I personally didn't "feel" the improved speed of 迸发成长 and for whatever reason, the slow-down caused by 神圣时间线 seems to be intended. I also don't like that there's no better visual for the uptime of Growth Spurt. When it's running out before you were using 神圣时间线 for the Cooldown reset, everything will be unusable and there's barely any chance to get back into the race, so you can only restart.

For my best attempts I was dumping all Vigor into 迸发成长 at the start, immediately using 睡前回溯 for the Vigor recharge and more speed, and when I get close to a gale wind, reset their cooldowns with 神圣时间线 (keep an eye out for your Growth Spurt uptime to not miss that, I was using a WeakAura for that) and immediately Spurt + Rewind. This way I almost skipped the slow-down.

Another frustrating whelp racing, riddled with bugs and very weird mechanics that don't do anything half of the time. It's annoying that they put an achievement behind this.

Wow every time I think there can't be a quest mechanic designed worst than the last one, well what do you know, another one pops up.
The mechanics don't make the best sense. Thankfully, Lazey's rundown finally worked on the 5th try. I ran into the issues of getting dcd, as well as losing my mount/ride and falling into the sea before getting sent back to little scales and Celeticos.

Whew, they can make some excellent quests. Not sure what's been happening with these little scales mount quests. Good luck all.

What sadistic developer came up with these atrocious whelpling racing quests? And has he/she tested them him/herself before releasing them on the public? The mechanics/abilities are badly explained and don't work half of the time. To make matters worse, Blizz has decided to raise a middle finger at their customers by making these failed experiments part of an achievement.

I can live with stupid, broken quests for reputation or loot that I can happily skip, but with a new battle pet to be won for the achievement I feel I have to force myself to keep trying and keep failing. Utterly miserable experience. I don't think I'll be enjoying Axel's company in the near future as I cannot be bothered with the time spent and the frustration. I regret to see that Blizz keeps alienating its client base more and more with poorly executed quests that take all joy out of a game we're supposed to be playing for fun.

Edit: for whoever is still willing to attempt this race, I just managed to do it with some pretty counter-intuitive moves, which I cannot completely replicate, but I'll try to explain.

1) Go as far as you can get in your little whelpling form and don't be tempted to use Growth Spurt (or other abilities) unless you absolutely need them.
2) Once Growth Spurt is active, try to optimize on the speed enhancers (swirly white clouds) you can get during the race.
3) If you see your Vigor going down, only then use Bedtime Story to regain it.
4) What made me win: Don't be tempted to use Sacred Timeline when you're still in your adult form (Growth Spurt). It may reset your cooldown, but it will also return you to your young and slower whelpling form.

I hope this may be of some help to whomever is still trying to get this part of the achieve done.

Dear Blizzard,
Please stop letting your sadistic nephew design your mini-games. It's unseemly. Just put the pet up on the shop, and go back to the drawing board with this. My vigor is immediately gone, and there's not a thing I can do to pull my little whelp up and over the ledge to get to the upper ring. I fall down, run out of steam, no controls do anything, and I'm back at the daycare. I have been playing this game since WoD, and slogged my way through plenty of other people's bad ideas, but this one takes the cake. Thank you for making going back to bed on a sick day look good.

EDIT: I got it to work, but only barely. I only have four more little quests to get the battle pet, and today I collect the last of the whelps.

OK, got through the whole thing by taking advice from Lazey in earlier posts (tyvm & not lazy! :)) on hitting Growth Spurt right at the beginning, made it a fair way through the course, then needed to hit Bedtime Rewind once, made it close to the end when Growth Spurt had popped again, hit that and was able to make it to the finish gate. Didn't use Sacred Time at all. Important all the way through to take advantage of all the speed boosting swirly clouds. I'm not trying to break any records, Just looking for the overall 'Whelp, There It Is' achieve for the pet, Axel. :)

Yeah, their strategy is still "max out gaming time by luring them into dumb timesink quests, ideally with broken mechanics for an additional time gain". But they can do better, as they recently have shown with quests like these: A Multitude of Tasks

I would love to do content that is interesting, or funny, or creative. But their time sink strategy will lead me into unsubbing, sooner or later, simply because it makes me feel like a milked idiot.

PS:

After 3 tries I got this piece of crap. The best strategy is to simply not use any ability unless you need it (namely #1). Completely broken/flawed design that should put any game company to shame. (But we already know that from many, many vehicle quests, right?)

Weird. I could (of course) not get this to work, so failed mid-way or so, but still got credit for the achievement 疾速日托. Maybe you really only have to participate as the achievement text says.

I figured it out. Use 迸发成长 (1) immediately, followed by 睡前回溯 (2) straight away. Then fly along until 迸发成长 is almost running out. Then press 神圣时间线 (3) and repeat. If you have a hard time tracking when Growth Spurt is about to run out, use the WeakAura posted by InvisiBill in this comment section. I got gold in my first try doing this.

As everyone says, these races are very frustrating. My biggest struggle with this particular race was the winds not giving the speed boost as intended, and being disconnected as soon as I pressed the abilities, often halfway through the race.

I had the best success using 迸发成长 immediatately followed by 睡前回溯 as soon as the race starts, then waiting until just before you reach a winds to use 神圣时间线. This will reset your cooldowns and the winds will cancel out the speed loss from resetting, meaning you can then use the 1-2 combo to get back up to speed again. Repeat until you reach the end.

As previously mentioned, there are many times when either the spells or winds just don't work as intended. If this happens its easier to just restart and try again. I got Gold after about 15 attempts.

Sigh.... these really are tedious!

Hit 1, immediately hit 2 and let vigour points refill. Wait until you get near a windy swirly thing and hit 3. (Hitting 3 will return you to a whelpling.... then you can hit 1, 2 and wait a bit... and then hit 3 to reset.

Got silver on my first go with this - that was, my first go of actually being able to complete the flipping race!

If you get grounded you can hop but it's so tiny (even in grown form) that only a couple of the rings are Reachable this way
I am getting the vibe ~~this is a timed race as a whole~~

So um for us "suck at dragonride steering" folks over here in the cheap seats.

hey lil bitty whelping JUMP and get pointed toward that Ring before you hit 1 for Growth spurt
Ideally this has you soaring through the first ring right around you hitting 2 for Bedtime (vigor)

Steering hint: have to be nose-headed upward for ring (is it three or four) - under, over, under again.

Assuming I steer my dragon OK, the 3 button is good til maybe the 5th or 6th ring. Probably not 7th though. my reaction time to remain in control of the dragon so I don't get grounded, is more important than precision about when to press it - anyways this is around the time I'm done at the beach and having to turn left so it's a wee bit hectic.

You may prefer to hit 5 for restart this pesky thing instead of get timed out and deal with 2x of the loading screen.

I tried the trick someone mentioned of not combining buttons 1 & 2, so as to use them separately, and while it got me to the skies about the greening area I just couldn't keep control of pacing.

Will probably try the "3 only before windswirl" idea but I'm still learning this course and trying not to get grounded.

Unless I'm missing seeing it, there isn't a windswirl before the first expiry of Full Size.

I said hectic right? Yeah, a bit of scrambled brains here. Do not despair if you're sometimes Little Zhusa.

Tiny Zhusa still gets some momentum when angled downward.

I got final results of Bronze by

little Z jumps off rock toward ring 1
press 2, then 3, just steer for the first four or five rings to handle the under/over at speed
TRY to press 3 while still full size for the reset, if it fails, walk and spacebar jump your lil dragonet...
...through the next couple rings and maybe the speed swirly wind whatsit
...creative hopping may be required but once you can get big again press only 1
use that soaring to not miss rings, press 2 before the right turn in the sky and head down
reset with 3 then 1 as entering the riverbend. Big-dragon speed through here is IMO necessary.

....after this I had some adrenalin on tho the dragon isn't going any faster, as I seemed to have the pattern of it. Of course this means I missed the shrink at one point but Just stay high and you'll be able to plunge along well enough to grow again.

This one is kind of weird. I got GOLD - but not any Achievement for actually getting it... My time was 67...
I found the best combo was pretty easy:

I run/jump off the original rock - hit 1, then hit 2. Right before you turn left into the first tree area when you are about to hit the swirly - hit 3, then 1, then 2.

Basically repeat this as soon as 3 comes off cooldown:

1,2......................................................................3,1,2...........................................................................3,1,2........................................................................................................................GOLD

My word have these whelp races been terrible, ever since Rusziona I have had to come to the comments to figure out how to do each race given their all pure gimmick races. These just aren't that much fun honestly, and I don't have an incentive to even do them again outside of the achievement for a world awoken

Turn off any rare scanners when doing these races. Mine went off during it, caused an error and wrecked the race because of the screen that popped up right in the middle of my bars.

Even following all of the advice given here, I'm unable to complete it. I get past the first two swirls and then I just can't get enough momentum in time to clear the third before it times me out automatically. Even when I finally hit the swirl and just make it there, I'm too slow. These whelp races definitely should have just been regular races with the regular abilities; most of these don't even work properly, and attaching it to the meta is just cruel. Definitely not the right way to get "player engagement" metrics.

Mini guide:
Use 迸发成长 at the beggining (when you have max vigor) and immidiatly after use 睡前回溯 so you will start recharging the spent vigor.
Use 神圣时间线 when the adult for is nearly over
