Crossbows use Arrows and Quivers just like bows. You either have the wrong level(of arrow) or you don't have it equiped in your paper doll.

Horde players can buy this crossbow from Benijah Fenner in the War Quarter of the Undercity. He also sells the Heavy Crossbow for higher lvls.

ok, i trained in xbow's, i have it equipped, i have the arrows and quiver equipped, the arrows, quiver and xbow are w/in my lvl range, and still it won't shoot! what is going on?

Are there any Lower level crossbows for a level 11 that actually compare to a bow at my level?

This used to be only "20 damage".. Now it's "20-20 damage" :)
