On the 10.0.7 PTR this is purchasable from the renown vendor, Unatos, in Valdrakken. I'm max renown on the character I tried purchasing it on so I can't say if it's locked behind a certain renown level like many other manuscripts. It costs 100 Dragon Isles Resources.

The same is true for Eclipse Pattern and Spiked Legs.
