Game Director Ion Hazzikostas has replied to some concerns on Twitter about the nerf, stating that Blizzard's focus is on the interaction between Ineffable Truth and Fist of Justice, and the team is looking into other specs to make sure they don't break other playstyles like Fire.

Ineffable Truth Cooldown Reduction Nerf - Which Classes Will This Affect?
Blizzard has announced they will be fixing a bug with Ineffable Truth, so that flat cooldown reduction effects will not benefit from effects that increase your cooldown rate. The Blue Post specifically mentions Paladin's Hand of Justice talent but this will nerf any class that uses Ineffable Truth and has an ability that reduces the cooldown of another ability by a flat amount.
