The Shadowlands expansion comes with many leveling changes including a level squish! Current level 120 players will be squished to level 50 with the max level of the expansion being 60. In addition, leveling will be much faster and you'll get to choose which expansion's story you wish to play through.

Why Change Leveling?
At BlizzCon 2019, WoW developers identified three key areas needing improvement, based on observations of leveling up through and including Battle for Azeroth:
Time:
leveling takes too long
Satisfaction:
too many levels = not every level is rewarding
Consistency:
too many storylines and not enough time to explore them all before leveling out of an area or expansion
Fifteen years and eight expansions can overwhelm and confuse new players. The traditional "newbie" zones don't adequately prepare brand-new players to the wide variety of concepts even a beginning player needs to know to progress through World of Warcraft. The challenge is how to balance the requirements for new players with the needs of experienced players who want to level up alts for the endgame.
This process started with the introduction of scaling words introduced with the Battle for Azeroth expansion, allowing leveling players greater choice in where to level instead of being stuck in narrow-band zones that would go grey before they could even begin to explore the area's storyline. Shadowlands will take that scaling one giant step farther.
Leveling up in Shadowlands
Level Squish - 50 Is The New 120
Shadowlands will introduce a "level squish" -- existing characters will have their level number reduced to a new scale. Level 120 characters will wake up in the new expansion as level 50, and the other levels will scale down from there. Changing level numbers will not change your character's relative power; the level number is simply a new representation of your character's current power and development.
At this point, we don't know what this formula will be. Blizzard has hinted at a "simple straightforward" formula, but there are no details. It might be a straight conversion or perhaps a "sliding scale" where early levels are closer together and higher levels are further apart.
Speculation: Right now, a level 120 to 50 conversion translates to 2.4 levels in BfA to 1 level in Shadowlands, so if it's a straight conversion, you'd divide your current level by 2.4. A level 70 character would translate to 29.17, which would probably mean level 29 plus a 17% toward 30. But again, we don't know the formula yet.
Leveling Speed in Shadowlands
In Shadowlands, leveling will progress about 60-70% faster for 1-50, compared to the time it now takes to get from 1-120.
Levels will also become more meaningful, with something new awarded on every "ding".
New Players and Alts in Shadowlands
New players and alts will have different choices and leveling experiences. New players will be directed through a specific, limited set of zones for leveling purposes; experienced players will have more choices.
While "new player" was not specifically defined, the most probable criteria is whether they have an account with at least one character leveled to 120 (50). Players without one will likely be defined as "new"; players with one will likely be treated as leveling an alt. If you're currently new to the game (or have a new account) and want to preserve the maximum number of choices, be sure to get at least one character leveled to 120 before Shadowlands is released.
The new leveling choices both for new players and for alts break down into three leveling brackets, each of which will be discussed in detail.
New Players:
1-10:
Exile's Reach (new newbie zone for all players)
10-50:
Battle for Azeroth
50-60:
Shadowlands
Experienced Players:
10-50:
Any choice of the 8 expansions
50-60:
Shadowlands
Changes to Death Knight, Demon Hunters, and Allied Races in Shadowlands
In BfA and previous expansions, the hero classes Death Knights and Demon Hunters began at advanced levels of 55 and 98 respectively. In Shadowlands, Death Knights and Demon Hunters will start at level 1 with everyone else.
Allied Races will begin at level 10 instead of level 20 and will have their choice to go to any of the 8 existing expansions. They will not be able to visit Exile's Reach.
The Leveling Experience in the Shadowlands Expansion
1-10 Leveling - Exile's Reach
New players will automatically go to
Exile's Reach
, a revamped newbie zone that helps players understand the current world and mechanics better. They do not have the option to choose a different starting zone.
Experienced players leveling alts will have the option to go to Exile's Reach or to one of the traditional racial/class newbie zones.
Exile's Reach is accessible by both Horde and Alliance, which makes it unique among racial starting zones (though not to the class zones). One advantage to this centralized newbie zone is that if you're starting out with friends who would normally start in distant zones, they would be able to join in a zone where you can play together.*
*It is not clear at present whether classes/races with restrictive newbie zones such as Death Knights, Demon Hunters, Worgen, Goblin, and Pandaren will be able to make this move.
The story of Exile's Reach is that it's a newly discovered, uncharted island. An expedition was sent two weeks before, and nobody has heard from it since. You are sent with a second force to find out what happened to the first zone.
Exile's Reach culminates in a
two-boss mini-dungeon
that can be played either solo or in groups of 2-5. Traditional balanced dungeon parties are not required. The dungeon scales to the size and abilities of your party.
1-10: Leveling - Traditional Racial/Class Newbie Zones
Experienced players can choose either Exile's Reach or their class/race's traditional racial/class newbie zones. Demon Hunters and Death Knights will start in their traditional class areas. Races (other than Demon Hunters and Death Knights) will start in their traditional racial areas (Humans in
Elwynn Forest
, Undead in
Tirisfal Glades
, etc).
Players can move to other newbie areas through normal travel if they choose, except for Demon Hunters, Death Knights, and those races whose newbie areas restrict them to their zones until the story is finished (Worgen, Goblin, and Pandaren).
There is no announced way to get to Exile's Reach later if you don't choose it from the beginning.
10-50: Leveling - Hitting the Expansions
At level 10, new players will be transported to or

to begin their journey in the Battle of Azeroth expansion. They must stay within this expansion for their leveling journey.
Experienced players, as well as new level 10 Allied Race players, will receive a quest that takes them to their capital city to meet with
Chromie
. She will direct the players to choose one of the eight current expansions to resume leveling.
This means that you can start in
any
of the possible expansions and that you can level 10-50 completely in the storyline of a single expansion if you choose. You'll be able to experience that expansion's story arc without leveling out too soon. This is great for experienced players who may have left the game for a time and missed an expansion or two, or for those who love particular zones and wish to relive the whole story.
Everything in your chosen expansion will scale dynamically to match your level and power. Think of this as "outdoor timewalking".
Experienced players are not limited to a single expansion. You can move from one expansion to another through normal means of travel. This is helpful if you start in one area and find out your friends are all in another, or you change your mind about where you want to level.
50-60: Leveling - Shadowlands
Both new and experienced players will then proceed normally to Shadowlands to start their 50-60 journey.

Shadowlands has a strict leveling path for everyone going through this expansion for the first time. Unlike the previous two expansions that allowed you to start in any of the available zones, all players will start by escaping the Maw and proceeding to the island of Bastion. This will start the main story arc and getting to know the four ruling Covenants of the Shadowlands in their primary realms:
Bastion (Kyrian) > Maldraxxus (Necrolords) > Ardenweald (Night Fae)> Revendeth (Venthyr)
After completing this story arc and attaining level 60, players will have to choose one of the four Covenants to join. This is an important decision to make, as this will inform every part of your endgame experience. Each Covenant will present its own campaign, with unique quests, powers, benefits, and rewards.
You will be able to change Covenants if you are dissatisfied. Although there are no details yet, it was hinted that this would take time to gain the trust of the new Covenant, so this is unlikely to be a quick or easy process. Needless to say, you will lose the powers and perks of the Covenant you have left.
Once one character has completed this story (level 60 and joined a Covenant), any alts entering Shadowlands at level 50 will not have to repeat the linear questline. They may join any of the four Covenants immediately and begin working on world quests, Covenant-specific quests, and endgame goals. Players are certainly welcome to go back and quest in any of the four major Covenant realms if they wish, but this isn't required.
This makes Shadowlands far more alt-friendly, allowing a player with a stable of alts to contribute to the whole more quickly.
Class Changes and Leveling

One major focus of Shadowlands is the concept of "returning to class". The past few expansions have focused more on talent specializations (specs), even assigning a default spec at level 1 that may need to be changed at level 10 (such as leveling 1-10 without talents as a default discipline priest, but then having a huge change in available abilities when you want to change to shadow or holy). Not only are new abilities added, but many others are removed in the process. While this could be annoying to experienced players, it could be downright confusing for new players, who suddenly faced a load of abilities they had not had ten levels' practice using.
Blizzard is returning to some core class abilities removed during the past few expansions, and removing spec restrictions on others. The idea is that players will start out as unspecced and get core abilities that are common to any of the three talent specs. Upon reaching level 10, talents become available, players will choose their spec, and they will gain new abilities to support that choice without losing access to those core class abilities.
A good example is Mages: in Legion and BfA,

are restricted to the Frost, Fire, and Arcane specs. In Shadowlands, these will be returned to all specs as core class abilities, and will likely show up in those first 1-10 abilities.
How to Prepare for Shadowlands Leveling Changes
To have the most options under the new leveling system, you need to get one character on your account to level 120 before Shadowlands goes live. If you are thinking about getting a second account, now's the time to do it and get your max-level character in place.
Although we don't know yet what level you will need for flying in the new expansion, you may wish to complete any unfinished Pathfinder (flying) achievements. You can just choose not to level up in zones where you haven't unlocked flying. Alternatively, you can choose to complete Pathfinder achievements in zones where you haven't already unlocked them to give yourself the widest array of choices:

So for the first run of Shadowlands, we follow a linear path to get an idea of the story and where it goes...and all subsequent characters aka Alts will just do whatever they want afterward.
I like this idea because it gets kinda monotonous having to redo the whole story again, and again, and again for each alt.

Hi I'm an altaholic.
I have numerous alts at various levels (i.e. I use a spreadsheet to track them all) varying from 120 to 110 to 70 to 60 etc.
What I'm interested to know is, have Blizzard said anything about how various low level alts will be treated in the new xpac?
For example what level will my 111 characters be, or my level 75 or 60?
Really looking forward to the changes in levelling but just wondering how it will effect my alt-fam.

It seems like Allied races are going to start at level 10 in order to start an expansion at the same point as new characters. So, I don't think it will be an exact division by 2.4.
My guess is that if a toon is 20 or below it's ÷2. If over 20 then it would be something like ((Level-20)÷2.5)+10.

Are there any theories as to what constitutes the "end of an expansion" for those who choose to level up via the "pick an expansion and finish it" method? Starting with Mists of Pandaria, every expansion has added new zones for max level players: Isle of Giants, Tanaan Jungle, Argus, Mechagon, etc. Do those zones count for leveling? Where's the end point for Legion? Is it the base 4 zones? Suramar? Broken Shore? Argus?
If it truly is "Loremaster your way through every quest in every zone," that would automatically make Cataclysm the default leveling expansion for people who want to get through the leveling fast, since it has 5 zones and the least amount of content, vs. having to Loremaster your way through all of Eastern Kingdoms AND all of Kalimdor to get out of Vanilla. Warlords of Draenor and its 6 zones, including Tanaan Jungle, would be a close second.
Just something I'm curious about. ^_^

Everything in your chosen expansion will scale dynamically to match your level and power. Think of this as "outdoor timewalking". - this thing destroyed the levelling. Why level, if you are basically the same, since world levels with you? This took the joy of levelling entirelly.
