It appears that the Emerald Whelpling can be found at different locations.

The two videos attached to this post show different locations. I found mine sleeping on the ledge at 57, 14 - just in front of the big red dragon, “Kuthulustrasz”, next to the cat “Fann”
The videos show him sleeping in the grass behind the interactive food table at 61, 10 … and hovering over the (non-interactive) dragonfruit table at 60, 12

EDIT
It also appears that Sir Pringly has more than one hiding spot! In addition to the above mentioned 57, 24 (inside the house), I found him on the fountain ledge at 57, 16, sitting next to a Gardener’s Apprentice!

I found the Emerald Whelpling hiding between a vase a a large planter on the edge of the platform at /way 56.95, 13.16 next to Fann the cat.

This quest is horrible waste of time. Wandering around trying to hit the way points, sometime there sometimes not, won't be bothering again

If you are like me and struggling to find the Emerald Whelping, just make a /target Emerald Whelpling macro and make sure you minimap shows your target
