You will need to craft and bring Engineering 侏儒传声盒 profession Artisan Curios item to summon the rare (or just wait for someone else to summon it)
Recipe vendor is 商人哈格阿兹 and坏掉的侏儒传声盒 reagents is random drop from mobs
Rare can randomly spawn in 1 of several locations (tomtom ways below). Use the item on 受损的鸣塔505型 object
Player who summons the rare gets 召唤者的好运 and bonus loot

Rare is a part of 禁忌离岛冒险家 & 禁忌离岛的勇士 achievement.
