If you have the knowledge, I recommend simming your own relic options since ilevel value isn't a very precise unit of measurement. This is intended to help you quickly make relic and Crucible decisions, but it can never be 100% accurate for every character. Since these values were generated before the Crucible was unlocked, they are subject to change if it's found out they weren't being simulated properly. In such a case, this guide will be updated.

In Patch 7.3 Artifact Knowledge became region wide, going up every week until Knowledge level 55. With the ability to get your new traits and
very fast, this is the path to go for after getting 35 traits on the Frost DK Artifact.
When it comes to relics, in general you want the highest item level relic you can get for your Frost DK Artifact. Aim for these specific traits but keep in mind that higher item level is generally better for your Death Knight.
Although there are better relics from dungeons, they are not easily Titanforged so they are not included on this list.
are both BiS, but they are highly sought after due to them being higher item level and good traits for the majority of specs. The others listed are good alternatives if you can not get the BiS relics.
