Got this after 2 weeks of doing the racing quests - I took every race on normal but have done every advanced gold (dont think it matters for drop at all).
Every Dragon Racer's Purse had around 10 Dragon Isles Supplies and around 500 gold in it. Today was my lucky day!

Seems it's been made available as a reward for the Eastern Kingdoms Cup (25 badges) as well, if you don't already have it.
