Shadowlands Legendary System
Max-level players in Shadowlands can
craft legendaries
at the Runecarver, unlocked through Torghast progression. These crafted legendaries can then be customized through legendary powers, which are unlocked by collecting
Memory of the Runecarver
recipes from Shadowlands content such as reputation, Mythic+, and Raiding.
Legendary powers significantly modify an aspect of your character's gameplay, but you must choose wisely as you can only equip one legendary at a time and each legendary requires Soul Ash to craft and upgrade.

Ideal Crafting Order for Assassination Rogue Legendaries
Depending on your needs and content, you can choose to deviate from this, but here's what I think can be a nice crafting order when Shadowlands releases:

. This is the strongest single target legendary and you won't do anything wrong with having this as an Assassination Rogue.

. It is a very good legendary across the board and more agnostic of situation (where Doomblade falls behind in multi-target scenarios). On top of that, it has a strong interaction with execute phases. Something worth using and having in the bag as an Assassination Rogue.

. Master Assassin is great for dungeons and world content on all specs and can be a good boost to start out with. This keeps you flexible and also allows you to experiment with the other specs without feeling bad for crafting a spec-specific legendary.

Upgrade your best legendaries. You should obviously upgrade whatever you end up using most first. Remember that upgrading legendaries only affects item level and thus the stats on the item. It does not boost the legendary effect.
Things like your server economy can also play into how quickly you will be able to craft items. Furthermore, if you plan to play and maintain multiple specs, you may have to make some compromises.
What Slot to Craft a Legendary for?
Before we dive into the legendaries, a preface on the slot: Most legendaries can be crafted for more than one slot, so you have a decision to make on which slot to craft it for. You will largely be focusing on item level. Secondaries on the legendary can be tailored to your preference. As such, craft for the slot that you will gain the biggest benefit from in terms of raw budget!
"Big stat" slots like Chest or Head are usually favorable because they have a larger stat budget on them. If you think your legendary upgrades will keep it ahead of your average item level on your gear, then it is the best idea to go for slots with the most stats.
If, for whatever reason, you craft a lot of different legendaries and you will have them behind your average item level for a while until you upgrade them, then it may be wiser to go for lower budget slots in order to minimize the stat loss compared to just equipping a higher item level piece of gear in that slot.

What Legendaries to Craft As a Assassination Rogue
Here, we list the most impactful and important legendaries; legendaries that are not worth crafting (from a DPS throughput in PvE perspective) are not mentioned specifically.

Secondaries to use
: Haste/Crit
This is numerically the strongest single target damage legendary (alongside
冲动恶徒
). It effectively is a strong damage increase to
毁伤
and
毒伤
. The bleed damage it deals is using an Ignite-style mechanic that adjusts ticks so that no damage is ever lost. (This means the damage by spamming Mutilate on one target is the same as if you maintain it on multiple targets.) If you are a Necrolord player, the Envenom buff is also increased by
锯齿骨刺
.
Verdict
: Best single target focused legendary.

This is the Shadowlands version of its predecessor back in Legion which heavily boosts all your poisons and bleeds as a strong execute effect when the enemy is below 30% max HP. Numerically, this ends up being strong in most situations and can be considered the best all-around Assassination legendary.
Verdict
: Best all-around legendary for the spec. Does not depend on target numbers or rotation. Loses value if execute is short or unimportant.

Master Assassin has the advantage that it is not a spec-specific legendary. With its 100% crit effect coming from true Stealth via opening

, this one gets strong the more you can re-stealth in the content you are doing. In dungeons, you should usually be able to re-stealth between trash pulls and before bosses, so Master Assassin becomes an excellent choice there.
Compared to Zoldyck above, this offers strong burst damage upfront where Zoldyck is a late increase. In dungeon simulation they are looking similar, so it depends entirely on the number of re-stealths you get and the way your tank pulls.
Verdict
: Strong world content or dungeon legendary. Also nice for multi-spec play.

This is another good single target damage legendary. It makes for a good alternative legendary to
末日之刃
. It is usually very slightly behind Doomblade in pure single target but loses very slightly less value with more targets. Ultimately up to you what you prefer. I'd personally favor Doomblade but numbers are so close that both are absolutely fine.
Verdict
: Strong single target alternative to Doomblade.
Best Assassination Rogue Legendaries For Mythic+
For Mythic+, we would recommend either

. The latter is favored in simulations assuming you can re-stealth often enough. It depends on pull sizes and your tank's pull style. If you have issues with getting the most out of it, then Zoldyck is a much easier and better fitting alternative.
Best Assassination Rogue Legendaries For Raiding
Since raids are all about bosses, the choice is favoring

here.

is a decent alternative that usually sims on par.

is great with more AoE or in order to focus on important execute phases.
Do Not Craft Legendaries for Assassination Rogues
Please don't understand this as a "never craft" list. These are simply not strong enough to focus on from a PvE damage perspective.

: This isn't too bad and would maybe be the best cross-spec legendary if not for

a heavy hitter. In the end it comes down to numbers. They aren't bad but not really worth it.

: This is a Subtlety legendary that works on Assassination as well. While it doesn't sound bad, it is another

-based legendary that by design competes with Master Assassin - and cannot beat it.

: The Rupture buff of this Subtlety legendary does work for Assassination. It does not really make it worth picking though.

As far as the non-class legendaries are concerned, there is nothing that is really standing out and offering noteworthy gains.
