Shadowlands Legendary System
Max-level players in Shadowlands can
craft legendaries
at the Runecarver, unlocked through Torghast progression. These crafted legendaries can then be customized through legendary powers, which are unlocked by collecting
Memory of the Runecarver
recipes from Shadowlands content such as reputation, Mythic+, and Raiding.
Legendary powers significantly modify an aspect of your character's gameplay, but you must choose wisely as you can only equip one legendary at a time and each legendary requires Soul Ash to craft and upgrade.

Ideal Crafting Order for Frost Mage Legendaries
Frost's best Legendaries are
冻结寒风
for cleave,
冰川碎片
for AoE, and
顺滑寒冰
for a single target, so the crafting order depends on what you value more. Generally speaking,
冻结寒风
has the most overall use if you could only choose one:

Upgrade your main Legendary to maximum rank: Slick Ice and Freezing Wind for raiding or Freezing Wind and Glacial Fragments for Mythic+

Upgrade your second Legendary to maximum rank
This grants you fast access to your best two Legendaries, for any type of content. Both, however, come from specific Torghast wings, so you'll need to wait for the right week to get the recipe. All Torghast wings will have been available at least once by the time Castle Nathria is open, so this should be no problem.
Best Frost Mage Legendaries
What Legendaries to Craft as a Frost Mage
Before we dive into the Legendaries, a preface on the slot: you should, generally, craft for the slot you will gain the biggest benefit from in terms of raw budget, i.e. whichever slot has the most stats.
In terms of stats to target, you should normally craft Legendary items with Critical Strike and Haste.
We've listed the Legendaries in terms of impact. The most impactful and important Legendaries are ranked first; Legendaries not worth crafting are grouped together at the bottom of the page.

This power gives you a way to reliably generate

, which is great in single target and cleave fights. There are a lot of systems buffing

in Shadowlands, so being able to cast more of them is great.
Verdict
: A reasonably versatile Legendary for single-target and AoE, with the buffs to it in 9.0.5, I believe this is a strong first craft option.

, making this Legendary really powerful against one target. Not as good as other options in situations with 3+ targets, however.
Verdict
: A great single target Legendary.

This Legendary is really strong in AoE and deals reasonable priority target damage, but it's behind all our other offensive options against a single target. A good option on Fortified weeks if you need it, but your boss damage will suffer. It doesn't have any effect past five targets though, so isn't well-suited to massive pulls.
When using

, you should switch to spamming
冰枪术
(even without
寒冰指
) and casting
暴风雪
on cooldown at 3+ targets in AoE.
Verdict
: This or
冻结寒风
should be your first craft if you're focused on Mythic+ content.
Situational Frost Mage Legendaries

Critical strike damage increase after casting a spell of each school. 30 second cooldown. Activate on cooldown. Keep in mind that the

also counts. Since

: Decent single target legendary for Frost, but currently the best for Fire due to buffs in 9.0.5. Build this if you would like the option of playing Fire.

冰冷智慧
is a really strong proc in Shadowlands. While this is purely focused on 1-2 targets, and isn't as good as some of our spec Legendaries, it has a use no matter what spec you're using so is a good option for Mages who like to switch depending on the fight. This legendary is buffed in 9.0.5 to be our second best in Single Target.
Verdict
: A flexible, but not optimal, Legendary for all three specs.

: A flexible, but not optimal, this legendary recieved buffs in 9.0.5 but still falls a bit short. Decent option for SIngle Target, Cleave, and AoE if you want all three in one package.

Frost has a
lot
of Haste with its cooldowns running - stacking your own

can easily hit 90%+. For that reason, this legendary can easily cause you to exceed the GCD cap. It's also annoying to use because it means you want to save Time Warp for your own use, rather than being able to use it for the group. If you don't have other players who can cast the buff, this Legendary is useless.
Verdict
: Theoretically a good single-target and cleave legendary, but in practice annoying to use and doesn't play to Frost's strengths.

This is an amazing Legendary in solo content like Torghast, as we can benefit from

Best Frost Mage Legendaries For Mythic+
This is easy: the Mythic+ focus on AoE means you'll be casting more

s, meaning
冰川碎片
will let you really pump damage on trash packs.
Best Frost Mage Legendaries For Raiding
顺滑寒冰
is a great option against 1-2 targets, while
冰川碎片
should be your first choice on fights with more than three enemies. If it's an AoE or cleave encounter with a priority target, use
顺滑寒冰
even if it means sacrificing overall damage.
PvP option for Frost Mages

to have all the barrier effects and increased absorption. Neat idea but offers no offensive capabilities. Very strong for PvP.
Verdict
: Defensive options for a pure DPS class don't make much sense. I thought we learned our lesson about this in Legion but I guess not. Even so, its strong for PvP.

I'm really confused. In the
Shadowlands Systems > 06. Best Legendaries > Best Frost Mage Legendaries > What Legendaries to Craft as a Frost Mage
you say this about Freezing Winds:
Verdict: A reasonably versatile Legendary for single-target and AoE, but not strong enough at either to justify being a first craft.
But down in the
Max-Level Information > 06. Gear > Recommended Frost Mage Gear > Legendaries
you say this about Freezing Winds:
However, Freezing Winds (source: Sire Denathrius, Castle Nathria) is more versatile than either and should be your first craft, as well as your go-to Mythic+ legendary item.
So what is the actual recommendation?

Undoubtedly great advice for those players and raid teams where all mechanics are properly executed from the first time, and all avoidable damage is always avoided.
Meanwhile back in Legion, on my middle-of-the-road heroic raid team, the raid leader would not infrequently tell everyone to equip their survival legendaries and suddenly that would be the attempt that the boss would go down on for the first time.
This is one of the things that frustrates me about sims, and player reactions to them; they live in a world where mechanics and damage don't matter, while back in the real game, they very much do.

I noticed you didn't mention the Temporal Warp Legendary at all. Any particular reason?

A good option on Fortified weeks if you need it, but your boss damage will suffer. It doesn't have any effect past five targets though, so isn't well-suited to massive pulls.
What would happen if you were running Splitting Ice and Glacial fragments together? Do both lances explode, potentially hitting up to 10 total targets?

it says
#1 Craft Glacial Fragments or Slick Ice at rank 1
#2 Craft the other Legendary at rank 1
but both of these are recommended to be crafted on legs. there seems to be a pretty good waist that drops from Nathria but not so much for a back piece, so would the optimal crafting route be Glacial Fragments on back, Slick Ice on legs, and then go for the waist from the raid?

Im on layer 6 cold interstia and neither slick ice nor glacial framents had dropped yet..is it in layer 8?

I've used Slick & Fragments, but I think I'll get better overall with the newly buffed Freezing Winds. BUT no idea why the recommendation is head or hands, legs still has the best total amount of secondary stats... so why not put Freezing Winds on legs (I dislike swapping stuff arounds honestly)? Seems to be no speculation a >1 legendary for 9.1, speculation it may be 9.2, and THAT is a long, long ways off.
