The recommended minimum iLevels for layers of the new Jailer's Gauntlet mode in Torghast have been significantly raised in 9.2 PTR Patch 41726:

This is a fundamental change to Jailer's Gauntlet in a number of ways. On the one hand, there has been widespread comment among the PTR community that Jailer's Gauntlet was significantly undertuned and much too easy. On the other, Jailer's Gauntlet was also welcomed as a way for alts to catch up on earning

, since Jailer's Gauntlet awarded these in greater amounts than normal Torghast. It doesn't offer Cosmic Flux, the Zereth Mortis currency needed to upgrade legendaries beyond 235.
This change doesn't do anything to alter the tuning. Jailer's Gauntlet is still quite easy if you meet the higher iLevel requirement; actual gameplay hasn't changed. With the right class/spec, you can still defeat layers 10-15 iLevels below the recommendations. The only change is the cost of entry in the higher recommended iLevel. If this was meant to address a problem, it's not clear what that problem was.
This change to iLevels also explains some of the recent changes made to reward levels for Jailer's Gauntlet, moving these rewards to the first three layers rather than to the old reward levels of 2, 4, 6, and 8. It's also curious as to why layers 5-8 have the same minimum iLevel requirements; are they planning to compress Jailer's Gauntlet to five layers instead of eight?
With the greatly increased iLevel requirements for even the lowest layers of Jailer's Gauntlet, it loses the utility of Jailer's Gauntlet as catchup mechanism for alts looking to build their legendaries to 235. Jailer's Gauntlet offers much greater amounts of both these currencies than comparable Torghast runs. Perhaps this will be of some use to players who will need to build up their second legendary, but normal Torghast would have been sufficient for this purpose -- and many players are likely already building up reserves for this purpose before the patch goes live.
