Recrafting Legendaries for Holy Priest in 9.2
Patch 9.2 marks the return of Tier sets to World of Warcraft. This change, however, means fewer slots that you can wear a legendary item, since all specs will want to wear their new 2 and 4 piece bonus in all content, as they provide powerful bonuses. With that, Holy Priest is prepared for this as they should already have their legendary in the neck slot from the Shards system last tier.

Very powerful with a decent maintenance requirement.

's throughput bonus makes the spell quite efficient in stabilizing your tank and other party or raid members in all content. Maintaining the stacks of the buff in dungeons can be a challenge and you are less mobile but it provides very efficient single target which comes in particular handy on higher level dungeons as well due to the mana efficiency that you receive, allowing you to sustain throughput for a long period of time.
In raids, this legendary works well and with the 9.0.5 buffs to duration it is substantially easier to maintain and get high value from. There are so many short cooldowns that you cycle through regularly so maintaining uptime is very important. Once you do however, you're well set positioned to provide top level spot healing to the raid.

In 5 mans, this legendary is more interesting with the set bonus adjustments allowing for

's damage to be increased by said set bonuses can contribute some additional damage, but it is a lot more dangerous to run without Flash Conc's massive healing support.
Verdict
: Fun legendary that is easy to operate and has interesting synergy with the new tier set but pales in comparison to Flash Conc. when it comes to healing.

The return of the classic "croak cloak" this is always a nice legendary to help you get familiar with encounters without the potential expense of costing your raid team a battle rez. The catch is that you don't gain much throughput with this legendary unless you force deaths to save yourself mana, but that also causes you to be rooted for a lengthy period of time where you can spam healing for no cost.
Verdict
: Great when you're first learning encounters, but will get outperformed by pure throughput legendaries later on.

Crafting Legendaries in Shadowlands
Shadowlands Legendary System
Max-level players in Shadowlands can craft legendaries at the Runecarver, unlocked through Torghast progression. These crafted legendaries can then be customized through legendary powers, which are unlocked by collecting Memory of the Runecarver recipes from Shadowlands content such as reputation, Mythic+, and Raiding.
Legendary powers significantly modify an aspect of your character's gameplay, but you must choose wisely as you can only equip one legendary at a time and each legendary requires Soul Ash and Soul Cinders to craft and upgrade.

I wish this guide had where the legendaries drop from like a lot of the other classes do. Having to go through 3 or 4 clicks to find it or have another page open and reference back and forth is a little frustrating.

I don't know why Flash Concentration was considered awkward option when the article appeared (maybe the buff was shorter than it's now). Power of this legendary is obvious.
According to calculation, taking rotation: Serenity-Sanctify-CoH-PoM + flash (we cast flesh when the buff is only 3 sec left) + Heal as "filler", we have 268 hps (calculated with pure spells coefficients and 0 secondary stats ratings).
If we take Harmonious Apparatus we have 302 with PoH filler or 204 with Renew filler or 206 with Heal filler. (296/195/198 accordingly without any legos).
PoH rotation gives more healing but you won't spam PoH constantly because it's inefficient by mana. Also Harmonious Apparatus doesn't give much increment for any rotation and it may make sense if we use quicker and more efficient Heals with Flash Concentration, sometimes switching to PoH spamming when necessary.
If we use Trial of Light we get even more hps with Flash Concentration making even pure spamming of Prayer of Healing much worse than spamming Heal.
We could boost Flash heal in BfA by using proper azerite powers and make it quite efficient and powerful (for 5ppl M+). But now if we don't boost Heal with Flash Concentration we are just not able to get proper healing.
Also, with this huge HPS we, as holy priests, can dedicate more time to dealing damage. All of this makes holy priests quite flexible because you are not tied to your cooldowns of damaging spells like discipline - every Smite deals decent damage (unlike Smite in discipline) comparable to cooldowned discipline spells and you can cast Smite at any time.
For raids though Flash Concentration is quite controversial. Healing is powerful but instant healing is quite large so it's hard to avoid overhealing (unless it's possible to assign healers to separate groups to avoid overlaps). Also, while Flash Concentration is really powerful and mana efficient option, mana expenses are very high (because of much lower casting time) comparing to the option with Harmonious Apparatus + Renew (or Heal) filler. Additionally Harmonious Apparatus gives more to reducing Salvation cooldown (though we might get even quicker Salvation cooldown when we use quicker Heals with Flash Concentration).

Why is Twins of the Sun Priestess not even mentioned here? Given the potential awkwardness of Kyrian with Flash Concentration in M+, seems like it would be a viable (if not optimal) option.
