This belt seems ok for elemental as long as you reforge crit to haste.
For resto on the other hand, you'd probably be better off with some blue belt from rep or a heroic, since mastery seems pretty bad for resto shamans, sadly :(

Actually, in a progression environment, mastery is our best stat.

As a resto shaman I'm debating picking this up - being that it's pretty easy to get. With the solid crit and mastery it'd be great for a progression raiding shaman if you have plenty of spirit already.

Right now, this belt is not better for Resto, than the two blue options: Sash of Prophecy (Ramkahen revered) and
Belt of Petrified Tears (HoO heroic).

But with the upcoming changes in 4.06 (buff to mastery and and an additional socket), I will happily craft one for myself:

Deep Healing now Increases the potency of your direct healing spells by up to 24% (up from 20%), based on the current health level of your target (lower health targets are healed for more). Each point of Mastery increases direct heals by up to an additional 3%. (up from 2.5%)
A socket has been added to all crafted epic armor pieces that did not already have one.
