will emit an
海洋精华
every 6 seconds after it has been activated. These
海洋精华
s will remain in the encounter space until the
Trident of Deep Ocean
is used once again.
Players who come into contact with the
海洋精华
will be stunned for 8 seconds, which could easily lead to a death as they will be unable to move from other mechanics.
The
海洋精华
will appear as orbs near to, or at the location of players. This attack is telegraphed via a swirly circle moments before the orb appears.
The raid should attempt to bait the
海洋精华
away from Relics that they haven't done yet, as they will want that space to be as clear as possible when they do get to them.
The raid should also avoid standing towards the middle of the room as to keep paths towards the
恐怖的憎恶体
relatively free. This space should only be occupied when the adds are present and need to be interrupted.
The
海洋精华
s can be cleared from the encounter by having somebody run into it with an immunity such as: Aspect of the Turtle, Divine Shield or Anti-Magic Shell.
A good time to clear is completely based on how well the essences have been placed, but it is generally beneficial to do so just before a set of
恐怖的憎恶体
adds spawn.
Avoid the
海洋精华
orbs!
The
Tempest Caller
will create a
风暴精华
every 20 seconds after it has been first activated. These essences will be removed once the
Tempest Caller
has been activated again.
风暴精华
will deal damage to the nearest player every 2 seconds and each attack will deal 10% more damage than the last via the application of an 8 second debuff.
If the
风暴精华
brings a player below 25% health, the player will instantly die via the
生灵俱灭
spell.
The raid will need to set up a rotation of players to take turns soaking a
风暴精华
with a rotation of two players per essence spawned. These players should switch on the 3-4 stack mark.
Relic Activation Order
Although the Restless Cabal has been defeated on mythic using a few different orders, the one most raid teams use is as follows:

Which boss activates the relics first, as well as the order in which the
Trident of Deep Ocean
and
Void Stone
is activated has been different for different teams, but the thing that nearly always remains the same is that the two
Tempest Caller
relics are activated last.
This is to keep the amount of
风暴精华
to a minimum, as they reduce the amount of
力量应许
debuffs the raid can have active throughout the fight.
Promises of Power
The Restless Cabal has an 9.5 minute enrage on Mythic difficulty. Due to the large health pool both bosses have, players need to use the
力量应许
debuffs much more often than they did on heroic difficulty.
All DPS, aside from the one tanking the Speaker, should aim to have 9 stacks of
力量应许
as often as possible. These stacks should only be dispelled under the following circumstances:
Players have 9 stacks and the
粉碎之疑
debuffs are due to expire.
Most classes cannot survive the two
粉碎之疑
hits whilst maintaining 9 stacks of
力量应许
, however some can with immunities or large damage reductions such as
消散
, or a large amount of shields.
Players have 6+ stacks and are afflicted with
粉碎之疑
.
The ticking damage of the
粉碎之疑
debuff can be enough to kill somebody who has high stacks of Promises, and therefore should be dispelled. Once again, large damage reductions or a large amount of shields can allow the player to survive.
Eldritch Abominations are active and due to cast
终焉见证
.
Although a player may be able to survive a single hit of
终焉见证
with high stacks, they are highly unlikely to have enough cooldowns to survive the additional two hits. The entire raid should remove all Promises of Power debuffs when the Eldritch Abominations appear.
The Tempest Caller relic is about to be activated.
Players will already be dealing 50% less damage during this relic, so not having the 90% damage increase at this point isn't a big deal.
Additionally, the lower health pool of the player makes it extremely likely that they die to
生灵俱灭
.
The raid should look to bring as many Shadow Priests and Warlocks as possible, as these classes can dispel themselves without needing help from the healers.
Classes that are unable to dispel themselves need to be covered by the healers. If this number exceeds the amount of healers that the raid has, then the healers will need to dispel a few players early as to ensure they can dispel the rest of the group before the Crushing Doubt/Witness the End/Tempest Caller relic damage comes in.
Several classes are able to keep themselves alive when the Crushing Doubts expire and they have 9 stacks - notably Shadow Priests with Dispersion (or shields applied via Power Word: Shield, Sanctum and Death Denied), Warlocks with a mixture of shields from other sources and Dark Pact/Unending Resolve, and classes with immunities (such as Demon Hunters and Hunters).
Players should attempt to gather their Promises of Power debuff back from the Dark Herald player as soon as the dangerous damage source has passed.
The only time this is different is when dealing with the
恐怖的憎恶体
, in which all players who cannot survive a 9 stack Crushing Doubt explosion should wait for all 3 adds to explode, where those who can survive can grab the Promises of Power slightly earlier - when one
恐怖的憎恶体
remains.
Crushing Doubt
Crushing Doubt is a key mechanical obstacle that the raid must deal with throughout the fight. It will cause a fair amount of wipes as you get timings and cooldowns in a good position, mainly due to the high amount of Promises of Power debuffs needed to beat the enrage timer.
Crushing Doubt will always pick ranged targets over melee targets. These ranged targets should attempt to move 25-30 yards away from the raid and each other to let the debuff expire.
It is important that the afflicted targets do not move too far away from their healers, as otherwise they will likely die solely to the debuff.
Horde players should be aware that Troll players will have their debuff expire quicker, as its duration is affected by the Voodoo Shuffle racial.
As the Crushing Doubt requires all "non cheese/immunity" players to have their 9 stacks dispelled before it expires, the raid should aim to have the Crushing Doubts overlap with other events that force the raid to dispel anyway.
Having the Crushing Doubt overlap with the
恐怖的憎恶体
adds exploding works well, as long as adequate cooldowns have be assigned to cover both sources of damage.
Additionally, having a set of Crushing Doubts overlap with a Tempest Caller activation from the Speaker can work well if healers are confident that they can cover the damage.
This isn't possible for every single Crushing Doubt, but aligning these events by damaging the bosses down to their relic activation health thresholds will make your progress easier on this fight.
As the time in which these overlaps occur relies entirely on the damage output of your individual raid, trying to make these overlaps occur will be entirely down to your raid composition and performance.
Using Bloodlust
At the start of the encounter, all DPS should gain the Promises of Power debuff from the Dark Herald.
Shortly afterwards, the raid will have a set of Crushing Doubts expire. All debuffed players will be around 4-5 stacks at this point.
Nobody should be dispelled at this point. Instead, the raid should survive, pop Bloodlust and use all damage cooldowns as this will gain the most damage from the spell.
This is largely because there isn't any active relic essences present at the beginning of the encounter, allowing players to stand relatively still and plough damage into the bosses.
Void Crash
A player with 9 stacks of Promises of Power will likely be one shot if they soak a Void Crash, even if it has bounced twice and is at it's smallest size.
As a large portion of the raid should have a high up-time on the Promises of Power debuff, the Void Crash should be deliberately soaked by Tanks, Healers or anyone without Promises of Power at the time.
Players should avoid using large damage reductions or long cooldown defensive abilities to soak the Void Crash, as these are better served to survive Crushing Doubt explosions when high Promises of Power stacks are present.

spreading out the tempest callers is completely unnecessary on heroic. The damage is not that bad.
What made this boss a joke for us is just doing each relic twice in a row. We started on Trident
Speaker -> 75% first trident.
He spawns his sole add right next to trident and we cleave/dot to get the add to 1hp while still damaging the Tridentbubble
Then we do big guy to 75% and do the trident a 2nd time. This makes the add the Speaker spawned a joke mechanic because he's staying next to the Trident the entire time we're doing both bubbles, so by the time the trident mechanic is done the 2nd time, the original Speaker ad will despawn
Just rinse and repeat to the other 2 relics, making sure the Speaker activates the relic first. This completely trivializes the speaker's ad.
Back to back tempest callers is nothing. It's not crazy raidwide AOE. Maybe on mythic this won't be viable but it's completely and unnecessarily complicated to do one boss -> one relic, then the 2nd boss -> different relic like this guide suggests.
This boss feels way undertuned
also "Although the raid could survive three Witness the End explosions at once in theory, it is likely to kill off a player or two." Just no. The 2nd and 3rd explosions will do like 700k each, it will kill everyone but pallies and mages

casting time is now 20 sec. Therefore you don't have to nuke the add down, on either difficulties. On normal difficulty, if you push hard to delay the second cast, then it could be just ignored, it is hard to track 40 sec from spawning, but, well, you might have a good heuristics.
On heroic difficulty, you can ignore the second cast using totem

, and it will be gone before it finishes the third echo. Tremor works!
In our group, we did double tempest, double stone and then double trident. We did not want to gain 10% to 20% more damage from the storm, and the trident is the least threatening skill.
Usually raid groups have 4~6 CDs to deal with massive raid-wise damage, so just use 3+ cooldowns for the Fa'thuul's storm and use another 1 or 2 for the next. You might also save couple of damage smoothing spells or externals for the void stone, in order to let the ranged DPS tanking Zaxasj be alive.
