In order to get the Wind Chill debuff it's required that you be on Nezir's platform. The debuff increases frost damage taken by 10% per application and it lasts 30 seconds so the debuff will fall off if you leave his platform.
The easiest way to do this would seem to get both Rohash and Anshal down to 0% and then quickly move the entire raid to Nezir and not kill him until everyone has 7 stacks. Bear in mind you have one minute to kill him after the first boss reaches 0%.

Obtaining this achievement is probably a bit trickier than it seems.
First off, stacking the debuff to 7 takes at least 70 seconds, which means you cannot kill Rohash and Anshal first, then move to Nezir since you have to kill him within 1 minute after the first death.
This means that you need to keep rotating raidmembers between platforms every ~5, ~15 or ~25 seconds to keep the debuff running, since there always needs to be at least 1 player per platform to prevent being silenced. You can do either 5, 15 or 25 seconds, depending on how fast you plan on stacking the debuff.
You rotate every ~5, ~15 or ~25 seconds, because the debuff is applied every ~10 seconds and the debuff lasts for 35 seconds. Therefore each raidmember has to be sure to be on Nezir's platform before there are 5/15/25 seconds left on their debuff to add another stack.
I think the tricky part will be timing when to start gathering the debuffs. You could start by bringing Anshal and Rohash down to 5% and Nezir as low as possible (due to his bigger hp pool) and then start stacking debuffs. You might need 2 dps groups for finishing off adds, unless your dps group can manage to kill all adds within 25 seconds and switch back. You will need keep 2 people for switching between Nezir and Rohash as usual.
Be very focused on moving Anshal out of healing circles, but this should always be the case anyways.
For getting the 7th stack applied to the entire group, I'd advise you to switch out immediately after obtaining the stack. This way, the half of the raid that is still on 6 stacks will get their debuff on the next application, which leaves you with ~25 seconds on the first group's debuff. In other words, this gives you ~25 seconds to kill off the last boss.
The first group getting 7 stacks can start killing off Anshal and Rohash when they've switched with the second group.
I haven't attempted this yet myself, but this is what I think would be a reasonable tactic.

The much easier tactic.
1. Get Anshal and Rohash as low as you can (~300k hp).
2. Wait to ~70 energy.
3. Get one guy from each of the platforms to Nezir's one to grab a stack. After they get it, they fly back immidiately. Let's call them A and B.
4. Wait till 85 energy. Everyone except A and B goes Nezir's platform and gets the stack right before ultimate (this is crucial).
5. A and B fly to Nezir's platform a milisecond before ultimate starts. You don't get a silence and the debuff, if you time it good.
5.1. Try to get as many shields/hots on everyone as you can, also blow personal cds (barkskin, divine protection, etc), put down PW:Barrier, use Divine Guardian. Do that beforehand. If you get all this stuff and use healthstones/healing potions, you can survive silence + dmg from the debuff + ultimate.
6. Once the ultimate is over, get some other 2 guys ready to fly to Anshal/Rohash straightaway. These 2 guys land and fly back immidiately after (this is done only to ensure you don't get silence).
7. The rest of the raid waits for a stack (everybody should have at least 2 stack at this moment), flies to Anshal/Rohash, finishes them off and flies back to Nezir to kill him.
We got this on the second attempt after we accidentally noticed, that you sometimes don't get silenced even if there's nobody on the platform.

^^^^ The easiest...least complicated way to do this (as if that is possible, f*%k this achievement!)
Tried it tonight, figured it out after a few pulls...but we actually failed to complete it this week (DPS pulled the gun too fast before 1 player could catch up and get a 7th stack)
The window on completing this is VERY SMALL....something like 5-10 seconds depending on how well you do it.
Anyways, good luck with this one. Definitely the hardest of the meta achievement...with

As mentioned this is easily the
worst achievement ever
. It's arguably harder than most of the heroic encounters, and is definitely the hardest achievement in the meta. My guild chose to do it on 25man after completing all other hardmodes, and it took us over 200 attempts.
In case it's not obvious, the reason that this achievement is so brutal is that
is only cast every ~10-11 seconds. Each person needs 7 stacks, which means 70 seconds spent on Nezir's platform. Finally,

is a 60 second cast. If a
single person dies
, you lose the achievement. If you're on 25man, you must have 25 people on the platform with 7 stacks. If you're doing it in 10man, you've gotta have 10.
We finally got this achievement using the following strategy:
Divide the raid into 5 groups. Groups 1-4 need at least 1 tank and 1 healer. Group 5 should have 2 tanks and 3 dps.
DPS down Rohash to around 250k health, and Anshal down to around 300k health.The
exact
point that they "push" is at 1.55%, or approximately 225k health.
Have groups 1, 2, 3, and
almost
everyone in group 5 on Nezir's platform for the frost ultimate. Group 4 should be on Anshal's platform and continuing to keep him low through the ultimate (he heals). One healer from group 5 should be Rohash's platform.
Call out the frost "pulses." So we say in vent "pulse 1," and that's group 1's queue to leave for Frost and group 4's queue to come back. Also, 1 person should go to Rohash's platform, and the healer there should go back to frost.
Pulse 2 - Group 2 leaves, group 1 comes back. Rohash should have individuals in group 5 switch again.
Pulse 3 - Group 3 leaves, group 2 comes back. Rohash should have individuals in group 5 switch again.
Pulse 4 - Group 3 kills Anshal and returns to Frost. Rohash should be killed almost instantly (takes a single spell).
More complications
There is a HUGE RNG element to this achievement
. It sucks. The "dice roll" is when pulse 1 occurs. If it's cast BEFORE he casts Permafrost (almost instantly after his ultimate ends), you're fine. However, if he casts Wind Chill AFTER he casts Permafrost, you're basically screwed. In the first case, you get 10 Wind Chill casts between ultimates. In the second case, you only get 9.
Wind Blast has pretty bad timing, and will be cast right around pulse 2. It's advised that a warlock jump over, as they can get knocked off by Wind Blast and demonic circle port back on.
Plant platform will continue to heal. Tanks will find it very hard to get Anshal out of the healing well. For the most part, your DPS will have to burn thorugh it.
Plant platform adds will almost instantly kill an arriving group. You must kill Anshal before Pulse 6, or the group that's over there will likely have at least one death.
The window to kill Nezir is less than 4 seconds. As mentioned before, 1.55% is where the kill happens. When just siting on frost waiting, you should try to get him down to 2.5% using white damage only.

Greetings, Wowhead community. Long time reader, first time poster. I would like to offer our guild's solution to the 10-man Stay Chill achievement. The impression that I get from the wealth of Internet sites/strategies is that it is "nearly impossible" to complete, and that it is "harder than most heroic encounters." However, after our guild developed the following strategy, it took us 3 (three) attempts to complete this achievement, finishing out our metas. We found this method to be very repeatable, simple to execute, and greatly reduces the difficulty/frustration associated with this achievement. I hope it can do the same for players coming here looking for help.
Specifically, this strategy allows a for an 8-12 second window of opportunity in which to kill Nezir, following Anshal and Rohash, instead of the 1-3 seconds (with perfect timing, fight execution, and favorable RNG) that so many others seem to be suffering through.
The group setup is rather simple, broken into teams:
N) 1 Tank, 1 Healer @ Nezir
R) 2 Dps, 1 Healer @ Rohash
A) 1 Tank, 1 Healer, 3 Dps @ Anshal
The fight operates just as it would for a non-achievement attempt. That is, bring Rohash and Anshal to very low health. I see many posted strats advocating that special attention be given to Nezir, but this is not necessary - the normal process of the fight will allow enough time for more than sufficient damage on him during his ultimate(s), long before any dps-burn on him is required.
The "outter two" bosses can be brought to 85k hp safely, without being pushed into their Gathering Strength. We found that having them sit at 100k was close enough - leaving a small buffer isn't terrible, and you should have more than enough time to push them. Dps on Anshal stops at ~500k (assuming dots are still rolling), and the tank whittles him down to low hp while the dps handle the adds. It might take two ultimates to get both bosses down to the desired health - this is perfectly fine. You have plenty of time.
At this point an individual's stacks aren't important - they will be gotten/managed after the next ultimate.
Now that both outer bosses are at the correct amount of health, a small amount prep work needs to be done for the coming ultimate. From team (R), one of the Dps needs to join group (A) and perform his switching with them. Team (R) now consists of 1 Dps and 1 Healer - with the healer being the one to stay on the Rohash platform for his ultimate, and his Dps teammate with Nezir for his ultimate. Team (A) is now 1 Dps stronger. We found we needed the extra Dps on Anshal to correctly offset his healing during the stack-management portion of the fight that happens next. If you have very strong damage, this step might not be necessary for your guild - the point is simply that as players start to manage their stacks, Anshal will be sitting in his healing circle and must have pressure applied to keep him properly low during the transitions.
Stack management begins now.
The outer two are at low health; a preemptive switch occurs at ~75 energy, placing team (N) on Anshal's platform, and team (R) remaining Dps on Nezir. Team (R) healer is with Rohash still, and team (A) + their added Dps from team (R) is on Nezir's platform. This will place people at their new positions ~18 seconds before the ultimate. The purpose of this is to give those 7 players a stack of Wind Chill before the ultimate begins. If they're a little early, sometimes they get two. This is not necessarily a bad thing; however, it also doesn't add anything to the strategy other than a little extra frost damage-taken later on. Not the end of the world.
The ultimate begins.
Keep everyone near the ramp to the platform that they will be switching to. Timing is tight, so you will want to be able to move as little as possible in order to get to your ramp to make the coming switches. The people on Nezir's platform can help out by not waiting exactly on the spot where people coming off the ramp will land, aiding in preventing a frost patch from appearing there.
The ultimate ends.
Players on the Nezir platform delay their switch when the ultimate finishes until he casts one more Wind Chill, giving everyone on Nezir's platform a total of 2 stacks.
Switch.
The outer teams come in to Nezir, the inner teams go out. The players now at Nezir acquire his very next cast of Wind Chill. This means that each switch must happen in within the ~11 seconds recast time he has on his Wind Chill.
Be fast.
The outer players now have 2 stacks. The inner players now have 1.
Switch
The team of 7 lands on Nezir's platform and takes his next Wind Chill. Inner team: 3, outer team: 1.
Outer teams come in to Nezir.
Inner teams stay at Nezir.
Silence on the raid for ~12 seconds as all 10 players acquire their next stack of Wind Chill. The damage is utterly trivial.
This is where the time saving at the end of the fight comes from.
Allowing everyone to get this stack through the brief silence before the dps-push is what gives so much extra time in the end. Team of 7's stacks: 4, team of 3's stacks: 2.
Now is the kill phase for the outer two bosses. Team (N) + team (R) healer (totaling 1 Tank, 2 Healers) pick up Nezir and move him to the center of the platform, out of everyone's way - they will never switch again. Team (A) + their 1 Dps from team (R) go back to Anshal with the single goal of killing him as fast as possible - ignore the adds as they have pitiful damage and aren't worth the dps time. Team (R) remaining Dps goes back to Rohash and waits to kill him once Anshal is but a moment from death. Expect Anshal to require a small amount of lead time, before killing Rohash, as he has been constantly healing for most of the switching time - it's annoying.
Outer two bosses are pushed so that they begin Gathering Strength at or about the same time.
At this point both outer bosses need to push when the 3 people at Nezir get their 4th stack of Wind Chill, and everyone heads back to Nezir. If your timing was correct, everyone in the raid will have 4 stacks of Wind Chill when Gathering Strength begins, and everyone will get their 5th just before the ultimate starts. The final objective is to take Nezir down to ~200k health, halt all damage, and then wait patiently through the coming ultimate, and even slightly beyond, for stacks to accrue. Once everyone has at least 7 stacks, unload. You'll have a luxurious ~10 second window in which to bring him down and finish the fight.
If you did your switches correctly, and didn't take too long to push Anshal/Rohash down during the their kill phase, then congratulations on your Stay Chill achievement!

Now with the 4.2 normal mode nerfs, this achv is very easy on 10man.
We just put tank and healer on frost, while the rest of the raid nuked down Rohash/Anshal, and then jumped to Nezir's platform asap. With the extended Gaining Strength time from the nerfs, everyone from anshal/rohash platform reached 7 stacks when there was ~25 seconds left on Gaining Strength, and Nezir was almost dead anyways from people nuking him while gaining stacks.

I just did this on 10 man Heroic, we had several members (5 dps total) doing over 120k dps. We burned the two bosses down within seconds as we kept constant chat up. Then we jumped over to get the stacks. We got to about 4 each before the other two bosses came back up....Needless to say, this cannot be done on heroic with the achieve. The other meta achieve can be done on heroic, but this one cannot due to the short "Gaining Strength" time :(

If your raid is at all ilvl'd for MoP, this achievement will be all but impossible to accomplish on heroic. The reason for this being the fact that, after you take out Rohash and Anshal and move to Nezir's platform, there isn't enough time to build up 7 stacks before the first boss "rez's". They each only have 23mil health, so they practically fall over with 450+ gear. Nezir has something like 41mil, but it still very easy to burn with even 10 man group.
Anyway, Wind Chill doesn't go out any faster on heroic, but the time between one of the other two boss's deaths and their self-rez is more than halved, I believe. So, unless you want to micro-manage damage and a whole lot of jumping back-and-forth between platforms during ultimates in order to maintain your debuffs, knowing that it's going to cause the stack build to be very staggered across your entire raid (meaning someone will likely have 10 or more - probably the tank and healer on Nezir's platform) before the last raid member hits their 7, it's sooo much simpler just to cut your losses and do an achievement run and a heroic run separately.

This achievement is very easy to get with a 10man raid of 90s in normal mode. We had 2 tanks 2 healers and 6 dps.
Anshal-one tank, one healer,2 dps
Rohash- one healer, 4 dps
Nezir- One tank
You want to burn rohash and anshal then jump asap to nezirs platform. Everyone stacks till they get 7 stacks of the chill debuff. Then pop all DPS cooldowns and burn Nezir.
People have really been over complicating this achieve.
Tips: Rohash cannot be tanked. You need atleast one person on each platform, otherwise you get silenced. Spread your dps out so anshal and rohash go down at the same time, but dont hold back on dps. Have your tanks dps down nezir but make sure not to kill him before everyone in the raid gains 7 stacks.

Tucktuck is right, this achievement is doable without all sorts of complicated switching.
My group consisted of 5 people, 2 healers (just because that is who we pulled in) and 3 DPS. All 90s, most of us rather undergeared.
We divided our groups as such; our highest DPS and weakest healer on Anshal and our other 2 DPS on Rohash. I was playing the last healer, a Fistweaver, and stuck alone on Nezir.
First we burned them low to roughly 15-20% and then waited for the ultimate to go through, just to make sure that the ultimate cast would not interfere with stack building later on for Nezir. Immediately when it finished, we killed Rohash and Anshal and moved to Nezir. At that point we waited until we were at 7 stacks (it is a good idea to DPS him down to 30%ish, just to be safe), and then popped cooldowns and finished him off.
Even if the first application of the debuff is missed after the ultimate, you should still have enough time to kill Nezir before either of them respawn. We still had several seconds left before their countdown finished.
Unless you are doing it at level, the extra frost damage is irrelevant and there is no need to over-complicate the fight. We tried numerous different strats that failed horribly, but 1-shotted it with this one.

SOLO'D as of 10/23/2013 as an ilvl 551 Warrior.
Strategy:
-Start on West and absolutely annihilate Anshal so the healing debuff is out of the fight for 2min.
-Travel to Rohash and bring him to VERY low HP but do not kill.
Go back to Nezir and gain a few stacks for achievement, usually 3 before it hurts too much to stay on his platform.
-When Anshal is about 20 seconds from reviving, go to Rohash, finish him off (should have 2% HP or less),
-Go to Nezir to refresh your stack by 1 for achievement so it doesn't fall off,
-Pop back to Anshal and blow EVERYTHING you have, you must kill him in 10 sec or less.
-Finally, move back to Nezir to gain your last 3 stacks while killing him. Finished with about 30 seconds left before Rohash revived, and 60sec before Anshal revived a 2nd time.

I did it today, 2 men. BM hunter 561 and 519 Ele Shammy.
Hunter Burnd Anshal in 10 sec while Shammy stood on Roharsh platform. Moved to Nezir, got 3 stacks of the debuff and switched to Roharsh to finish it (Shammy Left if with 50%). Moved back to Nezir, 3 more stacks then Anshal rezzed. Burnd him in 10 sec again. Back to Nezir, 1 more stack, ta daaaaa. Killed him with 30 sec left to rezz Roharsh.
Took 4 trys. But it was sooooooooooooooooooo fun!

Kill Anshal and Nezir.
Get Rohash low and wait for Anshal to respawn.
Kill Anshal again and then finish off Rohash.
Go to Nezir, get 7 stacks and kill him before Anshal respawns.

2-man (or more) instructions to get Achievement (MoP or later)
Completed by our group 13 Aug 2014, with two Frost DKs and a Hunter
Okay... this post is being made in 5.4 (late/end of MoP), so take that into consideration. There's some soloing guides that go into great detail about which guy to be on, when to switch, etc, etc.... i'll leave those alone and tell you this... if you want this achievement, at least on MoP (maybe easier to solo later, but this works GREAT now), follow these instructions for a quick, easy, non-confusing, anybody can do this guide... this achievement was completed on NORMAL 10-man difficulty:
1) Use two people or more... they should either be of equal DPS abilities or be able to time things (like killing a boss) in vent.
2) Send one to Anshal and one to Rohash... you don't need anyone on Nezir... if you bring more then two, just spread them out on Anshal and Rohash until you think you have an equal distribution of DPS so the two bosses go down the same time... it is important to kill them at the same time in regards to timing.
3) Once Anshal and Rohash both go down, have EVERYONE rush to Nezir (so they all get the same stacks at same time)... you now have two minutes to get 7 stacks (the stacks are applied every 15 secs)
4) note, to get 7 stacks of

(one every 15 secs or so) this takes about 1:45... you have two minutes before Anshal and Rohash revive by

, which is why its important to down them at the same time... if they're off by 15 secs... guess what? You also don't have time to meander from your first kills to Nezir, so RUSH RUSH RUSH to Nezir. You have plenty of time to kill Nezir... its all about waiting for the 7 stacks before you finish him off, so be careful not to accidentally kill Nezir before everyone has 7 stacks... if you downed Rohash and Anshal at the same time and rushed to Nezir, its just a waiting game really... DPS him down to about 5% or so, wait for your 7 stacks, then finish him off... if you did it right, you'll have this done before Anshal and Rohash revive... this is really simple, quick and easy to do.
When I got my achievement, I used a Heroic SoO geared Frost DK and a much lesser geared Frost DK and Hunter... the well-geared DK solo'd Anshal and the lesser geared DK and Hunter tackled Rohash. This worked perfectly, as both Anshal and Rohash died at the same time.... we then all jumped to Nezir, lowered his health to just above death, got 7 stacks and killed him off just before Anshal and Rohash revived.
So to summarize:
Split group to Anshal and Rohash
DPS them both to death simultaneously
rush to Nezir, DPS him to near-death
wait for 7 stacks
kill before Anshal and Rohash revive
Get Achievement!

I duo'd this with a friend last night, and for the sake of your sanity, do NOT try this without at least three people. It was a nightmare to plan and figure this out. What would have taken 2 attempts maximum instead took an hour and a half of beating our heads against a wall trying to figure out how best to finagle the three bosses without getting ourselves killed and also getting all seven stacks at once.
I was a 571 ilvl DW Frost DK. He was a ilvl 500 or so resto shaman. Here's how we did it:
- I started on Rohash. He started on Anshal.
- Began the fight with me wrecking Rohash as quickly as possible, with the shaman just staying alive and tanking Anshal for as long as possible.
- Next, I called for him to switch to Nezir just as I would pick up aggro on Anshal. This was to ensure Anshal's healing debuff (
枯萎之风
) did not enter the fight at this point.
- While he tanked Nezir, I blasted Anshal as quickly as possible. I left about a 50 second gap between Rohash reviving and Anshal reviving, meaning Rohash was going to get up 70 seconds from the instant Anshal died.
- I then joined the shaman on Nezir, and brought him very low.
- The
instant
Rohash revived, I killed Nezir, and we both moved to Rohash.
- I brought Rohash very low, and left the shaman behind to stay with Rohash to keep the silence out of the fight. I moved to Anshal's platform to pick him up the instant he revived.
- Just as I made it to Anshal's platform, he revived, just as planned. I brought him very low, and then we waited for Nezir to revive, which was in around 50 seconds.
- 10 seconds or so before Nezir revived, Rohash cast his ultimate ability, which immobilized the shaman and rendered him helpless for 15 seconds.
- After the shaman was put back down, I told him to kill Rohash. Rohash was at sub 5%, around 130k health, so he was able to do this with Shocks, his Earth Ele, and by melee-ing him. I then followed by finishing Anshal.
- We then both went to Nezir's platform at roughly the same time. At this point, we had more than enough time to bring Nezir low, wait out the seven stacks of Wind Chill, then execute Nezir. Around 15 seconds remained on the clock.
The key to our success was effectively "beginning" the fight with Nezir out of the fight so we weren't debuffed with -500% haste (
刺骨冷风
), which was devastating both for his non-instant heals and my rune regeneration. Once we rotated through the other two bosses and killed them, we were able to keep only one or two bosses alive at once, while also keeping their debuffs out of the fight.
Killing Nezir up front may be a better idea, depending on your class composition and gear. I don't believe we could, because at his gear level my shaman friend would not have survived Anshal's healing debuff, and if Rohash's silence was up (
呼啸狂风
), I wouldn't have been able to defeat Nezir.
We also couldn't "stop and go" at Nezir's platform to pick up stacks, go to another platform, kill a boss from 100% to dead, then return to keep our stacks up. I came very close on one attempt, but I just
barely
missed my stacks getting refreshed (I saw Nezir refresh them less than two seconds before I had landed).
Very convoluted. Very strenuous. Don't do it with less than three people.

I (ilvl 579 elemental shaman) tried to solo this achievement two days into 6.0.2 as Lovepie suggested it:
Kill Anshal and Nezir.
Get Rohash low and wait for Anshal to respawn.
Kill Anshal again and then finish off Rohash.
Go to Nezir, get 7 stacks and kill him before Anshal respawns.
I Killed Anshal and Nezir without any problems and wanted to get Rohash down to 50 % hp. I stopped dps at 70 %, but my DoT and mastery finished him off before Anshal could respawn.
Therefor I suggest if you want this achievement in 6.0.2, just kill Anshal and Rohash, get the 7 stacks
and finish off Nezir. You'll have time enough..

Finally soloed this as a Retribution Paladin!

1. Talents:
Long Arm of The Law - Useful for getting in melee range of boss
Selfless Healer - Good healing with the haste debuff from boss, beats sacred shield a lot imo
Unbreakable spirit - the 'Oh no I made an oops' button since bubble will remove stacks
Divine Purpose - I found the procs to be good, go with what you like really but this seemed to constant proc for me at the right times
Execution Sentence - can be used as an opener when bosses regenerate or for a self heal
2. Glyphs:
Templars Verdict - 10% reduced damage, a no brainer
Avenging Wrath - Heals you while also increasing your DPS
Flash of Light - good incase you need to spam heal yourself, which you no doubt will
3. Tactic:
- Kill Anshal first, just nuke him with no cooldowns. I also pulled him closer to the jumping wind to get a quick run to Nezir. You can cast judgement for a speed boost and holy power while they are at 1hp. This helped gain a stack towards selfless healer, a holy power to either add to healing or damage and a speed boost.
- Judgement (or exorcism) nezir and drag him towards the wind jump for Rohash. Once you get 1/7 stacks cast Hand of Freedom and jump to Rohash.
- Nuke Rohash, no cooldowns. Some tries I used Avenging Wrath to heal me if needed. Jump back to Nezir asap! Try save a judgement for a speed boost
- Get 5/7 or 6/7 (whatever you can manage, also dps him down so he has low hp) and then Anshal should be back up. Once your stack has be refreshed (so you get the most time) jump and nuke anshal.
- Jump back and you should get 6 or 7 stacks. If he casts snow fleet or whatever his special is just heal it out. If Rohash is up wait till you have your stacks refreshed and then nuke him, otherwise nuke Nezir and you got yourself an achievement :)

Solo'ed as a Shadow Priest 6.0.2. (A pain since haste is debuffed -500% half the time.)
(Do not kill Nezir until near the end, and have a guaranteed achievement.)
*Kill Anshal fast, then jump to Nezir.
*If you were fast enough killing Anshal, and getting to the next platform you will get a near immediate Wind Chill stack.
*Stay on the platform near Rohash's jump point until you get your 2nd stack of Wind Chill.
*Jump to Rohash and kill him quickly. Jump back to Nezir if Wind Chill drops to 15 seconds to pick up another Wind Chill then jump back to Rohash. If you kill Rohash and have refreshed Wind Chill to 3 stacks you should not need to go back to Rohash at all for the rest of the fight.
*Stay on Nezir until you can get as many stacks before Anshal comes back up. Wait for Zephyr from Anshal to finish and to have 30 seconds on Wind Chill then jump to Anshal and kill him.
*If you are fast enough you should be able to kill Nezir with 7 stacks before Rohash comes back up.

I just did this with out any problems at all. i had 3 players, Me (disc priest), a blood dk, and mage.
1)Killed anshal,
2) mage went to nezir while the DK and myself went to rohash,
3) waited for anshal to revive, killed rohash,
4)mage went to anshal, killed him.
5)then we waited til 7 stacks on nezir and killed him.
We had time left over too. The achievment was done on normal, while it would seem Gather Strength is a 1 minute cast on heroic, whereas Gather Strength is a 2 minute cast on normal.
That's probably the easiest way, and you could probably leave out the DK.

This is doable with 2 people. however because that means one of the platforms will always be unoccupied by a player - the encounter will place a 500% haste reduction debuff on the raid.
To make it easier, just get 3 people. Perferable one of them with healing (off-)spec.
- Place your healer (or lowest dps) at Nezir, without doing anything really.
- Have the other two dps kill Anshall and Rohash
- As soon as Anshall and Rohash are dead, they will have to jump over as fast as possible
- Wait for 7 stacks (keep track of the person with the least amount of stacks)
- Nuke Nezir as soon as stack number 7 lands
you should be able to get the achievement before Anshal and Rohash even respawn again, but it depends a bit on how fast the two DPS are with killing and jumping back to nezir at the start.

Tried to do it in HM, before we realize that the 2 first bosses were reviving really too quickly. We just switched to NM and did it on 1st try.

On a 575 WW Monk I solo'd this (10 N) without having Anshal come back up. Burn a stack of Chi Brew, blow up Anshal. Hop to Nezir, wait for 3rd stack of the debuff, hop to Rohash. Burn a stack of Chi Brew, blow up Rohash. Back to Nezir. Wait. Juggle cooldowns and self-heals, stack 7 hits with ~10s left on Anshal's Gather Strength. Burn cooldowns and nuke Nezir.

Solo'd as an ilvl 540 Enhance Shaman. The fight is more annoying than difficult. You really don't take much damage in 6.0, so you only have to heal yourself like... Once or twice. Took me around 4 tries. The strat is similar to what most people have posted.
-Kill Anshal asap then run to Nezir.
-Drag Nezir while throwing some damage on him to the edge over to Rohash.
Wait til you get like 2 stacks or so and then pop over to Rohash and try to kill him before you stacks get to like 18 seconds since it takes a little bit to run over.
-Hopefully if you don't get flung off the platform and the air jump is there you can fly back over and hopefully pick up stacks until Anshal respawns.
-At this point you'll either have 7 stacks and are able to just kill Nezir, or just wait til you get 7 stacks and kill Nezir, run over to Anshal and kill him real quick.
Pretty much just try it 2 or 3 times and just about anyone can figure it out. At ilvl 540, I barely took damage, so it's more or less just being able to move as fast as possible between platforms.

This is possible to solo as a Frost Mage, and actually quite simply. I solo'd this today with an ilvl of 558 and only had to reset it twice before I got it down and gained the achievement. If you follow the steps below you should have no problem getting this achievement as a Frost Mage. The Chilling Winds debuff will give you a 125% haste decrease making it near impossible to cast Frostbolt fast enough. This is where Frozen Orb and Ice Lance will come into play.
1. Start out on Anshal's platform with just you and your Water Elemental. On this platform you are going to pop Mirror Image and Time Warp BEFORE you even attack Anshal. As soon as those are popped immediately kill Anshal as fast as you can and jump over to Nezir's platform.
2. On Nezir's the Chilling Wind debuff will no longer apply so you do not need to worry about it. You should have killed Anshal fast enough to get a stack of Wind Chill almost immediately after jumping on the Nezir's platform. You will want to begin attacking Nezir while moving towards Rohash' platform; however, do NOT jump over until you have at least 2 stacks if Wind Chill. As soon as you get the second stack, jump.
3. This is where a bit of luck will play into this strategy. As soon as you land on the platform, use Blink to get right next to him and pop Frozen Orb. You are going to use ONLY Ice Lance on him until he his dead. The luck comes into play on whether or not you get enough proc's with Ice Lance to kill him. You need to jump back to Nezir's platform (actual be in the air) with no less than 15 seconds left on your current stacks of Wind Chill. If you do not kill Rohash in this time, pop Invisibility and start again.
4. If you killed Rohash with no problem (or after a few attempts), you will then want to get back onto Nezir's platform and wait until you reach 7 stacks. While waiting, take Nezir down to approximately 10% health so that when you hit 7 stacks you can kill him fast before Anshal regains his strength (make sure to put Water Elemental on passive during this stage). While waiting, in order to take less damage make sure you always have Ice Barrier up (you should be popping this every time it is off cooldown anyways), and use Blink and Blazing Speed in order to run in circles around the platform to avoid his AOE attacks.
5. As soon as you hit 7 stacks, kill Nezir and enjoy the achievement. Don't worry, as long as you have 7 stacks you can't get locked WITHOUT getting achievement as if he doesn't die it means Anshal is back up and you can just reset.
Like I stated before, I only had to reset the fight twice before I was able to get the achievement. Good Luck!

Tricky but doable solo on a 548 Elemental Shaman.
Some thoughts:
1. Elementals will not despawn when you jump platforms. I used my Earth Elemental to help on Anshal initially, then dropped my Fire Elemental on Rohash when I needed to leap back to Nezir's platform to refresh my stacks. (Although it didn't end up working this way on my successful attempt--didn't need the fire elemental.) This helps immensely for when your cast times are up around 9s due to the debuffs.
2. Stack 15 Lightning Shield Charges before you start the fight. I recommend the Maker's Cradle, which is a thirty second flight away from the raid and full of tight groups of critters that can be Chain Lightning'd down. Hang on to this 15-stack until you're fighting Rohash; it will knock off half his health on 10N, and that plus a Lava Burst with Flame Shock up is about enough to do him in. I used my Heroism here, it cut Lava Burst down to 7s with the debuff (ugh) and was enough to push him over. Lucky Lava Surges will of course help immensely!
3. Ancestral Swiftness was very handy here for pushing out a last little bit of damage while the various cast speed debuffs are active. Elemental Blast counts as a Nature spell, as one might expect, so you can get it off fast and follow up with a Lava Burst before the debuffs hit.
4. Anshal ended up respawning on me right after I got my seven stacks, but without the debuffs from the other two he melted in ten seconds. If you get your stacks and he's respawned, DON'T RESET--go kill him, get your achievement.
5. My biggest problem was the timing on the transition back from Rohash to Nezir--if they've hit 90 Energy, Nezir will start casting Sleet Storm right as you get back to his platform and your stacks will drop. The only way I found to avoid this was to jump to Rohash at two stacks. Jumping at three meant I was coming back as Sleet Storm started.

Tried to solo this on my 540 hunter but found that I was getting killed too quickly. Duoing it, on the other hand, is a walk in the park. Me and a Guardian druid killed one boss each, met up at Nezir, waited for the stacks, and then kill him. The other two never respawned. It helped that our classes aren't gimped too bad by the haste debuff.

Soloed 553 Feral Druid
It went something like this, I think (10+ tries started to bleed together).
- Anshal: kill
- Nezir: rake for small bleed
- Rohash: kill
- Nezir: Build stacks until Anshal's back up
- Anshal: kill again
- Rohash: kill again
- Nezir: jump back for 7th stack and pound him into the ground.
The key is to not leave Nezir until right after he refreshes the stacks. My last two refreshes had less than 1 second on the debuff timer left--very, very frustrating achievement.
As a kitty, be careful with Dash and Stampeding Roar when running towards the air paths. Occasionally, it would bug them out and I'd fall off. Just stop when you get close enough to the edge of the platform and it will make the jump for you.

Just solo-ed the achievement on a 582ilvl Fury Belf warrior lvl 90. (specced into Impending Victory for more heals)
7 easy steps to get 7stacks:
1) kill Anshal
2) Jump and stay at Nezir till you gain 3stacks of the debuff
3) Jump and kill Rohash asap
4) Jump back to Nezir and stay there gathering stacks.
5) Wait till Anshal is active again and let him finish Zephyr cast, then jump and kill him.
6) Jump back to Nezir and gather stacks if you are still short and kill as soon as you hit 7 stacks of Wind Chill
7) Enjoy the achievement.
*PS: I lost the 3 stacks during the Rohash encounter, so just continued and gained the remaining stacks at step 4-6.
Still reached 7stacks and downed the Nezir as the last boss*

I don't know what the !@#$ is happening for me with this achievement but i just can't get it done. When i get around 2-3 stacks of Chilled Wind i jump to Rohash, nuke him and jump back. Nezir is then making a permafrost wave which i can't get hit by which means all my stacks are resetting. Except for that it bugs up for me so i fall down when i try to jump or the special abilities makes me immune to healing so i die.. How people solo this is a myth :(

Mecha-Blast Rocket
to 1-shot a windlord and jump back immediately to Nezir's platform. Non-engineers can also use these.

It's a really easy achievement if you factor in two things:
1. Your stacks of Wind Chill drop off after about 30 seconds and will stack, heck, mine stacked until 14 when someone else finally got caught up.
2. Sometimes, the 2 bosses you just killed (Anshal and Rohash) respawn and you have to run back and kill them.
3. So jump back using the slip streams but do NOT jump crooked/sideways etc. or your stack is going to drop, especially if you are coming back to Nezir. You will fall off, wasting valuable ticks on your 30 second Wind Chill.
4. You DO NOT want these nasty debuffs -- one from the wind boss, Rohash, that SILENCES 100% of your spells until you die (

) -- one from the nature boss, Anshal, that DIMINISHES HEALS by 100% (
枯萎之风
). You get those if and only if that boss is ALIVE and ALONE on his platform. Nezir lasts for about 2 minutes before the other 2 respawn.
5. Any one boss of the three who dies, there will be a 2 minute timer up called

Gather Strength until the 3 repop at lower health.
6. Not a bad idea to bring 3 people along so you can leave one tanky type or healer type to babysit Nezir while the other 2 split up, and 1 each DPS kill Anshal/Rohash.
7. Watch out for any automatic DPS spell or aura such as Thorns, Lightning Shield, Heirloom DPS cloaks, trinkets, and our pally found she had a Prot talent that did nature dmg unwantedly on Nezir leading to a fail on that run.
So working in this above confinement, you basically have time to kill Anshal/Rohash, get the 2 minute Gather Strength debuff, then the party meets up on the frost guy, Nezir's platform to get stacks and finish up. You get a stack when you walk in the blue on the floor, adding 30 seconds to the timer each time a new stack adds. Stack Wind Chill as high as you can, and you may get to 4 or 6 then after getting a FRESH stack to refresh the 30 second timer, hop back to re-kill Anshal/Rohash if Gather Strength is up and Anshal/Rohash respawn... go jump to kill them and maintain your stack if you are quick. The stacks may drop off if it takes too long but never fear. As long as you don't KILL Nezir, you just wait for the last person to get to 7 then pop him off.
You DO need to communicate such hot topics as "I fell off, 10 seconds on my stack." "I'm at X stacks, anyone lower?" "My stacks fell off." "Pop him." Do not let someone space out and not have the right number of stacks, and then refuse to wait and pop Nezir. You really aren't going to see any of your players die if you handle Anshal/Rohash, where the 2 minute Gather Strength timer is done GO BACK AND KILL ANSHAL/ROHASH. You will die if you don't because of their debuffs being left alone on their platform. So as long as those 2 are killed you can focus on getting your 7 stacks. Good to be in TeamSpeak/Vent/etc. I tried typing the number of stacks and wasted too much time so use your voice.

After reading several tips here I found them overly complicated so I'll explain how I managed to do it, as 638 Beastmaster
1) used

to quicly kill Rohash (the boss on the right as you enter, not Anshal like everyone is saying);
2) Jumped to Nezir' plataform, and just auto-atacked him once or twice while I crossed his plataform;
3) Jumped to Anshal and again used all my Barrage
4) jumped again to Nezir plataform, at this time I had 2 stacks, and just waited till I had 7 then I used Barrage again.
At 638 I managed to do this while Rohash and Anshal were still recovering :)

Soloing this as a lvl 100 BM Hunter is proving to be more challenging than I would have thought. Here are my lessons learned so far.
10-man Heroic is not possible to get to 7 stacks of Wind Chill. I got one stack and watched as I quickly ticked down to dead in about 5 seconds. Then I realized that Heroic is not a requirement for this achievement so I switched to normal and had the opposite problem, my pet killed everything by itself before I could get to 7 stacks (Nezir died when I had 3).
Bottom line is: run it in normal mode and dismiss your pet or set it to passive or something and it should be a cake walk.

10-Man Heroic:
*Started on 25 man, but it took just too long to down the bosses to beat the "Gather Strength"*
I read all the posts saying just to do it in Normal, but I didn't have the Heroic Achievement yet and didn't anticipate wanting to come back just to kill the Conclave on Heroic. So I stuck with it and this is how I did it.
Started at
安舍尔
and while running to the run-off point to Nezir dpsing Anshal. Should be "dead" by the time you hit the bottom of the stairs (that's the trigger point). Keep in mind, Anshal will respawn but killing him keeps the healing debuff off of you.
DPS
尼希尔
while running to the opposite side of his platform and sit at the bottom of the stairs and wait for at least 3 stacks of
刺骨寒风
. The *absolute second* that 3rd stack ticks, drop into the wind and head to Rohash. Get just in range of
洛哈西
and dps him down and head back to Nezir.
At this point Nezir will give you your 4th stack (or 5th, depending on how long you waited) and then start channeling Sleet Storm. Run over to the drop-off to Anshal and wait it out. Use your bubbles, or whatever you have to to survive as Anshal's healing debuff will be back on you. As soon as he finishes Sleet Storm and gives you another stack, drop over to Anshal and DPS him down.
Drop back over to Nezir and run to the other side and again wait until the next stack ticks (should be 7, in my case it was 8). Fly to Rohash, kill, return and drop Nezir. Boom, achievement done on Heroic.
Each time you get to Nezir's platform, if you dps him down a little (no dots) he should be nearly dead by the last time you get to him.
Quick point of note: This strategy may be next to impossible with melee as you've got much more turnaround time on each platform, especially since Rohash is rooted to the centre of his platform. I'd be very curious to see if someone does this with a melee using this method.

I have done this on 10m normal, as you can get the achievement on normal, heroic is not needed.
When you enter there will be 3 bosses alive. Except final boss, he's in the middle.
From left to right:
- Kill Anshal on the left platform.
- Then get the stack from the middle platform 'Nezir'
- Kill Rohash on the right platform
After this get back to the middle platform and wait till you get the 7 stacks. After this you can kill Nezir.

I just did this achievement last night on 10m heroic with my enhance shaman level 90 580ilvl
& Let me tell you how hard this was my god. It took me well over 3 hours to get it complete.
I as hell do not recommend anyone to do this on heroic it's way to hard.
The only reason I was able to compelete it on my shaman was because of echo, my burst movement speed & healing otherwise I wouldn't even have been able to do this.
It's 200x easier to do it on normal.

As of Warlords, patch 6.2, this is really easy to obtain. While your item level will only make things easier - I imagine any level 100 can obtain this achievement. For reference, I used my 700+ equipped Arms Warrior.
To make it the absolute easiest, make sure you have this on 10M Normal. (
Mortal Strike 1-shot the bosses
).
1. Kill Anshal
2. Jump to Nezhir. Stay here until you get 3 - 4 stacks.
Position yourself on the edge toward Rohash.
3. Once you're at 3 or 4 stacks, jump over and kill Rohash. Then jump back to Nezhir.
4. You should be able to stay here until you get 7 stacks. Nezhir may cast his Ultimate. Wait until it's over, get your 7 stacks, kill Nezhir.
It's been pointed out that you may have to jump back to Anshal if he's regained his strength. In my completion he did not do this. I only had to wait until Nezhir finished casting his ultimate to get my 7th stack. Once that was done, I simply 1-shot Nezhir and the achievement was earned.

I beat my head doing it on heroic- with all the advise I read, the damage was too high even after switching to a 670 healer! Rohash and Anshal respawn way too fast in heroic to SOLO this boss.
Kill Anshal -> Kill Rohash -> wait on Nezir's platform for 7 stacks > Kill Nezir. done.
If you need the heroic kill too, like everyone else going for Glory, just do it on another toon and skip the headache.

As of today the 7 stacks did not work for me. I followed the simple instructions and never got it. Once you enter 10 man normal you can not enter 10 man Heroic. Just to let us, noob/vets know, cause we tend to forget. Will wait till tomorrow now.

I wanted to add my comment to update this thread a little better as it was discouraging to come on here and read "YOU MUST DO THIS ON NORMAL - NOT HEROIC" because I wanted to complete both parts of the achievement in the same week rather than having to wait. So I read a bunch of strats and especially focused on the comment posted by thebundok and decided to try it on Heroic 10man just to see how it went.
I am a BM hunter at 705 ilevel and solo old content with Spirit Bond and a Spirit Beast pet for the extra heal if needed. I kept my pet on 'follow' and only used him at a few points here and there.
I gave it a go and actually bounced around quite a bit before finally getting the achievements.
The thing I noticed is that even if I lost the debuff, I didn't necessarily have to reset the whole encounter, as I could just restart my process, so I actually had several bosses go through their special abilities and had the debuff fall off a few times before starting the stack again.
For those who don't know the fight or how to get the achievement, each boss needs to be "dead" (which is at 1 health) before they can resurrect themselves, which in heroic is a 1 minute timer. The challenge is the
刺骨寒风
debuff only lasts 35 seconds and refreshes only when
尼希尔
casts it on his platform. So essentially, you need to manage to get enough stacks of Wind Chill while hopping back and forth to make sure the other two bosses are dead after getting 7 and killing Nezir.
First off to start, I hopped over and killed
安舍尔
(keeps the healing debuff off). I literally just ran across the platform and used barrage once as I was running and he "died" by the time I took off for Nezir.
I ran across Nezir's platform to the top of the opposite steps and auto attacked him a few times, while standing waiting for him to stack Wind Chill on me. As soon as 3rd stack hit, I moved into the wind and over to
洛哈西
. I barraged him and he "died" almost right away and I immediately turned around and went back to Nezir.
I waited for a 4th and 5th stack before he cast Sleet Storm, and actually my first attempt my debuff timed out before he cast Wind Chill again. I just started over and waited for 3 stacks again then went back to Anshal, landed and barraged, then turned and went back to Nezir.
I want to make note that I repeated this part several times because if you miss the wind port and accidentally jump to the side, the time it takes for you to spin back up and land on a platform will make you miss the next stack. The same goes for if you get caught in Rohash's special ability - it just takes too much time to get back on track. Easily soloable on whatever difficulty (10, 25, normal, heroic) you want in Legion.
1) Go left, kill Anshal.
2) Go to the middle, stand around and wait for Nezir to give you 3 stacks.
3) Go to the right and kill Rohash.
4) Come back to the middle and get another 3 stacks. You'll probably start to take a little damage here.
5) Go kill Anshal again.
6) Come back to the middle, kill Nezir after he gives you your final stack.
7) Go kill Rohash again.

This is super easy at 110 with a Warlock
1. Use Affliction - select "Absolute Corruption"
2. Go left - put Corruption on Ashal. He'll probably die by the time you move right to 2nd platform.
3. Ignore Nezir, move to right and teleport over to Rohash
4. Put Corruption on Rohash. He'll take a little while to die because of shield, but he will die.
5. Portal back to Nezir.
6. Wait for 7 stacks of Wind Chill. (Do not worry about other 2 bosses. When they gain strength, corruption is still ticking, and will take them back to 1 HP in seconds)
7. Kill Rohash, collect achievement

as a guardian druid in Legion, I just went to Nazir's platform, got 7 stacks and then hopped to 1 of the other bosses, "killed" him, hopped back to Nazir then over to the other bossed "killed" that one then finished off Nazir. :)

Given that the game has moved on and the DoTs are now mostly inconsequential at top level, I had more trouble dealing with time more than anything (namely the time to stack Wind Chill, the short time for it to wear off and the shortened time of Gather Strength to 1min rather than the original 2min).
Here's an amended approach to Glitterangel's method that I took as a BFA Outlaw Rogue:
Skip Anshal/Rohash, go straight to Nezir.
Pull (but don't kill) Nezir, stop attacking. Start stacking Wind Chill while moving Nezir close to the wind bridge towards either Anshal or Rohash.
Once you've got 6x Wind Chill, you've got 30 secs max between now & receiving your 7th (due to WC wearing off). Take the nearby wind bridge to your choice of wind lord. Rush over, kill them - At this point, you've got another timer (60 seconds) to kill the other lords before Gather Strength brings them back.
The moment Anshal/Rohash is dead, rush back to Nezir's platform. Stick near him to refresh Wind Chill and get your 7th stack.
At this point, it's the point of no return. Kill Nezir, rush over to the remaining lord's platform.
While flying over to the remaining lord's platform, check you still have Wind Chill x7 and kill them. If you managed to beat both timers, the achievement should pop.
The lords are not quite one-shot during the BFA era, so don't worry about a ranged pull one-shotting them.
Any abilities to move quickly (e.g.
Sprint
,
Grappling Hook
) will help a lot.
If either timer expires (Wind Chill stacks wear off or a previously-killed wind lord comes back), disengage and all three lords will pop back.

All these comments seem to now (L120+) be just making a simple thing complicated. Kill Nezir last. That's it.
Keep knocking down Rohash and Anshal to 1%, get 7+ stacks of wind chill from Nezir and once both Rohash and Anshal are at 1% (watch all 3 boss' health bars on your UI), make sure you have the stacks and finish Nezir.

Did this on 120 prot warrior. From where you start, head to Nezir, don't agro the other bosses. Aggro Nezir (I used taunt). Move yourself towards Anshal's platform as if you're about to fly to it but don't. Wait for 3 stacks of windchill. As soon as 3 stacks hit, fly to Anshal's platform and drop him (I used crucible to one-shot). Hurry back to Nezir. As you're getting stacks 3-6, walk yourself to Rohash's platform as if you were going to fly to it. Wait for stack 6 of wind chill. Fly immediately over to Rohash and down him (I used crucible again to one-shot). Quickly come back to Nezir's platform after downing Rohash. Get the 7th stack of windchill, immediately drop Nezir as quickly as you can.
If you did it fast enough, the others won't gather enough energy to reform themselves. Easy achievement.

Go to Nezir, pull the boss and get 6 stacks of Wind Chill. Once that is done, jump to any other boss and nuke that one. Go back to Nezir, get the 7th stack, jump to the other boss, kill that one. go back to Nezir and nuke that one last.

I have some friends trying to do glory of the cataclysm raider but as of Shadowlands it seems to be impossible to do "Stay Chill" (getting 7 stacks of Wind Chill before killing Nezir).
First of all the wind carrying you from platform to platform seems to be bugged as it disappears and takes a while to reappear.
The second problem I noticed is the rate at which the debuff (Wind chill) is cast. It seems to be very low in comparison to pre-Shadowlands. Adding to this is the fact that the bosses seem to stay in the middle of the platform spamming a AOE damage skill.
Lastly they get a debuff (Withering winds) that reduces healing received and increases damage taken. I can't seem to recall that this was a problem when I did the achievement but now it is absolutly decimating them. This makes me think that maybe the debuffs in this raid hasen't been scaled correctly to the new max level and is doing more damage then intented.
Anyone else having problems or are we making a mistake ?

hey so trying to do this after shadowlands launch at lvl 50 but i can't ever seem to get with more than 4 stacks of wind chill, am i doing something wrong here or just very unlucky with rng. i am literally just sitting in front of nezmir waiting to get hit by debuff and nothing.

As of patch 9.0.2 this encounter is definitely bugged.
The three bosses are supposed to accumulate energy slowly (1 energy per second) and when their energy bar is full (90) they cast their 'ultimate' which in Nezir's case is
暴雨
. Casting their ultimate then drains their energy back to 0 and the cycle continues.
The issue in 9.0.2 is that their energy bars fill to full almost immediately and even
during
casting their ultimate their energy immediately fills back up.
Now this is an issue because if Nezir's energy is at full he's continually casting the channeled (15 seconds) spell
暴雨
...and therefore he's not casting
刺骨寒风
, which is the debuff you need to stack.
Now there's a second or two after he finishes channeling
暴雨
before he realizes his energy is still full and begins casting
暴雨
again, in that time he may cast
刺骨寒风
and you might be able to get a stack or two but it's very hit and miss...getting to 7 stacks is an impossibility.
Am going to log an in-game bug report myself, I'd recommend to anyone else trying for this achievement to do the same!

there's no point trying, you need the Energy Bar to go down but it staggers at a constant 9 - 10 meaning you can't get the Stay Chill debuffs.

After the hotfix today, this is once again possible to get. I did this on a level 60 Demon Hunter, but it seems like any class with high mobility will do.
I started on the Nezir platform, pulled him toward one of the jumps, and waited for the debuffs to stack. As soon as I got the 7th stack, I killed him and jumped to the nearest other boss. I don't think it mattered which boss I hit next since I was just trying to outrun the debuff timer. Keep in mind that currently Nezir will probably reach 90 energy right after you get the 7th debuff stack, so you have to be quick about killing him as soon as you get it. From there I just raced between the two other boss platforms and managed to get it with about 1 or 2 seconds left on the timer.

After hotfix I tryed this achivement, I could last long enough to see 7 stacks with my lvl 60 rogue. I just wanted to be sure and waited for 9 stacks and killed all of the 3 bosses but I could not get the achivement for some reason....
After that I gave it a shot with my lvl 51 monk. Raid is still extremely buggy after 7 stacks I died a couple times while trying to kill other bosses.
So my final strategy was going to Nezir and wait for 3 stacks. ASAP I got the 3 stacks of wind chill went for other boss killed it and came back.
and I waited 2 more stacks so as soon as I got 5 stacks I went for other boss killed it came back to Nezir.
And finally at 7th stack I have killed Nezir and got the achievement.

Definitely doable, just got it after 5 wipes. As of 9.0.1, the boss is bugged and once a boss reaches 90 energy, it will spam cast its ultimate ability as it keeps regenerating energy at the same rate it loses it.
• I started on Nezir's platform
• Pull Nezir, but do not kill him, just stand there.
• Wind Chill will stack on your character every 6ish seconds or so. At 5 stacks, jump from Anshal's platform (doesn't really matter which one you jump to)
• Kill Anshal and jump back to Nezir's platform. Gain 1 stack (6 total) of wind chill
• Nezir will reach 90 energy at this time and cast his ultimate.
Pop a cooldown if you are taking a lot of damage on a lower level character
• At the end the ultimate, Nezir will fight for about 10 seconds before casting his ultimate again. This is enough time to add 1 stack of Wind Chill (7 total)
• Kill Nezir and then jump to Rohash (the last living boss) and kill him.
If you are quick enough, you can kill Nezir and Rohash before Anshal regenerates. If not, there is probably enough time to go and kill Anshal again (not tested).

I just did it very easily!
What you wanna do is:
- Go to nezir (10 man normal)
- Get 5 Stacks of wind chill (boss will be close to 90 energy)
- Go to Anshal and kill him, then go back to nezir
- After nezir finishes his special, wait for 7 stacks then kill him
- Swap to rohash and kill him asap
Result: Achievement earned!

It seems bugged, but this worked for me (in 10 Normal):
- Kill Anshall
- Jump to Nezir, takes his HP down, but don't kill him
- move close to airbridge Rohash and wait till you have 7 stacks
- At 7 stacks, throw some dot on Nezir while taking airbridge
- Kill Rohash asap
For me Anshall wasn't back up and I had enough time to get the achievement

Can confirm that in current patch (9.1.0) this works as intended, I just did it in 25 man HC.

Easiest method yet, no back and forth between bosses:
1) Go left, kill Anshal.
2) Go to the middle (Nezir), stand near slipstream to Rohash.
3) Wait for Nezir to give you all 7 stacks of Chill.
4) Kill Nezir
5) Go to Rohash and kill him before stacks wear off
6) Achieved!
This method probably works in reverse, moving counter clockwise through the bosses

My approach to this was a little different to what others had done:
-Get naked. I always do this to avoid having my equipment proc a damage-causing response to incoming damage.
-Go to Nezir, stand near the slipstream to Rohash
-Target Rohash from Nezir's platform, wait until you have at least 5 stacks of Wind Chill
-Watch for Rohash to cast Wind Blast, and as soon as it's done, go over to Rohash and kill him
-Go back to Nezir, stand near the slipstream to Anshal
-Wait until you have 7 stacks of Wind Chill (Rohash will probably be about 75% of the way to going active again by this point)
-Kill Nezir
-Go to Anshal, kill him
I did it this way because when I would try killing Anshal first, after 6 failed attempts due to Rohash always hitting me with Wind Blast when I got to his platform, I decided that it was important to be able to choose when I want to go to Rohash's platform rather than being in a rush to get there before Wind Chill drops.
