Shadowlands Legendary System
Max-level players in Shadowlands can
craft legendaries
at the Runecarver, unlocked through Torghast progression. These crafted legendaries can then be customized through legendary powers, which are unlocked by collecting
Memory of the Runecarver
recipes from Shadowlands content such as reputation, Mythic+, and Raiding.
Legendary powers significantly modify an aspect of your character's gameplay, but you must choose wisely as you can only equip one legendary at a time and each legendary requires Soul Ash to craft and upgrade.

Shadowlands sees the return of Legendary items. The difference between now and the past is that you can target and craft the exact one you want. Prot. Paladin is one of the lucky specs for Shadowlands where multiple legendary items are viable to craft. The only limitation is that you need to get the pattern. That said, not every legendary is good everywhere. There are some you want to craft before others. I try to note which those are below and why.
Ideal Crafting Order for Protection Paladins Legendaries
Here are the legendary items you should go after first. They will provide the best improvements for that specific mode of gameplay. Which you pick first will depend on your focus. If you're only doing Mythic+, you'll go one way. If you do all content types, you'll do another. I also included notes on how you should craft and upgrade them.

Best Protection Paladin Legendaries
These are the best three legendaries to use. Here is how you would use them, what slot to pick and what stat scrolls to get.
Best Protection Paladin Legendaries for M+

Recommended Slot:
Shoulder

Haste + Mastery or Versatility, pick the lower of the two
Notes:
This is the best legendary for AoE damage and ultimately Mythic+. As proven by Battle for Azeroth, your damage could be a factor in timing keys and this will increase your damage contribution to the group. It's not as good in Castle Nathria because some of the bosses are purely single target.

Notes:
This is a legendary effect that gives some passive stats. It's really consistent and will provide both offensive and defensive value. It can be especially good in raiding as stacks will rarely drop and you'll have 100% uptime. It's not going to be your highest simming legendary option, but it will provide really good bang for the buck in a raiding environment.

This is a well balanced legendary item that's really easy to use and just plain fun. It increases the Holy Power generation of Avenger's Shield and synergizes well with

. It's not the highest damage or best survival legendary but it does a good job of providing you some of both.

- This is a well balanced legendary item. It's above average in all content - Raiding, Mythic+, Torghast, etc. Craft this one first if you plan to explore all content types at end-game.

-This legendary works for multiple specs and is more focused on ST combat encounters - namely raiding. Craft this one first if you're planning to spend time playing Protection and either Ret or Holy or just doing raid content.

- This is the best legendary for AoE damage. It's really strong in Mythic+ and multi-target raid encounters. Craft this first if you plan to focus on Mythic+ and dungeon content. It's not ideal for Castle Natheria as there are several spread cleave fights where you might not be able to take advantage of the extra hit radius.
Do Not Craft Protection Paladin Legendaries
Of all the legendary items available to Protection, here are the ones you want to avoid for now. If you're a collector, you might want to get them eventually but you shouldn't worry that much about them right now. I've included some notes on how it could be used if you happen to craft it as well as which slot to pick.

This is a utility legendary to help when you and another player that are targeted with a mechanic at the same time. If you just want more externals, then Uther’s Guard is better. Usage will depend on the mechanics of the raid. The best person to use this on is your co-tank in most cases.
Wrist

This is a weak legendary for now. It can be leapfrogged so you could die without a proc. Also the hit that triggers the effect, won't be affected by the damage reduction. However, it works with the conduit and gives free WoGs when it procs.
Hands
黄昏与黎明
This legendary takes a bit more attention to min-max. It's super easy to keep the Dusk buff up but it's a bit harder to keep them both up without wasting Holy Power. At most it's situational in scenarios where you need more DR against magic or bleeds.
Head
先锋之势
In generic sims, this legendary does very well. It's purely a DPS legendary that offers no survivability gains. It could be interesting for Venthyr Paladins because it can interact with Ashen Hallow.

This is a utility legendary that could see some use in raids if a boss requires more use of these abilities.

This legendary item does very well in sims. It's just boring and won't change how you play. It could see some use for Venthyr or Night Fae because of the interaction with Ashen Hallow or Blessing of Autumn respectively.

This is the best purely defensive legendary available. It increases the value of your Judgments in terms of Holy Power gain. It adds a lot of flexibility because it makes it easier to maintain Shield of the Righteous while having very high self-sustain. This could see use in really difficult content down the line.
Wrist
Generic Legendary Items For Protection Paladins
There are a whole slew of Generic legendary items that any class can use. Some of them are specific to the Maw and Torghast which you can safely ignore until you don't have anything else to craft. There are also some general legendary items like

that could see use in the future. You don't need to worry about them right now.
Upgrading Legendary Items For Protection Paladins
One of the elements of the Shadowlands legendary system is that you can upgrade your legendary over time to a higher item level. Under the current system, you could potentially craft a legendary then upgrade it or just wait and get the higher item level directly. Based on the current state of Legendary powers and secondary stats for Protection Paladin, I would recommend crafting your legendary right away then waiting to upgrade it to the maximum item level. The effectiveness of the legendary power itself will out weight any stats you might have gained by waiting. And since you can only equip one legendary right now, you don't lose anything by crafting right away then waiting to upgrade as one slot won't affect your performance that much.
Picking Stats for your Legendary Items For Protection Paladins
In Shadowlands, you have the chance to customize your legendary item to get exactly the stats you want. For Protection, secondary stats are very close in value meaning that you can craft almost any combination and be viable. If you're looking for the best defensive options, I would recommend using Haste/Mastery or Mastery/Versatility. For damage, you can put Critical Strike on your legendary items or even run a sim.

- Bulwark of Righteous Fury only adds damage.
- The Magistrate's Judgment make you cast Shield of the Righteous more often thus resulting in more damage and a higher buff uptime or more heals.
- Holy Avenger's Engraved Sigil gives you more damage, interrupts and (if you have it) higher absorb shield uptime from the First Avenger talent.
Why would you want Bulwark over the other 2? It adds nothing in terms of defensive value. Aside from that, the damage increase will most likely only be 30% on single targets. And even then, the other 2 also provide a damage boost, so it's not actually a 30% increase over the other legendaries.
To top things off, The Magistrate's Judgement also works for Retribution AND Holy for offspec.
