Rogues get this recipe thru a quest called MIssion: Possible but not Probable for Horde. If Im correct, it's Klaven's Tower for Alliance. This recipe is a must for every rogue so you should do this class quest. I hear you can buy the recipe now if you skipped the quest or lost the recipe but no confirmations.

The change to this item was implemented in Patch 1.3, March 2005. It was non-retroactive, meaning existing copies of the recipe were NOT altered - however after Patch 1.3, it was not possible to earn new non-BoP recipes from the quest that had awarded them; existing copies remained in existence. As they were bought, sold, trained, deleted or discarded, they gradually diminished in number. Today they are so rare few players are even aware they ever existed.
I am an obsessive collector and completionist and sought the non-BoP recipe for my paladin.
A rogue earned the recipe prior to this patch and then quit WoW shortly thereafter. He returned to World of Warcraft five years later, and found my offer on the rogue forums to purchase it for 25,000g. He was on another server, and there is a cap on the amount of gold that can be transferred across servers; therefore he agreed to accept five primordial saronite and a Battered Hilt (market value for each being roughly 2,000g apiece and 15,000g on his rather backward server) in trade for the recipe. This was done and my alt brought the recipe back home to me, Aestu of Bleeding Hollow...and thus I was able to train the recipe, as a paladin.
I now have every recipe in the game. Most definitely, collectors would happily pay at least as much as I for this rare recipe. Whether another original copy exists somewhere, after five years...no one can say for sure...

I recently purchased this recipe on Aggramar US. I saw it offered on the auction house for 50,000 gold, and sent a message to the seller offering 25,000. My offer was accepted, thankfully! That was the only pre-Cataclysm recipe I was missing on my main character (a Hunter).
I've even made a little money back by purchasing
Swiftthistle
, brewing it, and selling the tea on the auction house for profit. Do some rogues not brew it for themselves?

Important information
to the die-hard collectors and completionists of all things rare and unobtainable who've had your eyes and heart on this recipe for what seems like forever, but just haven't pulled the trigger on purchasing it...
The market for extremely rare and unobtainable items is going to change completely as Blizzard completes the new "Connected Realms" merger of most of the current smaller WoW servers into larger ones. Your ability to find fair deals through less-informed, less-wealthy players for otherwise expensive items will soon become subject to the influx of players, collectors, and gold farmers of a high population server.
If you're on a low or medium population server, or have an opportunity to buy this in the near future,
I seriously, strongly advise anyone who's been waiting to pull the trigger on buying this recipe to do so as soon as humanly possible.

1.
Say goodbye to your server's economy for unobtainable items:
As you may (or may not) know, Blizzard has recently been doing a complete overhaul of the "server population" issues that many of the low and medium pop servers have been facing, and have been merging (coalescing or connecting) realms/servers with many many others, called "Connected Realms" and have been doing so at a fast and consistent basis; eventually aiming to have all the servers populated once again. The freedom from literally thousands of gold farmers and other wealthy collectors you may enjoy on your server will end.
To put it in perspective, think of the nightmares players face on low level quests since Blizzard implemented "CRZ", merging the low-pop areas with multiple servers to artificially fill it with players, and how extremely over-farmed and populated areas were. Or those who tried the Brawler's Guild when it was first introduced, and the 3 hour waits to get to que for 1 fight due to CRZ.
Now take the same concept, and apply it to an item that
If you know someone wanting to sell theirs, or you see one on your Auction House, do it before your server joins the list of Connect Realms, and rare items become subject to a mass of gold farmers and rare collectors.

Why is Connected Realms such a problem?:
Currently, the only hope of
ever
finding one of the very few remaining recipes on your Auction House for a
reasonable price
(or any price below Wowhead's listed 686k AH Buyout) is from those players who just had it sitting in their bank forever and decided to sell it and never knew what it was worth, or who those familiar with it's rarity but will unknowingly settle for less because of your server's lack of demand.
A user who decided to sell it, but has never seen one on the AH before would have no idea what price to put, and as you can see from the Wowhead users below, they were posted way underpriced because they didn't know any better.
Even though this recipe is extremely rare, if you spend enough time searching the AH, it is a fairly common occurrence on low to medium pop servers for an unobtainable item to surface and sell for a significantly lower price than it's worth.
...However...
Once the "connected realm" mergers are complete, those players on low population servers who never saw one on the AH and therefor sold theirs for a cheap or even reasonable price, or those who considered it useless because they didn't know any better, never saw it listed before, and didn't have a price to reference, are now going to have access/see/learn about the ones like I see on my very high pop AH for a consistent 999k.
Anyone willing to part with it for a price that they may have listed it for prior to being merged into a high population, will quickly be snatched up by the swarm of gold farmers and AH price-controllers that were brought on by, and are so prominent on, todays' high population servers.

Combining your server's Auction House with many others
The Coalesced / Connected Realms
will merge Auction House(s)
from many multiple servers into 1 single Auction House for all the servers it is connected with, and bring together with it all the gold farmers, AH flippers, and collectors you previously did not have on your independent Auction House.
The effect on your server's overall economy can actually improve as gems, materials gathered, and item enchants circulate faster, but you've now introduced the combined player-base and available gold of many multiple realms into 1 available Auction House with an item that
can not, will not, ever increase in total quantity
(unobtainable in game), but now has multiple times the players trying to get it, or trying to profit from it.
As that happens, the
only
ones you will
ever
see listed, will be the gold farmers who will (and trust me, with this item, they will) be snatching up absolutely every single AH post they see, and flipping it for max price. There is actually an add-on called Auctioneer with a search-function called "Snatch" that can auto-buy auctions at a set price in real-time, and this is what gold farmers use to control pricing on a market for a particular item(s).
This type of price control is already seen
very
frequently on high population servers, where gold farmers will create the server's own rules on supply and demand for any item that holds value.

A great way to show (and prove) how significantly this impacts the price of an item, is by looking at the
market price and availability of Recipe: Thistle Tea - All Realms
between the various price points across all US servers on low vs high pop servers, as well as after realms began getting connected.
Note:
(Data may be hard to interpret for those unfamiliar with TheUndermineJournal's graphs, but all you need to know is near the dates that realms began getting connected, notice the sheer consistency of auctions listed only at max price, vs the vary volatile (greatly varying) but good mix of both underpriced and overpriced auctions available on US servers before the connected realms began.

Do not be surprised if 6 to 12 months from now, all you can find is Recipe: Thistle Tea - 999,999g. There will be no more independent Auction Houses once the Connected Realms are finished

Summary:
If you're on a low to medium server, buy this while many players on your realm still have limited knowledge of its value due to the lack of players both selling and wanting to buy it. Once the connected realms are complete, you will see it listed more frequently, but no one will be letting it go for under 999k.

The recipe for

is actually still available. NOT THIS recipe, the new one is bind when picked up. So any rogues needing this can still get it from the same vendor in the same place, but now it cannot be traded, mailed, or auctioned. Can this still be learned? It looks like in the WoD patch it was made un-usable...
edit: GM confirmed the item was intentionally removed... un-f*****g real.
I can assure you this isn't an oversight on the developers part. There's 2 versions of this item (as you previously linked) but the one you had was a pre-2005 version that stopped being obtainable back then.
We never removed the ones in existance, as most of them eventually fell out of circulation due to being consumed, traded, deleted, etc..
Eventually there were so few of them left, the developers knew that after 9 years they could safely downgrade it to a grey item.
Since you had 9 years to profit/use the item, we cannot assist in anyway here.

So there's been a lot of conjecture but no evidence this is the case. I just tested it and yup, it isn't learnable. I made a video showing that

2015-03-10 Update:
After several tickets trying to either make this learnable again or to get a refund, a Blizzard GM actually converted my white BoE Recipe into a learnable green one on my character. I have the entire hour conversation recorded on video that I'm uploading now. The interesting thing is that this GM was reading a lot of wrong and misinformation about the recipe. Here are some things he said that were wrong:
-The item has been unlearnable since 2008
-Non-rogue classes have had this recipe removed from their cooking profession if they had learned it (Don't know if this is true, but I never heard of it)
-Non-rogue classes aren't able to learn it at all (That's when I told him to look up the Hunter Cantfocus on Mal'Ganis)
Blizzard has never really helped me to this extent before. I hope they will revert the change or at least help those who have the recipe and want to learn it.

I just bought this pattern on 6/3/15 and it was unusable. There is no interaction when you right-click on it. I opened a ticket and the GM told me that the item is intentionally unusable. I brought up the many non-rogues with this pattern learned, including the recent case where a hunter's pattern was changed by a GM into the BoP green pattern. The GM told me that that particular GM got into a lot of trouble, and going forward this pattern will remain unusable.
If you intend to buy this pattern to complete cooking, just as I did, beware, as this item does not teach you how to make Thistle Tea.
(Luckily, I contacted the seller and he graciously gave me my money back)

After years of searching I finally found this for below gold cap using The Undermine Journal website to see where it was. It sucked that I had to transfer a guild bank there because of the caps on gold transfers but once my three day wait is up to transfer back I will then have to decide if I want to hold it until the gold cap raises or learn a recipe that I will surely never see again for this price.

So I had bought this and server transferred it over to my main a few months back, then found, much to my chagrin, that the item was made unusable in WoD.
My impotent rage was endless.
So when 7.1 launched, I saw they'd made some stealth changes to recipe's. I thought to myself, "I wonder if it'll work, now." So I ran over to the bank and pulled the recipe back out, I clicked on that recipe and my main, a warlock, learned it. I did take a screenshot after I learned it but I'm terrified, as would be any victim of abuse, that the Devs are gonna take it away from me. I'll be brave/stupid and post it for proof, but you better not make fun of my bars.

IT'S BACK! AND YOU DON'T HAVE TO BE A ROGUE TO LEARN IT!
I'm surprised nobody's yet mentioned it, but with the new patch, the recipe can now also appear in lockboxes, and that version of the recipe can be learned by anyone with at least 60 classic cooking, even if they're not a rogue. And it's tradeable (I bought it off the AH for 100k).
