Razorscale can be brought to the ground by letting the friendly dwarves repair the
Harpoon Guns
. She will no longer fly up once her health is reduced to 50%. As long as Razorscale is on the ground, she will use
Flame Breath
, dealing 17500 to 22500 damage in a frontal cone. Bring
Dark Rune Guardian
dwarves to low health and drag them into this cone to kill them.
The Dark Rune Guardians only spawn when Razorscale's is in the air, so they will have to be offtanked until ground phases. Note that the achievement can be done incrementally: each Flame Breath kill counts towards the achievement and the counter never resets.
To not let the offtank eat the Flame Breath, the Main Tank could taunt a few off the offtank before Flame Breath is cast.

He does the Flame Breath when hes dragged down by the Harpoons aswell. I dont know if that one counts, but it would make more sense that you gather up a bunch of guardians and put them infront of him when hes dragged down.. But its theoretical

When starting this event we would have two tanks.
Tank One would pick up all the adds up when they spawned and tank them at
Point A
as shown below. Tank Two would taunt off all the
Dark Rune Guardians
and tank them in the center at
Point B
.
Tank One will then tank all the
Dark Rune Watcher
and
Dark Rune Sentinel
that spawn so that they can be DPS'd down by the raid.
Once both of the turrets are ready to be fired, have Tank Two go activate them and drop Razorscale.
-Do not switch DPS Razorscale-
Use Single Target DPS (avoid DoT effects) and bring all the
Dark Rune Guardians
down to less than 15,000 HP. Right before the ground phase ends Razorscale will
Flame Breath
the area directly in front of him.

will count for this achievement.*

It will take you multiple tries to get this - First Time, we got one. Second time we got 8 and the third time we got the remaining 16. Just takes some practice with juggling adds. The counter does not reset at all and you will get the achievement without killing Razorscale.
This same strat can be applied to heroic with more tanks since you will have more adds. The breath damage from heroic does
17k-22k
instead of 15k.

This achievement is designed to be obtained over the course of multiple IDs. You can do it all in one sitting, of course, but it's silly to not just get a couple credits each week.
The breath does ~10% of the dwarves' health, at least the Watchers. Get 'em to about that mark, stop DPS, and have the add tanks drag them in front of her during each harpoon phase. Easily done.

A very easy way to increase the margin for error with this achievement:
Allow Razorscale to hard enrage (takes about ten minutes from beginning the encounter). Her breath will hit far harder, so hard that it will oneshot whoever it hits and she will wipe the raid in short order - but it will also completely oneshot the adds.
If your raid is having difficulty coordinating this achievement, consider gathering up a large number of mobs at high health, then allowing the boss to enrage and oneshot them all.

i have a question.... if we kill adds and dont have enough for achivment, can we wipe before we kill boss come back and adds will be there again? or we must wait 1 more week so we get the rest of the dwarfs?
can we do like: kill all exept 5 than boss kills those last 5, we wipe and do it again?

If you want this achievement, a very easy way to do it at 85 is to have your tank run around picking up all of the guardians while having DPS kill everything else. Continue to pick up guardians until She berserks(15 mintues into the fight), then bring her down with the harpoons. By that point you should have much more than 25 on you. When she's berserked she will deal 900% more damage so she can deal around 180k damage to the adds. Just make sure that they all get under that number, which the tank should be able to do on their own as they pick them up / wait for more adds to spawn.
This way you won't have to worry about overkilling the adds since they need to be at around 20k health otherwise to die to her breath. Hope this helps.

I just grinded this out solo and have a tip for anyone still needing it, since no Glory of Ulduar PuG I've been in has ever done this. I was checking out comments saying you could force her to berserk early but I couldn't make it happen.
After several tries I discovered that the trick to making her berserk early is to let the Iron Dwarves kill the engineers setting up the harpoons. Obviously they need to have set them up for you to use first which is where the "use 3 harpoons and leave the 4th alone for a minute" method came about. But if you get aggro on all the Iron Dwarves they won't target the engineers and she won't berserk no matter how long you leave the 4th harpoon unused.
The engineers should have enough HP to set up all four harpoons without you grabbing any of the Iron Dwarves but I usually took the first group and stood off to the side and let the rest aggro to the engineers and kill them. Was able to get roughly 10 kills each attempt this way. Her flame breath combined with all the mobs on me killed me each attempt but you can't bring her back down without the engineers anyway.

This is bugged like mad. Did this 4 times on my hunter having 40+ mobs collected on my pet and letting Razorscale enrage and one shot them to only have gotten a total of 7 out of all of that.

The Breath even on 25 man seems to do almost no damage at all, even when enraged. I'm starting to think the bug lies within the hit box of the flame. Just had around 15 guardians around 30k hp around me, I enraged him and got hit by flame, flame killed only about half of the mobs, and only 1 of the kills counted toward the achievement >.< Done this several times, sometimes nothing happens at all.
Update
: Had the most success when killing off everything but guardians, and keeping it to about 4-5 guardians only. So there was only 4-5 mobs alive in total each time I got them breathed on, and I lowered all of them to under 25k hp.

To those who believe the achievement is bugged (as I initially did looking here), make sure you realize this one fact:
Only the
Guardians
are counted. This means the
Watchers
and the
Sentinels
can be killed to utterly trivialize this achievement.

I thought it was bugged too but I noticed something when I solo'd this achievement on 10m and the 25m the next week on my priest.
As she did the breath, I would mindsear the targets and then it would count. I tried just bringing their health down and then standing in front of her, waiting for the breath. I would have 5 up but it'll count for one. When I started mindsearing as she did the breath, it'll count for all 5.
Something worth trying in case anyone is having trouble with soloing this

This and the 10-man version isn't bugged, it's fairly easy to pull off. Ignore all the comments saying it's bugged (unless it was easier in the past, I don't know). It's just a fairly hard achievement because of the mechanics.
First of all, the boss doesn't 1 shot the guardians, in fact it does very low damage. I found myself having to bring the guardians down to about 15-20k health.
Just start the encounter, get aggro on all the mobs that spawn but don't damage the guardians (kill the watchers and sentinels), you may want to stand back and let the dwarfs in front of the turrets get killed so they won't interfere.
Now if you have some AoE ability like arcane explosion, blizzard, blood boil etc... which does equal damage to unlimited mobs and doesn't apply a damage debuff, start damaging them. Granted you didn't damage them beforehand they should all be going down equally. You could technically get all 25 at once this way if you can tank the damage they do.
As a blood DK (shocker) I just placed a death and decay on them, then spamming blood boil until they were around 10k. Got as many as 9 at once myself doing it this way, there were some annoying moments though were my bloodworms killed a few guardians, but you'll get it eventually.
Lastly if you hadn't realized, you don't have to do all 25 at once or during the same boss encounter.

Very easy method to do this, use $%^&ty weapons at 90, for example the level 80 weapons you might find in Ulduar. They will reduce the damage you put out on these adds significantly. I did it on my druid in bear form swipe pulling the adds around with

so they didn't die from 2-3 hits. I kept all the adds alive and just ate the breath. It took me quite a few attempts to get it, but it wasn't all that hard as people say. You can also use any sort of combat dropping ability to reset her as well such as shadowmeld/feign death/vanish.

Still bugged . Even if u kill 4+ at the same time it will only count as 1 , 2 if u are rly lucky. U can still do it , it will just take a long time

I have seen a Blood Death Knight solo this well past her enrage timer. It seemed easier that point since her breath would deal more damage to the Guardians needed for this achievement.

I haven't tested in 10 man yet but I can confirm as of now (11th October, 2014) that this achievement is STILL bugged.
I had 4 Guardians at 10k hp.
I took her down, the breath killed them and did not receive credit for anything.
One thing to remember as well (if you are wearing the DPS legendary cloaks) is to remove them.
You may be looking to take down the hp of one of them while already have one low hp Guardian on you. The proc will most likely pick off the low hp one (and quite possibly the high hp one).

Problems I had and how I did this as of 6.0.2:
First, the achievement is bugged (though possibly intended) so that you only gain 3 credits per flame breath. I tried multiple times and it seemed to be 3 I got no matter how many more I had die. The best way I could find to do this was wait the 15 minutes and allow her to berserk. While she's berserking she'll one shot the guardians, meaning you don't have to worry about killing them by accident. I suggest removing your legendary cloak if you're a dps as you might end up attacking unintentionally and then doing too much damage to the surrounding enemies.
Make sure to get aggro on the guardians in anyway you can, whilst killing the Watchers and Sentinels - an easy way to do this is to unequip your weapon and punch them if you don't have a weak enough ability to hit without killing. After that it's just rinse and repeat. This will take a long time, but it's worth it in the end!

Soloed as of 6.0.2 as a 533 Ret paladin.
Since the achievement still seems to be bugged (Credit not being given for mobs sometimes) advice I would give is to wait for her enrage before you start kiting the Guardians around with you. Just kill the adds as normal.
When Razorscale enrages, she deals increased damage with her flame breath, which means you don't have to worry about dpsing the Dark Rune Guardians down any. Just pick them up, kill the Watchers, keep the npcs alive, etc.
Self healing helped a lot when there was a large group attacking me, would definitely recommend any paladins giving this a try to spec into Selfless Healer.
Overall it took me about 37 minutes due to the achievement being buggy and giving credit at random.

I wasn't getting more than 2-3 credits per pull so waiting 15mins for her to enrage was kinda pointless. Here's what I've learned (doing this on the Friday and Saturday after 6.0.2).
- I was only getting 2-3 credits per boss pull, not per breath (6 hours of trial and error and I never saw more than 3 credits, mostly got 2).
- You have to do a certain amount of damage to the Guardians to get credit. I believe this is the key (thanks,
Demonrider363
).
- Check "Stop Auto Attack" in Interface/Combat so you don't one-shot the Guardians while you're cycling through your targets.
- Take off your legendary cloak and weapon, and spec Yersa's gift. Make sure Bear form has Growl on the bar because you'll want it.
- Let the adds kill the Defenders since they will steal kills from you if you kite over them while Razorscale's down. You can also kill the Defenders on the sides if you're bored by running the adds over them. Occasionally, the Defenders will fight back and aggro the adds.
After the Defenders are down, kill everything while you wait for the first set of turrets (Guardian health is just easier to manage this way). Get her down to 65%~ then back off since she'll stay grounded at 50%. Now you need to kill everything but the Guardians as they come out while you wait for the turrets to get up again. Once the turrets are up, get her below 50% to ground her. Depending on how damage you're doing, hit swipe 2-3 times to get the Guardians down as low as you can get them without killing them (remember, you need to do roughly 50% of the damage to them to get credit). Keep yourself alive (this was easier as Feral than Guardian for whatever reason) while you sit through 3-6 breaths until everything is dead... in the off chance you get credit for them;
You can reset her by running back towards Flame Leviathan. She'll reset at the top of the stairs. Should take about 13 or so pulls.

This achievement isn't bugged, the mechanics are just difficult to figure out. As a 558 ilvl Windwalker monk I completed this achievement after a few attempts. Throughout the first few Flame breath's of Razorscale I was wondering why I was only earning roughly 2-3 kills for the achievement even though I watched as 7 or 8 Rune Guardian Dwarves died to the boss, and I knew for a fact that I did not kill any of those Dwarves. Although, I figured out a very easy way of completing this annoying achievement.
Step 1
:
Allow all of the Dwarves to kill the friendly defenders. The defenders will end up taking your kills once you get the dwarves low enough to die to Razorscale's breath. Also,
make sure not to let your engineers die!
The engineers are the ones building up the harpoons, so if they die there is no way of bringing down the boss.
Step 2
(Optional, but advised):
Wait until Razorscale enrages. It may take about 10 minutes but it is well worth it because her Breath deals about 60-70% of the Dwarves' health while she is engraged.
Step 3
:
Gather up
ONLY
Dark Rune
Guardian
Dwarves. Im not 100% sure if this is a factor of not getting credit for kills, but it is very easy to control. Simply kill all of the Watchers and Sentinels as they spawn, and make sure not to damage or kill the Guardian Dwarves because it makes Step 4 easier. Also, the Watchers and Sentinels do not count towards this achievement.
Step 4:
When you have a group consisting of only Guardian Dwarves, fire all four harpoon guns, and Razorscale is on the ground, AoE all of the dwarves to about 50-60% health, you'll see why in Step 5.
Step 5 (And the reason that everyone has been struggling with this achievement):
When Razorscale is casting Flame Breath start AoEing your adds so you are simultaneously casting while she kills them. If you are not AoEing them while she kills them or near their death you will not get the credit to her kills, but also be careful not to kill the Dwarves before she does.

did this tonight on 557 ret pally, the key is that you doing AoE attack when she breath fire
longer version:
- dont use any dps legend cloak if you got any
- dont let the engineers die, get the aggro from dwarves, dps down the dark rune guardian until around 50% if you can
- wait and use the 4 harpoon, dps her until she stay on the ground
- as soon as she use flame breath, use your aoe skill to kill the guardian (approximately 2 seconds he channel the breath)
you got the kills for achievement (i got around 10 per run by doing this). Reset her and repeat until you get the achievement. Good luck

To all "its not bugged, you are just doing it wrong"
mm okey, then how come Razorscales breath do 0, that's right 0 (ZERO) damage to the mobs, they burned and went blue, nothing died.
Tried bring em down to under 10%, saw them at 14.3k hp, had a mob targeted...Saw the breath, saw the targeted mob go blue, still 14.3k hp.
Ok, then i tried to kill the mob at the moment it was blue with fire, nope, no credit was given.
So no, it is surely bugged and only work in some cases.
And no, there is no "mechanics" to understand, have mobs infront of boss, boss do breath, breath kills mobs, even a cat can figure out that "mechanics".
Tried this 8 times now, nothing works.
So yet again, dont write to people that it´s not bugged, when it clearly is.
If 4 guardians die from fire, and you get 2 credits, its bugged.
If you have to AoE guardians at same time she cast breath to get credit, its bugged.
If the mobs dont take damage, its bugged.
It´s not fully functional and working as intended because some of you have found some fix for it that "kinda" works.

This achieve is screwed up somehow (as many have said). You can have a ton of guardians (yes i know sentinels and watchers don't count), have his breath kill them all and get credit for none.
To top it off the boss is a crap design too. To get him to reset you have to run all way the back to the ulduar entrance and exit the raid. I had to get him on berserk to pretty much kill anything.

Having tried and utterly failed on this achievement last reset (1/25 after several attempts), I did the rest of this achievement last night. Let me share my experience.
First of all, this achievement is indeed very odd in the way it works. Not only does

inflict insignificant damage, making it incredibly difficult to kill the dwarves with it, but even if it does, the achievement doesn't always award credit for it.
One recurring tip I've seen in the comments is to wait for the enrage timer to run out, causing her to kill the dwarves almost regardless. I never got this to work, the enrage timer is 15 minutes, making it very impractical as well, and she hits hard during this time, so not everyone will be able to survive it for a particularly long time. In other words, don't do this.
This achievement requires
patience
, above all things. There are also a number of other things that will make it easier for you, but is by no means a requirement:
Long duration CC (as a druid, I found

For this achievement, you want to make yourself
as weak as possible
. For that reason, I ran in buffless. I also unequipped all gear that didn't have armour on it, including the legendary cloak. The reason for this, was because I didn't want to lose any mitigation—the dwarves don't hit for much individually, but when you run with 20+ on you, it's starting to hurt somewhat, seeing as how healing with low rage generation is quite limited (if this is not the case for you, then lucky you).
On to the strategy.
When you start the encounter, there will be dwarf warriors out on the boss ground. I tend to let the iron dwarves kill them to not have them kill the iron dwarves while I kite them around. While this happens, dispose of the
Dark Rune Watchers
and the
Dark Rune Sentinels
. No need to carry around more than you need. Be prepared that when the dwarf warriors are down, they will immediately go for the engineers. It is at this time the

may come in handy. Just make sure to keep them off the engineers.
I hit the
Dark Rune Guardians
once with
. This tends to take them down low. If not, I fine tune it with
. When more machines emerge from the ground, I root the iron dwarves on me with

, to make it easier to target and generally deal with the incoming iron dwarves. It also eases off the incoming damage for a little while.
When you have a decent amount of
Dark Rune Guardians
on you, everyone low on health, make sure no more machines are about to emerge and bring

down. Position yourself in front of her, and DPS her if you so desire (just don't make the mistake of using abilities that hit more than one target). When the stun wears off, she will start casting

.
This is the most important part. When the breath goes off, use an AoE attack to kill the dwarves.
Timing is paramount. Don't use the AoE too late nor too early. Use it approximately ½ of a second after the breath goes off, i.e. make sure you see the breath clearly before using the AoE attack.
In short:
Pick up
Dark Rune Guardians
, clean out
Dark Rune Watchers
and
Dark Rune Sentinels
.
Bring them down low without killing them (take off more gear, maybe even the weapon, if you have issues with this).
If you want to, use CC on the
Dark Rune Guardians
on you to handle new adds easier and ease off incoming damage.
When you feel you have enough, bring down
锋鳞
and position yourself in front of her.
Ca. ½ a second after
烈焰龙息
goes off, use an AoE attack. Make sure you see the breath before you use it.
I don't know why this works, but it does, and it does so consistently in my experience.

Definitely "broke" right now but totally doable...
Consider this as well:
HUGE

have just been made in
ALL
dungeons/raids.
There will be some growing pains while the live changes are used more broadly and things are tuned due to incorrect scaling of some abilities.
Did this on my 554 Combat Rogue, Shuriken toss works wonders for gathering up adds. As mentioned in other posts removal of weaps/stats is usually a good idea, pieces with Armor are a must have for mitigation. I had an ilvl 112 sword from an earlier dungeon run that worked out pretty well so I could use my leeching poison.
Enrage definitely helps A Lot if you can survive well with a pack of guardians on you while being sure that the engineers don't get touched. I finished up in about 30 minutes after getting to enrage and getting my rotation of killing down.
Letting the engineers die
will ensure that you spend much more of your precious time trying to accomplish this achievement. With that being said, if the management of your pack of guardians falls short and the engineers start getting hit;
kill everything
and wait until after 3 harpoons are in to get your pack going again, click the 4th when ready to kill.
Its really just a matter of add management. Gather the adds up, weed out the Sentinels and Watchers, get the Guardians to around 25-50% then give it a shot. Pop an AoE ability right at the cast of breath for the best chance or just before with

since it ticks pretty weak. Expect to only get about 2-4 kills added to your total
per breath
, even if you have a huge group of them (10+). With my luck the biggest group that she took down at once was 6, I must've had at least 15 on me. Expecting more than that will only leave you frustrated and you'll spend more time managing huge groups of adds for nothing. Many times there were only 2. With persistence you will get to 25.
If your engineers die hope that you have a

type ability so you can get out of the fight. It is best to use the ability after nothing is attacking any of the expedition fighters so that the fight will actually end.

This is definitely bugged as said below,as i did the 10 man one the same way and it gave credit. The 25 player one hasnt given my credit yet for any of the guardians yet for some reason.
It seems u must aoe them as the Flame Breath hits or you dont get credit ..

Ok, some confusion in the comments. I literally just did this achieve, did it all in 1 run (even after sort of messing up the first 2 waves). Warlock instructions to follow:
As a warlock, unequipped everything without armor and my weapon. Use Rain of Fire to pick everything up as it spawns, but so they'll eat as few ticks as possible of RoF. Keep everyone as high as possible until the turrets are up. Click the 4 turrets, go run to your position for the breath.
Now pay attention. Use Rain of Fire to slowly take down the adds. Position it so you can sidestep out of it and they'll follow you when you need to. Get them to around 50%. Now when the breath comes, look for them to turn blue: when they do, Fire and Brimstone + Conflag on the adds. You have to 1 shot them, whatever you don't kill with that 1 spell won't count. I got 8+ in 1 breath doing it this way -- much, much easier than trying to melee everything down.
As you're getting close to the berserk (DBM-WotLK module helps for this), just don't activate the 4th turret. Keep collecting adds, and time it so he berserks while on the ground for added breath damage.
Really, really easy. The adds don't hit hard enough to really be a problem, never used a defensive or healthstone and stayed >80% hp the whole time.

As of 6.0.3 this appears to be fixed. Completed this tonight with a ret pally and enh shaman. The trick seems to be getting the guardians to less than 10k health before pulling Razorscale down with the harpoons, as that seems to be how much her breath does to them. I unequipped my 2-hander and concentrated on killing Watchers and Sentinels while trying not to kill any Guardians, and the shaman took off his main hand and gathered the Guardians and whittled them down. When all 4 turrets were fixed and we had the adds ready, we activated the turrets, pulled the Guardians over in front of her and waited for the breath. We eventually hit the enrage which required some healing from time to time, but managed to get them all.

I've been at this for 2 hours with my rogue. I pick up like 40 Guardians, DPS them down a bit under 50%, wait for berserk, bring her down, she casts Flame breath, one-shots a pack of dwarves while I keep AOEing them down like everyone says and... nothing. 0/25. I seriously don't understand what I'm doing wrong.

this is the last achievement I need so I can ride on... Razorscale.
So far the only way I've managed to get some to count toward the achievement is to make her kill them
without
enrage, strangely enough. Get her on the ground permanently and she'll cast Flame breath often enough to kill some dwarves over time. Only downside to this is that no more dwarves spawn when she's on the ground. I guess I'll just keep doing this and Vanishing to reset the fight, because the Enrage strat has done absolutely nothing for me.
EDIT : Seems like the page for the 10-man version has a very important information that I don't see on here... Apparently you must damage the dwarves AFTER she lands for the kill to count. Without killing them yourself (unless they're still burning blue, but that lasts... what, 1 second ?). So I guess meleeing them all slowly or AOEing them carefully while she's on the ground is the best solution.
For the record I still got my achievement with the strat I described above, it took like 7 tries. All in all I don't know what I was doing wrong... or

There seems to be a lot of misunderstanding about this achievement.
You do NOT have to let them die by the breath alone. They count as dead if they die while AFFECTED by the breath. So, after Razorscale casts the breath, they become blue, affected, for around 4 seconds or so. Enough to cast one strong aoe - Arcane Explosion, Bladestorm, etc - and they will die and STILL count towards the achievement. Getting them to under 10 % is extremely hard and very often bugs when it is supposed to count towards the achievement.
So, in conclusion - let them get hit by the breath, then finish them on your own VERY quickly. Ta-da. Grats on mount.
Another thing - you can reset the fight as long as you like by running away, the dwarves already killed keep counting. That is how I finished it in one run.
P.S. Warrior only tips - Dragon Roar pretty much one shots them, because of the guaranteed critical strike, so that's the best aoe to use when they become blue. Also, to keep them off the engineers - use the aoe from Heroic Leap, it hits low enough, alternatively, you can afford to use 1x thunder clap - if you use it twice, it may kill them, so keep that in mind.
Also, because there is a huge chance you may get eaten from damage when you pull them all on you, I advise you to make a macro targeting the Dark Iron Watchers - they don't count towards the achievement - and killing them for the victory rush heal.

What i did was:
1: Start the Encounter
2: Ensure the safety of the engineers
3: Once all 4 turrets were up, leave them be. Don't activate them.
4: Stay as far as possible in the back, on the stairs if you want. Don't go too far otherwise you will reset.
5. Once there are enough guardians (the amount of guardians depends on your survival-ability and kiting) As a hunter i just feign death and let my turtle tank the few adds that came running to it. Most of the new adds that will spawn will stay back and on an occasion a sentinel will run to you. If you like you could kill the adds that you don't need
6: if you reached the amount of guardians u wanted, shoot all four turrets.
7: dps the dragon down till she remains permanent on the ground.
8: Collect all adds, pop def cd's and stand in front of the dragon till she burned all down.
9: Check your achievement too see how many you still need and repeat step one all over.
With this method there is no need to waste time to wait on enrage and collect too many adds that will kill you, also this will make you rely less on other people to join along with the possibility they might mess up and kill the dragon too soon. Also i would advice to do this as a class that can take hits or have pets that can take the aggro. Other classes can probably too but imo plate/mail classes are better.

First, it's obvious that only Dark Rune Guardian will count in the achievement.

The thing you need to do to make it works is
DEALING DAMAGE (at least one) TO THE MOBS WHEN THE BOSS IS ON THE FLOOR !
So, aggro mobs when the boss is flying, but keep in mind that you need to damage them a bit after using the turrets, without killing them. After doing this damage, every mob killed by the drake will count for the achievement.

The best tip I can give to anyone who is trying to solo this achievement:
As long as you kill the Dark Rune Guardians within a half a second or so as Razorscale casts his flame breath you get the credit for the achievement.
If you can put out high enough dps you can get both achievements in one pull.
1. Start the encounter and aggro everything. There is no need to get the Guardians to low hp (unless you cant oneshot all them later). Make sure the engineers stay alive so that they can repair the harpoons.
2. This will take some time, but eventually you will have 25 Guardians alive (kill all the other mobs if you have trouble staying alive).
3. Shoot all 4 harpoons and position yourself between the harpoons and Razorscale's face.
4. If you want to do both achievements in one pull dps Razorscale down to 49%.
5. As Razorscale's stun wears off he will immediately start to cast his flame breath ability.
6. After he finishes the cast and you can see the flame breath animation instantly kill the adds. (I used Dragon Roar. Any strong, instant aoe ability should work).
7. If you timed it correctly you will get the credit for the achievement. (Achievement will pop up immediately, NOT after the boss kill).
Some notes:
I did it on a 581 ilvl fury warrior. I unequipped my legendary dps cloak and helmet with the legendary gem to avoid random damage to the Guardians. I used protection legendary cloak and helmet for more survivability. Defensive stance also helps.
If you can't survive long enough to get all 25 Guardians or you just want to get used to the timing just try a few times with less adds and then reset the encounter. (You can only reset it when Razorscale is on the ground and below 49%). The only other option is to die by aggroing all the adds and standing in the fire.
Last note: You don't have to kill all 25 Guardians in one pull. The achievement will never reset.

Did this as a SPriest and it was quite easy. I'm 542 iLvl and I didn't remove any gear for this.
At first, kill any watcher or sentinel by using Shadow Word: Pain. Let the guardians kill all the NPC that fight back before doing anything else (these NPCs can kill Guardians if they stack and you don't want that).
After friendly NPCs are dead, use ONE Mind Spike on each Guardian. With my gear, I got them around 19% health (some dies with crit, that's ok). Keep counting until you have 25+ (or the number you need).
Bring down Razorscale and wait for her breath. To be sure that everything will work, as soon as she breaths, use Halo to make sure the dwarves die.
Surviving the dwarves is easy with just PW: Shield. Also feathers if you want to kite.

If Razorscale enrages, then she will one shot the dwarves. So don't ground her permanently, just keep bringing her down to cast her flame breathe on the dwarves each time. Just be sure to let the dwarves and sentinels kill off the friendly defense dwarves so they do not give you difficulty through the encounter.
As well, sometimes it does not register the dwarves being killed well, just keep at it.

TL;DR:
You must tag the Guardian without killing it, hit it again while Razorscale is on the ground without killing it, then allow the boss to use as many Deep Breaths as needed for the mobs to die. Essentially, they only need to be hit while the boss has landed permanently, then allow the boss to finish them off to get credit.
Helpful Details:
If you are level 90 and at a high item level, take some of your gear off. This will help you to tag the mobs and make them attack you without one-shotting them. Also go to Interface/Combat and Stop auto attack while you work on this achievement. Once you start the encounter kill any Watchers or Sentinels, makes it easier to count the Guardians.
So, Recap. Use Auto-attack ONCE to tag the Guardians allow the NPCs to get all 4 turrets ready. When you have enough Guardians, shoot the turrets and bring down the boss.
DPS Razorscale to 49%.There will be a knockback and a breath but ignore this one. Position yourself and the Guardians in close range, and use an AOE ability that will leave them alive. (I repeat: DO NOT KILL THE GUARDIANS YET). Allow Razorscale to use Deep Breath.Tank the mobs and boss until she breathes them to death and you will get credit for the achievement.
If you still haven't reached 25/25, then reset the encounter and repeat.

I did this as a Retribution Paladin in 6.0.2. My strategy was to unequip my weapon and remove my seal. I would taunt the Guardians onto me while using judgement to kill the Watchers and Sentinels. I would punch the Guardians down as low as possible, usually between 10% and 30%. I would then pull Razorscale down whenever the Harpoon Turrets were available and she would damage and/or kill the Guardians I had attacking me as she lifted off. Any of the Guardians that survived because they had too much HP I would keep alive until I pulled Razorscale down again. After 15 minutes she will enrage so it's probably worth setting a timer when you engage so you know when it will happen but she will be able to kill the Guardians from roughly 50% or below while enraged.
Unfortunately this is one of those achievements that will take a little bit of time but the good news is that it doesn't have to all be done in one encounter or lockout. You can do it over a few weeks if you're not in a hurry and you can wipe the encounter if you lose the harpoon engineers or if you die from excessive damage during enrage.

This achievement becomes a lot less confusing if you have a monk tank with you: just drop an ox statue, and all the mobs will flock to it. You can then leisurely pick your targets and kill them or take chunks of their health away, depending on the circumstances. It also makes it a lot easier to protect the engineers without risking killing the iron dwarves.

Hey guys, i need a bit of help here.
i have been trying to do this for hours without success, this is how:
let the engineers repair the harpoons, let them be overrun by the adds get every single green npc killed, kill the adds which are attacking me, and wait at the stairs for some time. The adds will spawn but they wont move from their spawn location, once there are lots of them i just walk by them to make them follow and attack me. Shoot the harpoons get the bosses hp down so that he stays on the ground, once the message appears that he is grounded now i do an aoe hit on all mobs, some of them get killed but most survive ( there was a post that you had to hit them once the boss is grounded) i wait as long as it takes for the boss to kill all the adds with his breath and what happens? If i am lucky i get one count towards the achiv bust mostly none. I have been on this for five hours straight and i am now at 4 out of 25. Am i doing something wrong here? Blizz support wasn't really helpful on this they told me to try again. If i continue this i will have 25 in about another 23hr grind but no thanks there has to be some other way.

You need to hit them after she comes down,otherwise you wont get credit.
I did around 5 runs before i noticed that i only got credit from the ones that i hit after she landed. So:
Stack adds untill harpoons are all ready
Get the dragon down.
Take her down to <50% (that will make her stay on the ground and do flame breath every 20-30ish sec)
Do a melee hit with a low level weapon or fists on each mob 1 time.
Wait for her flame breath to finish them off.

Completed the achievement solo with a combat Rogue (ilvl 605) on 12/31/14. Here is how I did it.
I can confirm that the breath doesn't necessarily need to kill them off - but they do need to die during the breath. So I didn't bother unequipping weapons. I left all adds at full heatlh, with the exception of those I killed for Recuperate.
During the first phase, just let the adds spawn - make sure that all 4 turrets get ready - so don't let those engineers die, but after that, just let the adds accumulate around you. Get combo points by killing the Watchers and Sentinels and using Recuperate for health regen. The damage isn't too bad, but I always prefer to be topped off.
When you have a significant number of Guardians, run by the turrets and pop all 4, so that Razorscale is on the ground (I don't think this step is technically necessary). Now use your single-target abilities to get Razorscale past 50% so that the dragon is permanently grounded. I used Adrenaline rush to make sure I got it - the hitbox seemed a bit wonky and wouldn't always want to register my Sinister Strikes as being in range.
After this, wait till Razor does another breath, and when he does, make sure all adds are grouped up in front of him. You've got about 4 seconds during the breath to kill the adds, so pop Blade Flurry and Killing Spree. If you got your achieve, great. If not, use Vanish. It took me two attempts to get the achieve. First got 13, the second got the rest.

So I finally done with this achievement, as
level 100 prot paladin
. As many have noted, it's only more annoying now than it was on 90. Just a few tips and random things I noticed, could be useful.
1. The most prominent issue is that everything being one-shotted by you. Even melee hits. Well, except the dragon (she can handle 5-10 accidental hits). Also make sure there's no passive damage like Holy Shield talent or some autotargetting macro, etc.
2. Adds that are not guardians are better to be killed as soon as they spawn. Don't let them pile up. I'll post a useful macro for that in the end.
3. Guardians (as well as any adds) don't really like to attack you. They charge npc, and that's not good. Those 3 who "help" fighting them are best to die off asap. But engineers must be protected.
4. The only reliable way to get things to attack you is your 8 sec cd
taunt
. I imagine battle horn still should work (too bad I deleted it before checking out it's still useful for low lvl content). Either way, best to keep taunt constantly on cd, taunting off cannon repairers.
5.
No point in trying to stack all 25 at once
and hoping they'll ding you achi in a single go. The most resultative strategy I personally found is to use all cannons as soon as they're up, and go with whatever guardians you get by then. 5-7 is enough, though more won't hurt (damage is not an issue, srsly you can tank a million of those).
6. All you need to do is get dragon down, place dwarfs in front of her (e.g. between central cannon and her head), and wait for the breath. Don't even watch the dragon. Take one dwarf in target and watch its debuffs carefully.
7. As soon as you see a blue debuff - try to instantly kill as many as you can. There's not even a free gcd. Just one hit is all you get.
6. To my experiense, it seemed that aoe killing blows don't count (or they don't make it in time). Don't try to finish them with consecration, holy wrath, etc. Precasting consecration is unlikely a good idea either. Really hard to time it, too soon and the whole pack dead before she finishes her cast. Holy prism may work better, but I didn't notice much difference.
7. What worked the best for me is
Avenger's Shield
. Yes, it's only for 5 targets, but that's the best you can hope for, really. There might be a few accidental extra kills due to them being on low health, but don't really count on getting more than 4-6 at one time.
And you just rinse and repeat this as long as you need. Taunt guardians, single-target other adds. Protect turret builders. As soon as turrets are ready, get the dragon down. Position them, target the dwarf, wait for breath. As soon as you see the debuff - avenger's shield and check if achievement counter registred it. If not, probably you weren't quick enough and debuff runned out.
There's no apparent limit on attempts, as long as you don't kill the dragon. Enrage changes nothing, just continue as normal, +900% damage or over 9000% is still nothing on lvl100.
Took me a few resets before I figured it out, but when I did, I went from 7 to 25 in one attempt with about 5 or 6 turret cycles. By the way, the only non-lethal way to reset (other than HS and fly back, of course) is to run all the way to enterence on feet. Which takes quite long for protadin, but the problem is... dying takes even longer those days... >_>
Also, this macro helped me a great deal to clear irrelevant mobs:

I've just completed this one and so I'd like to share my strategy and tips as a 100 Protection Paladin.
Let me start by saying that this was, by far, the most frustrating achievement for me to get out of all the achievement metas required for Glory of the Ulduar Raider 25 man.
Next, a big thank you to user Tarika for an extremely helpful comment detailing their strategy tips. The Macro he/she provided went a long way to helping me get this done.
Here's how I did it:
1. Grab all mobs as they arrive and make sure they don't attack the engineers repairing the harpoons. I used my taunt for this along with Tarika's Macro for Judging non-needed mobs.
2. Once all 4 harpoons are up, MAN THE HARPOONS! and bring Razorscale down.
3. Damage Razorscale to just below 50%, this will keep the dragon grounded for the rest of the encounter.
4. As others have said, hold the mobs between the middle two harpoons and Razorscale and ensure they're in front of Razorscale for the flame breath.
5. As the 'deep breath' warning appears on screen, make sure you've got a mob selected and wait for the blue debuff. The SECOND you see that, hit that mob with an attack. I found that this was the only reliable way to get confirmed kills towards the achievement. While it takes longer by doing it one at a time, it at least allows you to make steady, reliable progress. ProTip: If you're not already doing this, ensure you have selected to 'Track' the achievement so that you can see your progress in real time on the achievement.
6. Rinse and repeat, killing one mob at a time.
7. If somehow you mess this whole thing up on your first few attempts, run away from Razorscale, back up the stairs from where you came, and towards Flame Leviathan. This will quickly reset the whole encounter and you can go back and give it another go from fresh (but while retaining your mob kills progress to date). I had to use multiple attempts in order to get the achi. Note that as others have said, your mob kills for the achievement persist from one attempt to the next, so even if you only manage to add 1 mob to the achievement each attempt, each one counts towards the next, so just be persistent and you'll get there.
Good luck! The Ironbound Proto Drake is totally worth the frustration!
Some final tips:
- As others have said, you only need the Guardian mobs. Kill the rest as soon as possible.
- Paladin AOE spells don't appear to count towards this achievement. If you're a Paladin, your best bet is Avenger's Shield.
- Fuse Armor will occasionally freeze you in place, preventing you from moving or casting anything. You basically don't have any options here as far as I can tell. Just wait it out.
- If you are level 100 and intend to reset the encounter, my advice is not to leave it until the last second. Rather reset when Razorscale is at no less than 20% hp and give yourself some breathing room. Better that, than waiting another week until reset.

Well I did 10 man in MoP and it seemed easier than this by far. Maybe they changed something since, or maybe even it's a bug, but the 25 man achi seems way harder and complicated. Having messed about with this the last 2 days, I finally realised how it's working...
The dwarves that die from flame-breath will ONLY count towards the achi IF you first damage them WHILE razorscale is on the ground. Any that you already wore down while she was flying will still die in the breath but NOT count (did this many times to check, always the same!)
You can damage them down as much as you like any time, but you MUST get some damage on every dwarf after she is chained down for them to count.
I'm also pretty sure that each dwarf must be hit by you AND die during the same time she is down too, so if you damage a dwarf to 15k and the breath takes him down to 5k, then the next time she comes down and the breath kills the dwarf, he now won't count again (had this happen many times too!).
So basically, a dwarf only counts for the achi if you harpoon razorscale down to the ground, THEN damage dwarf to under 10k, THEN he dies in the breath BEFORE razorscale flies up again. Any other combination just won't work.
I see this as a definite bug as the criteria clearly says they only have to die from the breath.
I'm at 15/25 now, got bored doing it over and over so came to say this before giving up until tomorrow. Should get it then!

It was a real pain, but I found the trick to the exact timing as a DK, may work with any placed AOE
1) Start the encounter. Try picking off non-guardians, as killing a few will prevent the engineers from dying before the 4th harpoon is repaired(they can soak in quite a bit of damage before dying).
2. Continue and let the engineers repair all 4 harpoons. Fire 3 of them at Razorscale.
3. Now let as many Guardians build up as you can handle. Don't worry about the engineers now, they're expendable.
4. Fire the fourth harpoon. When she comes down, stand about 6-8ft in front of her mouth, with all the adds attacking you.
5. THIS IS CRITICAL. Click and have the target for Death&Decay/Defile (or anything similar) READY and waiting to drop. --AS SOON AS THE ALERT APPEARS-- as in "Razorscale is taking a deep breath" - drop your AOE.
Literally, as soon as you can as soon as the warning appears, do not hesitate. What this does is damages the adds at the precise time Razorscale does, making pre-damaging the adds unnecessary.
Once I had this timing figured out, it was done on 2 resets. Good luck!

I did this so many times and just could not get the hang of it. Finally got it today on my Enhancement Shaman.
First thing I'll say is that I did it through resetting the fight about 3-4 times.
I let the mobs kill everyone, including the engineers (after they put up the turrets of course). I didn't want the NPCs killing any or the mobs wandering off. I set up 3 of the 4 turrets at this point too. I gathered at least 10 groups and wait for a Dark Rune Sentinel to spawn, put Flame Shock on him and Fire Nova to get the Guardians down to at least half health. Brought her down and auto attacked her a bit. When she was ready to breath, I'd apply Flame Shock to her, Blood Fury for the extra spell power, and by the time she breathed, I applied Fire Nova, killing everyone. Then I'd run out and reset it.

As a Guardian Druid at 100 with ilvl 660 I did it as follows.
1) Just kill all mobs until the 4 turrets are repaired
2) Go AFK for 10 minutes
3) Run over all the mobs until all the Dark Rune Guardians are aggro'd on you
4) Select a single Dark Rune Guardian to watch health
5) Get into caster form and use Hurricane until the Guardian was under 40% health
6) Go back to bear
7) Use all four turrets
8) Use beserk and spam mangle/maul until boss is under 50% health
9) Get into caster form and use Hurricane for just one tick on all mobs (will be stacked so it's easy)
10) Go back to bear
11) Sit there with the adds between yourself and the boss until you get the achievement
* Use a self heal if needed

The difficulty mostly is in figuring out how much gear to unequip... I found that if I removed my rings and trinkets, my death coil as a 97 DK could bring guardians down to about 6K, enough for the kill.
Eventually my tactic became this: Don't bother unequipping anything. Roll a tanking spec (or any spec that can survive) and try and gather as many guardians as possible through simply pulling them. If they're full health before you pull Razorscale down, then when they get killed by Flame Breath, they will count. You can easily get ten or more in tow, but it'll take a bit to kill them - so get loads, ground her permanently by bringing her to half HP, then just sit back, pop an AOE cooldown to speed things up... and watch the ticker slowly go up.
I just wish there was some way to tell the dwarven helpers to go away. They're your biggest problem by far, they will damage mobs so they can't be used and kill ones on low health - so best let them all die.

I just want to bring attention to a few things regarding this achievement.
While it's been said that you need to tag the mobs,
you actually have to take down a significant portion of their HP
. To the tune of
40-60%
, which can be a problem at 100 due to how ridiculous our damage is now. You will need to do "trial and error" pulls to see how much gear you need to take off to not one-shot.
Another thing that I haven't seen mentioned too often in the newer comments (but is present in the older ones from '09) is that
you can reset the encounter and still keep the kill count from previous pulls, then go again (and again).
People would this achievement "back in the day" over multiple raid IDs because of this, and it works now with the simplicity of just resetting.
Finally, if you kill a Guardian
while the blue debuff is on them, it will count
. Simply round up the mobs, ground Razor, DPS her to ground phase, target a Guardian (make sure your attack is turned off), wait for the breath then when you see the debuff pop up
immediately
use your AoE. If you have something with a build-up, cast it early (like Hurricane) Repeat until all Guardians you gathered are dead. This could be used to just one-shot them at 100, but I played it safe and took gear off that it would take 4 hits or 2 crits to kill them.
With these tips, doing this was very simple. Use whatever general tactic you like best, pull as many Guardians at a time as you want, and reset the encounter as many times as you need until you've gotten all 25. I did it on 25-player with a Hunter tagging with Multi-Shot in two pulls, and again on a Feral Druid using Hurricane on 10-player in three pulls.

It is a pretty easy achievement when you figure out the easiest way to do this, which is:
I found the best way to make sure I was gathering the right mobs (Guardians) was by keeping nameplates up via ctrl + v. This also makes it easier to switch to mobs not aggroing you, and easier to kill the ones you don't need.
The first phase of the fight the mole machines endlessly pop up and spawn Watchers and Guardians. You're going to want to get 1-2 auto attacks off on each mob that spawns to aggro them to you, so you can group them up for aoe-slaughter when you activate the harpoons.
Note:
You do not need the Watcher mobs for this achievement, or the Sentinels which spawn rarely. You only need the Guardians. So you can kill the Watchers/Sentinels off.
I waited until I had a LOT of mobs built up before chaining her with the harpoons. At level 100, or even 90, you're in no rush to finish the fight, you can sit around and build up the amount of mobs.
Basically, you're going to have to figure out your best instant or near-instant aoe ability for the class you're on. I did this as my feral and then my ret.
For my feral I popped Savage Roar and Tiger's Fury as soon as she started her cast. Then I hit tab and waited to see the debuff that hits all the mobs affected by her breath and spammed Swipe.
For my ret, I just built up 3 holy power and used Divine Storm.
Also you can run out of the area to reset the fight for whatever reason. The 25 Guardian kills you need are accumulative, and can be procured through multiple resets.
Edit: Should be noted you're going to want to take off most of your gear for this, but you can re-equip your weapon in combat. I auto-attacked the mobs with most of my gear off, then when it came time to harpoon her, I put my weapon back on to make sure I had enough damage to 1shot the Guardians hit by her breath. It should also be noted that you have to kill the mobs IMMEDIATELY after her breath, as the debuff lasts literally a second.

You can then let them kill off the good guy npcs. I kill enemies that are NOT guardians during this time.
2. Use harpoons, bring down boss, and SINGLE TARGET attack her til she reaches 50% health. At this point the boss is grounded for the rest of the fight. i then used 1 blood boil to take all 25-30 guardians to approx 30% health (ilvl 642 gear).
3. Click on boss so you can see the cast bar. Once you see the blue flame spell being cast, move a bit in front of the boss and get ready to blood boil again (or whatever aoe you have)
4. Immediately after the cast bar fills (finishes casting) use your instant AOE spell again to finish off every guardian. Got this achievement in one attempt.
For classes that arent as tanky, perhaps you will need a few tries. Onces the boss is on the ground stage (after 50%) you can run up the stairs, teleport back to the beginning, then teleport right back and start it over again. You will not lose the ones you have successfully gotten after the reset.
P.S. Track the achievement so you know if you are killing them at the right time and are being counted. Good Luck

as a disc priest, this is how i accomplished the achiev (which was a PAIN to figure out but I'm sure this strat works for other classes too):
(optional): use this macro to kill the watchers:
/cleartarget
/target Dark Rune Watcher
/cast Shadow Word: Pain
/stopattack

1) start the event
2) keep killing the dwarves that spawn UNTIL all 4 turrets are repaired by your friendly NPCs, which should only take a minute or so
3) stop killing the dwarves, and let them kill ALL of the NPCs. make sure all the turrets are clickable.
4) once all the NPCs are dead, the new dwarves which spawn will just stand there. now you can easily kill off the watchers and body-agro the Guardians. KEEP doing this until you have a whole bunch of guardians (25 minimum)
5) click all of the turrets/harpoons really quickly and get the boss down. you will get knocked up, it's okay, just keep all the dwarves alive who are hitting you. ignore them. now damage the boss down to 49% hp so it STAYS down.
6) ok great, now the boss is down. just back up a bit so that the boss breaths hit the army of NPCs wacking on you. during EACH period when there is blue breath all over your screen, HIT AN AOE ABILITY! (i used holy nova). if nobody died, that's okay... just wait until the next breath, and do it again! keep doing this. the idea is that the mobs die DURING the blue flamey breath hitting them. VOILA, COMPLETE!
if you screw up, you can reset the encounter by leaving the room but ONLY if the boss is under 49%! the dwarves only spawn when the boss is in the air.

Did this easy today after a few failed attemps on my 100 Hunter.
I just kept the dwarfs off the engineers enough to let them fix the harpoons and then I let them get killed. <sorry>
Once dead killed all the others and then just sat back and waited for 50 or so to spawn - with no engineers present they just stand there.
I put her on focus and then pulled the dragon down and got her down to 50% ish quickly until I got the "permanently grounded" message. Stopped all DPS on her. Ran over and collected up all the dwarfs - now I just stood with my back to the dragon - target a dwarf with her on focus - and waited for her to cast "flame breath" soon as I saw that I hit barrage and got 15 death count on the achievement meter. Just rinse and repeat this until I got all of them.
Now if you run out of dwarfs you can "feign death" and the whole thing will start over. Just dismiss pet first. This is super easy especially with a spirit-pet so you can heal and don't have to rush due to the incremental damage from the dwarfs pounding on you.

I'm not sure why I didn't think of this initially, but now that we're all level 100 this is pretty easy to do. It may take patience but you don't even have to gather up 25 anymore. That's a giant pain and you're never really sure if you have enough.
The way I did it is just kill the ones that come out until your turrets are ready. Once, the turrets are ready, let them kill some of the dwarves so they'll gather up on you without interference. At level 100 there's a big risk that you'll one shot them with any damage and taunt doesn't keep their attention for very long if the friendly NPCs are still alive. Once you've gathered some up, activate the 4 turrets and bring Razorscale down. Gather them in front of her and let her breathe on them. If she doesn't kill them, like someone has said previously: you can kill them for her and it still count as long as you do it immediately after she breathes on them, within a second or so.
Now, check your achievement and see how many you got. If you didn't get enough, run back up the stairs (if she's below 50% hp), or jump off of the cliff behind her (if she is above 50% and still chained) and start over. It is cumulative so you can just keep wiping on her so that you can get it done in one run.

I, as a Warlock, use demonology because it has a instant and powerful AOE spell, Chaos Wave.
Preparation:
go to dalaran and buy the cheapest wand
summon a void walker or Fel guard with passive mode, use soul link
Procedure:
Let the spawns kills all the friendly NPCs at the front line, preventing them pulling aggro from the spawns in latter phase.
Start attacking the Guardians by using wand attack(only hit for 500HP, can pull aggro without killing them.
/Focus a guardian to monitor the debuff from the breathe of the boss (for later use)
The spawns will eventually rush to the engineers. Kill all non-guardians, and pull all guardians, they won't kill you.
Wait until the spares are ready. Here, I have around 13-14 guardians.
Activate the spares, the boss come down, initiate pet attack and and corruption on boss, casting shadow bolt until 50% (Phase 2)
Stay in Metamorphosis
Stop pet attacking and manually position him to a nearby position, while you pulling all the guardians before the boss
Target the boss, when he casts breathe, once the /focus guardian has the debuff, Chaos Wave.
Run outside the boss room, boss disappears, and repeat 1-8 until you have done it.

A friend and I 2-manned this and here is the easiest way we figured out:
1- start the encounter
2- kill any mobs who attack the turrets
3- when all 4 turrets are up you can let the mobs kill the npcs
4- stand back and wait for 25 guardians to spawn (this way you dont have to worry about keeping them out of fire on the ground or keeping them or yourself alive). They will not aggro, they just stand where they spawn and accumulate.
5- when you have at least 25 gather them and use the turrets.
6- when she comes down burn her to 50% so she stays on the ground and she will do her breath repeatedly
7- aoe your mobs down low enough for her to kill them
8- bam! you got your achievement.

Okay so guys I was struggling with this achievement for ages, only getting one or two dwarves at a time. This tactic will only work at level 100 and for classes that have some sort of self heal (I was a hunter using
Glyph of Liberation
and
Spirit Bond
so it doesnt need to be an OP heal!)
Basically you let her go into Berserk mode by letting the fight timer go on. Her enrage is roughly 8-10 minutes so you can try to kill 1-2 dwarves per phase for the initial fight. Once she enrages she gains
Berserk
which will just nuke down those dwarves. Enjoy the
+900% damage
! I had taken off all my armor and equipped a level 80 weapon to get the dwarves to 50% hp and she was one shotting them easily.
Just remember to keep the friendly engineers alive so that they can repair the turrets for you or this method won't work! Hope this makes it easier for you all and happy achievement hunting!

Hey just an FYI on this from 6.1 as of current it seems that the achievement is bugged. Tried this last night with my paladin, brought down the boss and kited the enemies right in front of her. saw them taking damage from her and only her, but nothing tracked on the achievement. Anyone else having the same issue? I filed a ticket for this but i figure ill get the usual " its a bug, no time frame" response.

Frankly I got confused by the comments so far, some say damage before she lands, some say after, I tried it both ways, and the most effective strategy for me was to wait and damage after. As a level 100 Ret Pally, this is what I did:
-Removed all gear except weapon and chest, I just needed that little extra health and I did keep my health topped off
-Had Blessing of Kings up and no other buff; set seal of Insight
-start the encounter by talking to Expedition Commander
-Protect repair engineers til all 4 harpoons ready, don't worry about friendlies after that. If they are pulling your mobs, wait til the mobs kill them so they don't interfere
-after friendlies are dead, any new spawns will not run in your direction, you will have to go round them up if you want more
-Don't damage any mobs, they are probably all on you but if you want to round up more, taunt them or just run through them. It is OK to kill Watchers and Sentinels, don't try to damage or kill Guardians
-Fire all 4 harpoons
-Quickly get Razorscale to 49% so she stays on the ground
-Stand in front of her with all the mobs beating on you
-I used Divine Storm to AOE the mobs once, then waited for her breath
-Check the health of the remaining mobs, if it is high, keep one targeted, wait for her to breathe, and do another AOE before the buff drops off the mob -- and it drops fast!
-Or just stand there and wait til she kills them for you
After several attempts of getting credit for only 1 or 2 mobs, the first time I did this I got 20.
Edit: Sadly, this does not work on 10 man. Did the same thing with weapon only and killed not only all the Guardians but also Razorscale, locking my achievement mount away for another week.

I hope this video helps. Similar strategy as 10-man. Only difference is there are more adds and more turrets to build. Keep the engineers alive until the 4th turret is built. Then use all the turrets to pin the boss down, get her to 50%, watch out for breath, let adds turn blue, then AOE.

This achievement seems buggy. I had 50 or so DRG Dwarves first try and only got credit for 17, I even hit them all with Thunderstorm and punching them down to low hp. Thankfully, this achieve doesn't need to be done all in 1 kill. I got 5 the next week, 1 more, then the last I needed.

I created an account just to post this because it's insane that it's not on here yet. I was practically tearing my hair out yesterday trying everything I could think of to complete this on 25-man and only managed to do it through randomly trying stuff and I couldn't use the same toon to do the 10-man, and that's why I even came across this:
I found this on the 10-man achieve page for this achieve, so I want to give credit. It's really simple: damage the Dark Rune Guardians at least once AFTER Razorscale has landed. Then just stand there and let her go to work flaming them, they will count every single time as they die. Good luck and enjoy! I don't know why Blizzard is so obscure about these important details.

Fairly easy to do once you work it out.
You do not need to kill them all in one run
Did this as combat rogue.
Ensure you don't have BF enabled to start with.
Only kill Watches and Sentinals, leaving the Guardians alone.
If Guardians are killing engineers too quickly you may need to cull a few.
Once all harpoons are up, keep counting Guardians till you have more than 25. yes that's right more than you need.
By now you should have a trail of Guardians following you about, so head over and fire off the harpoons.
Now, turn on BF.
Next comes the tricky part, we want to hit Razorscale to drop it to 50% so it stays grounded and also want to not kill the guardians (or Razorscale for that matter). It's all about working out which abilities cause BF damage to knock them down low enough and when to turn BF off so they stay alive (this is why you grabbed more than 25, so you have some spare).
I found just auto attacking got my Guardians to 10%. Then turned of BF and burned Razorscale the last bit needed to keep it on the ground.
Now just stand there and wait for the breath. Depending on how close you got the Guardians to death, it may take a few. Took 2 for mine to drop.
The good new is, as has been mentioned below, you can reset by vanishing at this point 9or running up the stairs and out of the area)

Solo'd as Aff Lock (690). taking tips from others here:
Removed all gear except weapon, pants, and chest.
Killed everything until all 4 turrets were up (easier to for me that way)
Once the turrets were up I let everything run amok while killing the watchers and sentinels.
When it appeared that I had enough (really hard to tell when they're all stacked on you), drop Razorscale down and dps to below 49%(ish).
i'm inclined to think that

would come in handy here.. but I didn't have it on me at the time. Just a thought if you're not a tanking class.
Once Razorscale is perma-grounded, I cast

on one of the Dwarves which brought them all down to around 10% health.. then just let breath finish them off..
If, after all the dwarves are dead, and you didn't get the required amount, just jump off the cliff and reset. The Dwarves killed still count and you just need to do it again to get the rest.

As a Feral spec druid, it was very painful. Did about 4 hours and only managed to achieve 4/25 until I tried using Hurricane then the numbers jump up pretty quickly.
I was walking backwards all the time, leading the iron dwaves in a straight line. As soon as Razorscale is about to do his breath attack, I use hurricane, but I placed the area of damage closer to me (half a circle to the front), so as not to hit Razorscale.
It worked like charm. 15 mins, and I was done. Channel AOE works great as it doesn't kill the adds straight away.

Lvl 100 destro warlock ilvl 690 (no active pet). I left my weapon/staff in my bags and weared everything else.
For counting the Iron Dwarves I used a macro from the Dwarfa geddon ach:

Activate name plates or the macro wont work!
I also made two target macros:
/target Dark Rune Watcher
/target Dark Rune Sentinel
Now the fun part.
1. First you have to protect the workers until that have built the turrets. Just aggro the mobs that attacks the works. Once all 4 turrets are you you workers dont need your protection anymore. Let them die.
2. Use the target macros and only kill the watchers and sentinels. Dont taget the guardians. Soon you will have loads of dwarves around you, but at lvl 100 it can selfheal a little if necessary. If you have the 705 leech trinket from Kazzak you can selfheal just by killing watchers.
3. Check the number of name plates by using the first macro. Once youre around 35-45ish guardians you have to...
4. ... aoe them down to 10-20% health. A few will die here. so be careful. Are you aoe'ing them down too fast drop some more gear.
5. Activate the turrets at stand between second and third turret. Dps boss to just below 50%.
6. Stay a few steps ahead of the boss when he breathes and keep running backwards all the time. the boss will breathe several times.
7. Profit
With a little luck you will do it in first attempt. I got 21 guardians in my first attempt due to a few mistakes.
TL;DR:
1. Protect builders until all turrets are built.
2. Kill watchers and sentinels.
3. AoE your 40ish guardians to 10-25%.
4. Bring down boss. Nuke to 40ish percent.
5. Stay a few steps in front of the boss.
6. Kite boss until all guardians are dead.
7. Profit.
Dont wait too long to bring down the boss. If/when the boss enrages it flies up and you cant get your ach.

Grab aggro on spawning enemies using 1 tick of

While she's grounded but before she breathes, let off 2-3 ticks of

as needed to bring Rune Guardian HP down further.
Here's the problem I ran into: Yes, when she is enraged she can technically kill them with her breath when they are at 50% health. You won't get credit though. I don't know if this is because it would be impossible back in the day or what.

I am having issues with this achievement. I found a sweetspot in gear where I only need to basic hit them twice to drop them to about 5k-8k. So the breath alone killed the guardians, but not getting any credit.

Here my tips from doing it with my level 100 Prot pally (the general idea will be useful for all classes)
First it took off some gear so i had 540 item level and i used a item level 264 2 hand axe (Shadows edge) because if i have a weapon equipped i can use "crusader strike" on Razorscale to get her down below 50% in time. Also i removed the level 100 talent holy shield as this will cause damage automatically. I used 'Blessing of kings' buff. Kept 'Sacred shield' up when i ever i had time but they don't really damage you at all.
Go into 'Interface' 'combat' and highlight the 'stop auto attack' so you don't accidentally hit guardians after killing one of the other adds you don't need.
Once i started the fight i killed almost everything to let the npc's get the turrets up and then wait to let lots of adds spawn over about 5 minutes and kill the 'watchers' and 'sentinels' using single targets attacks 'judgement' and 'crusader strike', it does not matter if you don't kill them all but means the more that are alive the less damage your are will doe to each guardian.
When i have about 20 Guardians i pulled Razorscale down and used 'judgement' and 'crusader strike' to get her below 50%, once she is grounded i hit her once with Judgment to tag her as i read this i needed.
Then i used 'Holy wrath' as my aoe and got the guardians life down to below 50% and always kept walking backwards to kite and make sure adds are in front of the flame breath. I used 'holy wrath' just as she hit with the Flame breath each time and was getting about 12 kills ago. Keep the enemy health bars active so you can see when the pack is at low health and when they are going to dies as thats the most important time to hit with 'holy wrath'.
If your aoe is killing the guardians too quick then pull bigger groups because your aoe is split between all the adds, so the more adds you have the less damage each tick of your aoe to each individual one.
It takes some practice and playing around but once you get a system its not too bad. I run up stairs to reset the fight (can only do this once she is grounded, if she is in the air you have to run out the instance). Once i did it on 25 i reset and switched to 10 and did it on the same toon in the same lockout.

This was interesting but doable with lvl 100 hunter. The biggest problem is not over doing it and having a light touch.
I was fortunate as my hunter brought down the Guardians to about 10% with one shot and took aggro.
I did that until I had a half a dozen Guardians following me around then grounded Razor and let her blow her breath on the Guardians attacking me.
Once they died and I got whatever # of kills towards the achievement I feigned death to reset it.

Failed multiple times but....here is way to get it done at lvl 100 balance druid. Take off equip that has proc's
1) You can do this on multiple tries, doesn't have to be at one time, you can die and come back in if you haven't killed her and add to what you have killed before, or come back another week if you killed her by mistake.
2) Talk to guy to start sequence, do not bother with any of the npc's except the 3 workers that will be called out to work on the turrets.
3) Stand by each of the turrets as they work on it and AOE any of the guys that try to kill them, move as they move until all the turrets are now repaired.
4) Move over to the right side of the platform where you don't agro the mobs and the fire from the sky hits you not them (very little damage taken)
5) Just stand there and let the little guys come out of their cones and beat on the friendlies, you do not need to save them.
6) When all friendlies are dead, they see you, start running around in a big circle, collect all that spawn, keep this up until you think you have enough.
7) Remember not all the nps'c will count, so collect a huge bunch of them. You can kill the ones that don't count but I found this took way too much time. Take up to 5 min
8) When you are tired of running around, click on each of the turrets to bring her down
9) Do not hit her with any dot as it is too difficult to calc how much it will hit her for. One or two of your smaller spells should bring her down to 50% and ground her permanently.
10) Now, begin to walk away from her so that all the npc's are between you and her, best to have your back to her so that you do no more damage.
11) Suggest you walk toward the edge where you can jump off and kill yourself in case she gets low on health and you need to die so you can come back and retry or add more to what you have killed.
12) I used hurricane, with circle barely touching the npc's most of the circle on me, in order to get her breath to kill them as she doesn't really do a lot of damage to them. Only 1 or 2 ticks of hurricane, or you will kill them yourself and it must be her breath that does the final blow
13) You can get all 25 at one time, but more likely to get 12 or so, then die, come back and finish the achievement.

I was able to solo this today with my Rogue. It is definitely possible, but it requires patience and a few failures to get.
A few things to note:
1. You have to kill the add while it has the debuff from
烈焰龙息
(Flame Breath) in order to get credit and count towards the achievement. As a combat Rogue all I did was kite a huge group of adds in front of her until she cast Flame Breath and then I used Blade Flurry (Which I already had active) and hit the adds. If she kills the add with any attack you will NOT receive credit for it.
2. The add that gives credit for this achievement is a specific add. It is the
黑暗符文守卫
(Dark Rune Guardian). They are the medium sized Dwarves that have a 1-H axe.
3. You will have to do this fight multiple times in order to get all 25. The good thing about being a Rogue is you can just Vanish and reset it.
4. I unequipped both my rings, both trinkets (especially if they proc), my necklace, and wrists. For weapons I just equipped 2 low level weapons in order to maintain some damage (I used the Warglaives of Azzinoth, so anything around that level should work fine).
5. You have to run around a lot and keep the adds out of
噬体烈焰
(Devouring Flame). It will kill them pretty quickly.
6. Keep adds off of the engineer Dwarves that are building the turrets until they are all built. If the engineer Dwarves are killed before the turrets are done you will have to reset it and try again. What worked for me was just using Throw (Make sure after you use it you stop auto-attacking or else when they get near you, you will kill them).

I had a heck of a time doing this at level 100 but using some of the tips in the forums here i was able to do it on my monk, the hardest part I had was not killing everything as I was damaging it.
Note: you must damage the dwarves while she is on the ground with you. Also, remove any eq that causes damage
So what I did was get my Monk into tank spec and then start the encounter.
then do the following
1: place black ox statue. I found by the middle turret to be a good spot. I kept the turret builders alive that way if I didn't get her down to below 50% for what ever reason before she flew off they would rebuild the turrets (phone rang once lol)
2: drink coffee beer soda whatever and twiddle your thumbs, check facebook whatever but wait about 10 minutes Don't bother trying to pick off the dwarves you don't need., it's not required
3: shoot the turrets and pull her to the ground. use roll and get away from the dwarves. dps her to under 50% (hit the head)
4: roll to your statue and stand there. focus a guardian and watch their health, do whatever small damage ability you have. I used zen sphere, healed me and then detonated for low damage. while you want low damage you do have to do 'enough' damage for it to count so early on you may want to do one keg smash. . Eventually, she will kill them, if you do not have your 25 go to the teleporter and she will despawn (if she is agroing on your statue you will need to move it up there also. restart and do it again. I got impatient and didn't wait long enough so I only got 13 the first try.

There is a real simple way to do this achievement, but it is time consuming since you need to wait for her enrage timer.
1) Pull all the Dwarves and get them as low as you can without killing them. Don't worry too much about how much HP they have. As long as they are as low as you can safely damage them.
2) Use 3 of the 4 harpoons and leave the last harpoon unfired.
3) Wait until Razorscale enrages then fire the last harpoon. A standard breath attack will do roughly 5k HP worth of damage to the dwarves. When she's enraged it will do 900% more so roughly 45k. This will make getting them within the 5k HP range or trying to time an instant AOE a non-issue.

I've heard a lot about how annoying this achievement is to do from other commenters and my own friends. It's not! In fact, it can be done very easily by any level 100, though I did it on my ret pally.
The trick has to do with the way the game tracks the achievement - you don't actually have to kill the mobs with Razorscale's breath, rather you just have to kill them
while affected by
the breath.
The Setup
Turn off any automatic reactive damage or cleave effects you have.
Pick your biggest, meanest AOE damage ability. A cleave could also work in theory, but would be more difficult to use. I'd suggest testing it quickly on a couple of the Dark Rune Guardian Dwarves to make sure it insta-kills them. As a retadin, I used Divine Storm.
Get a beverage. This will be a while.
The Follow Through
Engage Razorscale. Adds will begin to spawn.
Wait until all four turrets are up, then allow the mobs to kill all the NPCs. Once they're all dead, the adds will just stand around once they are deposited by their mole machines and won't attack unless you run over them.
Three different adds will spawn - you only need the Dark Rune Guardian Dwarves. These are the medium-sized ones. Optionally, you can go around and kill all the other adds to make it easier to see how many of the DRGD you have. I just ran around using exorcism and judgement to do it from a bit of range, so they wouldn't aggro.
Wait until you have at least 25 DRGD. I'd suggest getting a few extra as some may die to other causes before you get the chance to kill them for the achievement. Some counting macros made by other posters are great here.
Pick up all the adds, then run over to the turrets and pull Razorscale down.
DPS Razorscale to below 50% to permanently ground her, which will make her start using the breath ability.
Stand immediately in front of the boss and wait for her to breathe. You'll get a notification to be ready.
Once she starts breathing, fire off your AoE all over the adds. They should instantly die, and if you had 25 you will see the achievement pop up immediately. If you had less, run out and reset the encounter then rinse and repeat.
Kill Razorscale. Collect phat lewt.
General Comments
Be careful not to kill Razorscale by accident with a DoT - I may have done this by accident once. You can get the Ulduar meta in one lockout if you don't botch anything, so killing her prematurely would be a disappointing start.
Any class should be able to do this fairly easily, I can't remember having to heal myself at all. Perhaps bring a health pot just in case if you are a class who doesn't do self heals or are particularly squishy.
It is somewhat useful to have DBM and the WotLK pack installed. It'll give you an enrage timer (which no, you will not survive), as well as a timer on her breath.

I did this achievement today on my Feral Druid with a hunter. We are both 740 Plus Ilvl. In order to complete the requirement we had to remove
all
gear so our auto attacks would not one shot the guardians. I removed my weapon, the hunter did not.
I auto attacked the guardians down to
5-10%
before berserk
25%
after berserk . The Hunter was able to use fire traps to damage the guardians around
26%
health. We let the turrets repair and then set them off to pull the boss down, we held the low heath guardians close to the bosses face and let Razorscale's breath finish them off
( you will know if you are close enough if the adds turn blue while they are being hit)
. If the boss hits them for 100% of there HP you will
not
get the kill towards the achievement. This was time consuming but by having the hunter kill off unnecessary adds for the achievement kept visibility easier to auto attack the guardians as well kept the repair NPCs alive.
This achievement does not need to be completed in one encounter.
If you need to reset the boss due to your repair NPCs getting killed by adds simply fall of the edge towards the back of the encounter area.

To solo as a lvl 100 Warlock:
Before: Take off about half your gear, use a low level staff. Put pet on passive.
At start: Protect engineers, kill any mobs that attack them until the four turrets are up. Take a break of a few minutes to let ads spawn.
Shoot the harpoons and DPS the boss to below 50% so she won't fly back up.
After she's grounded, AOE the mobs around you to 5%. This is why you weakened your gear. Hopefully a bunch will die from the next breath.
If you run out of mobs, walk up the steps and reset the encounter and repeat till you get 25.

Did this on a lvl 100 Brewmaster Monk last night. He has junk gear <550 ilvl but I still stripped him down to a couple of pieces.
On other toons, I had tried using:

to keep count of the Guardians but with them all scattered about, it couldn't get an accurate count. So with my Monk, I placed my

in the center of the circle and all the adds immediately ran to it. As new adds spawned and remained in the back, I just hit them with

and puled them to my statue. Just don't hit them, your statue will pull them off you as soon as you get close to it. With all the adds packed around my statue, I was able to easily keep count using the above script.
Once I had about 30 Guardians, I used the harpoons to bring Razorscale down and quickly brought her under 50% health so she wouldn't take to the air again. I targeted myself to keep from attacking anything else and moved towards my statue where all the adds were still neatly packed and did a quick

. Quick meaning I canceled it after a second or a little longer. Even with no gear, I killed most of them by letting it run the full duration in an earlier attempt.
Once Razorscale was aggro'd by my statue, I moved away and just sat back watching my kill count run up while she repeatedly cast her breath attack on the adds.
I had tried this achievement on almost every class and was frustrated by how chaotic it felt. My monk is my bank toon and was the last one I thought to bring.
Hope maybe this helps someone who has a Monk sitting the bench and didn't think to put them in.

I just (1.7.2016, Zuendquelle, Kazzak EU) completed this Achivement in my pursuit after the 250 Mount Collection.
Tried this many times with getting the Defenders down to low HP and waiting ages for Razorscale to kill them. I would gather up to 20 Defenders but only get one or two if any to count toward the 25 needed for the achivement.
Then I tried the approach of getting the Defenders low and killing them off just as they were affected by the Deep Breath debuff. Took me two tries to get the remaining 22 Defenders for the Achivement.
I got them all low to like 10% HP, waited for her to Deep breath and hit them all with Dragon's Roar half a second after she breathed on them. Worked like a charm.

One tip I can recommend which makes things a little easier is to gather everything up and wait until the Razorscale goes into enrage. She does a lot more damage so it's more likely she'll kill the mobs herself.

I had trouble with getting the timing right on the breath, so I went another route than most other commenters here. Razorscale lands permanently when she's below 50% HP, allowing you to better make sure you really get the credit for the kills. Right in the beginning of the encounter I focused on keeping the engineers alive so that they can repair all four harpoons. With that done, I took Razorscale to just barely over half HP, then went back to guarding the engineers. The trick is to, on the second time, only activate three of the four harpoons so that you can make the boss land with a single click.
After that it's just a question of kiting the adds back and forth until you're three or four minutes away from the enrage timer. That way you get the maximum spawn while still not getting one-shot when she lands. I noticed that not all of the dwarves automatically follow you, so you can leave them at their spawn spots until you're ready to take Razorscale to the ground. As a melee, I didn't want to hit any of the adds in case I accidentally kill them, but it's possible to speed the process up by carefully hitting the dwarves to around 5% HP.
It's possible to gather all 25 dwarves before hitting the enrage timer, but it doesn't leave much time to work with before she kills you, so I let the encounter reset a couple of times in between.

Just did this, Prot War 650 ilvl. Had trouble killing the dwarves at the exact moment they were under the breath debuff with my own big AoE attack (Revenge).
Changed strategy and instead first got them to 1/3 HP using no-cd Heroic Throw, then just kited them around and let Razorscale kill them with breath. Took a few breaths but *much* more reliable this way.
At my ilvl, 1 crit or 2 non-crit Heroic Throws get the dwarves to 1/3 HP. They can 50/50 survive a non-crit then a crit, which would get them to 1% and those would die in the first breath..

This is how I did this achievement last night as level 100 druid.
1. Start the event, and protect the engineers while they repair the harpoon guns.
2. Launch three harpoons, and have the fourth one repaired.
3. Guardians will keep spawning as long as you don't pull the boss to the ground
4. Gather all guardians, and wait till you have enough for the achieve.
5. Launch the fourth harpoon, and dps the boss down to 49% health (just be sure not to kill her)
6. once below 49% she is permanently grounded. Turn your back to her, and wait till she kills all guardians
I took no damage whatsoever, and I didn't damage the guardians at all. It took about 7-8 deep breaths to kill all the guardians and I was credited for each one toward the achievement.

Does anyone know if using a taunt will "tag" the NPCs after Razorscale lands?
I'd like to get the achievement on my protection paladin (I know it doesn't matter which character gets it, but that's my main), and I'd rather not have to worry about doing damage.

has an 8-second CD/recharge, so trying to tag them all after she's permanently grounded would take over 3 minutes... but then I'd be 3 minutes closer to enrage! Any thoughts?

For anyone struggeling with this achievement because of how the dwarves die even when you dont have weapons equipped, i did it with killing everything except for guardians till cannons are ready, then i waited out for enough guardians to spawn, when i was sure i had enough i popped a Oil of immolation, then i landed razorscale and waited for him to BBQ the dwarves

Something I've not seen mentioned so far is it takes MANY flame breaths to kill a dwarf. The damage is so low that I didn't think it was even working. Also, if you don't get enough your first try you can quite easily jump off the cliff if you want to get the achievement today and don't want to span multiple weeks of trying.
I know there's a toy somewhere that heavily damages, but does not kill, enemies of trivial difficulty. That could be useful for speeding this along.

I did this yesterday, patch 7.0.3.
Beastmaster hunter, ilvl 708.
Spirit beast pet.
Preparations: Crafted 12 adamantite grenades (engineering).
1. Start the event.
2. Kill dwarves until harpoons are ready.
3. Order your pet to stay between two middle harpoons.
4. Gather dwarves and use spirit mend to get them to aggro your pet.
5. When you think you have enough guardians, 30+, shoot the harpoons.
6. When boss lands, dps it below 50% to ground it permanently.
7. Feign death to keep all aggro on your pet.
8. Damage the dwarves slightly with adamantite grenades.
9. Wait for boss to kill dwarves with multiple flames, no other action required.
Got all 25 without resetting. Took me a while to figure this out. I think the deal-breaker was that I couldn't get any non-lethal aoe damage on dwarves to tag them before flames and ended up 0/25 even though I used the "damage while flame"-method. Good luck!

I failed this a couple times trying to time killing the Gaurdians with aoe after razorscale casted flame breath. If anyone wants to make 100% sure they'll get it, just gather up the gaurdians and use the harpoons. after razorscale lands damage her down to 49% at with point she'll be permanantly grounded. Then, wait until she casts it a ton of times.
You might not get it on the first go but after the hand full of gaurdians die run off the edge and reset. the achievement will keep those kills so long as you doing kill razorscale.

I don't know if things have changed in the latest patch but after trying several different methods of obtaining this achievement without luck I found my own way of doing it which includes elements of other methods:
Protect the engineers while they repair the harpoons.
Once the harpoons are repaired, allow all the friendly NPC's to be killed by the Iron Dwarves. You may need to kite them around to kill any Defenders that survived near the mole machines.
Kill all the Iron Dwarves you have aggro'ed and stand away from them to allow them to continue to spawn. Kill any of the Sentials that spawn and attack you. You don't need to kill the Watchers.
Once you think you have enough Guardian Dwarves launch the harpoons.
Bring Razorscale down to just under 50%. This will ground her as well as aggro all the Dwarves.
Kite Razorscale around a little to keep the Dwarves between her and you.
Allow her to cast flame breath on the dwarves
Repeat steps 6 & 7 until all the Dwarves are dead.
You do not have to damage the Dwarves yourself.
When she kills them you will get credit.
If you did not get enough Dwarves for the achievement you can reset the encounter by jumping off the ledge and dying. Your counter will not reset and you can finish it one raid lock out.
I completed the achievement on both 10 man (level 100 Guardian Druid - ilevel 700+) and 25 man (level 100 Windwalker Monk - ilevel 700+) back to back and this method worked both times without issue.
I didn't quite kill enough in the 10 man to complete the achievement but after resetting as per above I was able to complete it. In the 25 man version I was able complete the achievement in one go.
At 110 the damage is probably negligible but at 100 or less I would recommend a class with self heals.

At level 110 I was stuck doing this for a minute. The only way I was able to do it was through engineering. Create a Box of Bombs (which give you Saronite Bombs). Then gather up all of the mobs that spawn. Don't bother killing anything. They won't bother you. Keep moving. Wait until the enrage timer is up on the boss. Then hit all of your available guardians 3-4x to with saronite bombs. This will weaken them enough so the breath should one shot them. If you fail, jump off the cliff and do it again with more bombs.

So for anyone who is stuck on "Iron Dwarf, Medium Rare" here is my guide.
I am a 110 BM hunter and I was naked except for my artifact weapon
1. Let all the dwarves die
2. Kill off any Watchers and Sentinels. No need to lower the health of the Guardians, just keep them alive.
3. Once you have enough Guardians, pull in Razorscale and attack it to less than half health.
4. This will allow Razorscale to come off it's chains and begin casting Flame Breath multiple times.
5. Just stand in front of Razorscale until all of the Guardians die.
Hope this helped a lot of you guys stuck on this achievement.

As mentioned, as of patch 7.0, using heavy AoE in sync with Razorscale's Flame Breath ability no longer counts towards this achievement. This complicates things, especially if you're level 110 and all of your abilities one-shot the adds.
If you find yourself in that position, your best option is probably to just face-tank the 25 adds you need and wait until the harpoons are repaired, fire off the harpoons, wait for Razorscale to breathe on them, and then repeat until you get the achievement. I think it took me about 6 breaths to get the achievement, which fires off immediately once completed.

We were able to duo this achievement at level 110, it just took some time.
TL;DR: We had to wait until Razorscale enraged, then she was able to do enough damage to kill the dwarves.
We went in with a Prot warrior and Holy priest, both level 110. Problems we had to deal with:
Razorscale does very little damage to the dwarves with her standard breath.
The AoE strategy no longer works to get credit, so we could not kill the dwarves ourselves.
The warrior had no way of damaging the dwarves without killing them in one hit. I, as a holy priest, also could not damage them without killing them while my staff was equipped.
We had to make sure the adds did not kill the engineers, so we had to get aggro on them without killing them.
How we did it:
I unequipped my staff. I was able to punch the dwarves in the face for a whopping 24 damage per hit. This was enough to get aggro and nothing else.
Throughout the fight, I ran around and punched the Guardian dwarves as they ran through the encounter stage. This was enough to aggro them onto me while not killing them. They did literally no damage to me because they all missed every attack.
The warrior killed the Sentinels and the Watchers, as well as any Guardians that ran past to attack the engineers. It wasn't a problem because we had to pull Razorscale down like 5-6 times, so there were more than enough Guardians, even if we missed a few. It was more important to keep the engineers alive because we needed them to keep repairing the turrets.
Once the turrets were up, the warrior brought Razorscale down while I stood in front of her face. Her pushback does a non-insignificant amount of damage to players, but I very easily healed us both up. You could probably do it without healing, but we haven't tried it.
I think it was about 3 or 4 breaths (not enough to kill any dwarves) before she enraged. Didn't matter, we just repeated gathering the Guardians and killing everything else. Once she enrages, she does 900% more damage. We repeated the process above, pulling her down 2 more times. She killed 21 Guardians on the first one, then we did a second one to finish off the rest, netting us the achievement.
This can probably be soloed pretty easily as long as you can aggro the Guardians without killing them, and keep the adds off the engineers. Hope this helps somebody!

At the time of writing, it seems it has been simplified a lot to solo this.
What I did was to gather a bucketload of guardians, then pull Razorscale, get her below 50%. Stand still while dwarves and dragon attacked me.
Eventually, after like 15 breaths, the dwarves died. Every single one of them counted for the achievement.
In other words, right now (October 2016), this achievement is dead easy.

I don't know what it is, but I've been trying this one for 2 months now. I recommend letting the flame breath kill them because I tried doing what the guide said and kill them myself while he was casting flame breath and it has not worked for me at all.

Achievement for LVL 110 Toons!
There is a safe easy way to get the kills by her breath if you do too much damage and avoids the AOE at the right time deal, the issue is you need to deal damage to each guardian BEFORE she kills them. The best way is to simply auto attack each guardian as you run around gathering them up before she lands. If your autoattacks still one shot enemies without a weapon equipped, keep in mind you can always use another toon that doesn't because achievements are shared across account and will still help you obtain Glory of Ulduar Raider.
Unequip your main weapon and get a fishing rod, skinning knife, (unarmed if melee) etc.
Get all 4 ballista up
Autoattack each guardian 1-2 times so you can see they took some percentage of damage (atleast 1%)
Gather a ton of rune guardians (not enough to do some damage, because you will need some time).
Fire the turrets and get Razorscale to land and stand in front of her
Use weak attacks to get her under 50% (every class should have atleast one attack or auto attacks to get her under 50% before she flies up again)
Once she is grounded, simply stand there and let her constantly breathe on them until they are dead.
Adjust gear and such if you do too much to boss in one hit or nothing to guardians.

For those having issues with properly timing the AoE and getting credit for the kills you can simply stand there at lvl110 and just let her keep casting her breath attack. After a few weeks of accidentally killing her trying to AoE down the enemies (and not getting credit for them even when I managed to kill them while they were blue) I decided to just stand there. It took a few minutes but eventually she killed them all. Outside of the initial fall damage from the Wing Buffet I don't think I lost more than 2-3% health the entire fight, if that much.

For a level 110 Hunter (went BM, but works with any pet. Remember to just remove Hati, as it attacks even while passive) it was easy to achieve, but took 15 minutes.

Put your pet on passive, sit in the middle, and just Taunt the Guardians and immediately put it on Follow, or Move To middle again, so it doesn't kill them
. Best to Taunt while at a range so it doesn't insta kill them.
- I took out any Watchers or Sentinels and proceeded to stack 25 guardians.
- Use the 4 turrets, unequip any weapon and proceed to punch Razorscale under 50% HP, then just Move To your pet in front and wait for them to die.
I finished it after the first AoE cast during enrage.

Should work 100% for everbody:
- Talk to NPC
- Keep engineers alive so that they can repair all 4 harpoons
- Once the harpoons are ready you can just stand there and wait for the dwarfes to kill the remaining NPCs so that they automatically aggro you
- Wait until you have lots of dwarves hitting you (preferably 25 Guardians if you don't want to reset and do several tries)
- Shoot down Razorscale by clicking on the harpoons
- While he is in stunlock due to the landing, get him below 50% (unequipped my artifact weapon just to make sure he doesn't die)
- Now just stand in front of razorscale with all your dwarven friends and get a cup of tea because razorscale will do the rest for you and since you're probably lvl 110 you're not gonna loose much hp anyway
With this strategy you don't have to hit the dwarves at all and you don't have to care about his breath too much either.
The other strategies didn't work for me, so just do it like that and you should be fine.

This achievement gave me slap in the face on a few dozen attempt until i stopped following the advice to kill the Guardians, let Razorscale do it, i know you're gonna say it's gonna take a while (almost close to enrage) but it's easier that way.
1- To be sure i didn't accidentally kill any guardian i used this macro to kill adds on a ranged ability :
/cast Shuriken Toss
/stopattack
2- I killed everything getting close to the engineers until they built the harpoons.
3- I let every friendly npc get killed so i could have some peace.
4- Keep killing Watchers and Sentinels and use this macro to count the amount of guardian you have (you might need to activate enemy nameplate to have it work).
/run local count = 0 for i = 0, 10000, 1 do if _G ~= nil and _G:IsVisible() then count = count + 1 end end print(count)
(Kudo to Zelashi on Wyrmrest Accord for that macro)
5- When you have slightly over 25 guardians, activate the harpoons.
6- Get Razorscale down to under 50%.
7- Place yourself in front of her so she can flame breath the guardians to death (or your patience to death).
8- Repeat everything you did in the other difficulty on the next week.

10- Profit! Enjoy your mounts

There is an easy way to do it (note that this post is being made during the Legion xpac):
All you need is...1 brewmaster.
Now, you may ask "One Brewmaster? That is it?" I tell you yes, it is. The reason why is because Brewmasters have a talent called . With that statue, it taunts all the dwarves to it. The statue lasts until you recast or dismiss it.
Here is what you do:
1. Place the statue in a place where it will taunt all the dwarves, and yet allow them to get hit by the flame breath
2. Start the fight
3. Wait for the boss to enrage, culling down the mobs not needed for the achievement while you wait
4. Let the boss breath on the dwarves twice.
5. ?
6. Profit
Do note that you need to make sure all the dwarves are taunted, and that they do not go after the engineers. If your engineers die, then you have to retry.

Unequip weapons (110)
Aggro boss.
Kill dwarves until all harpoons are built.
Stand around near spawn points with yourself targeted for about 10 min, or until you're sure you have more than enough.
Use harpoons.
Punch boss until less than 50% health.
Stand there with yourself targeted.

I thought I was never going to be able to solo this but ultimately found a very easy method to accomplish this in one week. I did it with one of my alts, a lvl 108 Paladin, but it should work for everyone.
1) Make a macro that casts auto attack, then stops (as a safeguard, I also added a line to target myself again, but that's how I roll)
2) Strip naked (your character, not you. Although if you want to strip naked for roleplaying purposes, be my guest)
3) After you start the encounter, get near a Guardian, TAB to cycle through targets until you target it, then hit your macro button. This should damage them without killing them and cause them to aggro you and follow you around. (The reason I preferred to use this method as opposed to adding a targeting line to my macro is so that I could make sure I was only targeting Guardians that were at full health and not ones I had already damaged)
4) When the harpoons are ready, activate them and pull Razorscale down.
5) Stand in front of Razorscale until she breathes and kills the damaged Guardians.
6) Jump over the ledge to restart the encounter, then rinse and repeat until you get the achievement.
I was able to kill anywhere from 4 - 7 Guardians per pull so it went fairly quickly. One thing I'm not sure of that may make it go even quicker:
- If you don't activate the harpoons right away, do more Guardians continue to spawn? If so, you may be able to get even more Guardians killed per breath and finish this quicker, provided your health holds out.
I never bothered to protect the Engineers as they were always able to fix the 4 harpoons without my help. Also, I found that just running out of the area was not sufficient to reset the encounter, which is why I had to jump over the ledge. However, since you're naked, you don't have to worry about fixing your equipment.

What everyone else is saying works perfectly fine, especially at 110. I wanted to add some separate notes, however, given that I just completed this on a 100 (as I accidentally sneezed too hard on my 110 and 2 shot Razerscale instead):
1) Your DPS is not as high as it can be at 110 (best case you have 10% of the DPS). Do not remove your gear because blowing through 50% of Razerscale's 6.1M HP is not that easy a task (and without a self healing spell you will most likely die as the dwarves beat on you even with a +20 level advantage).
That said, at 110 a filler ability like a Havoc DH's Demons Bite with a fast auto attack or two can kill Razerscale easily at 860ish ilevel: it's worth it to remove a lot of gear here. The first two attacks by my DH dropped Razerscale to 55%, but the next one must have crit and finished the drake off. :(
2) At 100 it takes at least 8-10 Flame Breaths for all the dwarves to die. Don't AOE them to lower their HP because it's just too risky; just stay alive using defensives and self-heals and wait for the Flame Breaths to do their thing.
3) If you Track the achievement you can see the counter go up as the Flame Breaths take the dwarves out. If all the dwarves are dead but you didn't complete the achievement, reset the fight and start over.
4) For me, running into the hallway did NOT reset the boss fight. I had to jump off the cliff behind Razerscale to my death.

Obtained 1/2/17 Patch 7.1 on Sargeras US on my 110 Ret Paladin. Like others have said before me, you need to tag the Dark Rune Guardians the get credit towards the achievement when Razorscale kills them with Flamebreath. At 110, with nothing on I still one shot them. However, if you use a taunt or a stun or something of that ilk, you still get credit for tagging the mob!
Example: I used
Hand of Reckoning
to tag the Dark Rune Guardians without hurting them, place a marker on that one and tab target to another one! Once I had about 10, I used the harpoon guns and brought down Razorscale and DPS'ed her down to 40% (Anything under 50% and she stays grounded, I believe) and then went AFK while she killed them off with Flamebreath! After that, you can run back towards the courtyard and reset the fight to rinse and repeat! ***Also, it is important to note that once Razorscale is grounded, no more Dark Rune Guardians will spawn.***

I tried and tried to do this and read a lot of responses here and elsewhere but nothing seemed to work for me personally as a 110. So, after looking around at engineers I discovered this strange gun:

I crafted it, tested it, and it worked! It only hits for a small amount of damage, is reusable, hits many foes at once and you can even buy it in the auction house.
So, get the gun, let the engies fix the turrets, gather about 40 rune guardians (in case of mishaps) and just blast them with the gun from time to time. After you have about 40 blasted dwarfs, shoot 4 harpoons and wound Razorscale to less than 50%. Then just stand there and let her breathe on them. It will take a good few breaths but the achievement will pop sooner or later (although there's no onscreen count so it might be better to put it on 'Watch'.

I accomplished this today on a hunter by using tar trap. Collect 25 guardians, then run them through a tar trap to tag, and let the dragon kill them with its breath. Easy as that!

I went to do this as a Level 110 Ret Paladin today, I found the easiest way is gather up a bunch of "Dark Rune Guardians" by using "Hand of Reckoning", as many as you can get is best, you should be able to sit there and take it and lightly heal yourself when needed with "Flash of Light".
Take Razorscale to the second stage where she's below 50% health and stand there and let her breath on the Guardians till they die.
Just make sure that not to many make it to the engineers. If you don't get all 25 by the second stage that's cool, do what you've got, wait for them all to die. Then run to the hall and the fight will reset and your progression is saved. (Fight won't reset if you do it in stage one)

Tried it again today (110) Removed weapons, gathered dwarves, pulled the dragon. Right click, walked up, and killed him with one punch. Next week, I'll have to try the foam sword toy and see if that works.

At 110 and 915 iLvl, here's how I
finally
did it, without taking off any gear:
It's impossible to keep aggro of the dwarves even with a taunt, so you're going to have to kill everything that spawns to be certain that all 4 turrets are built.
After the turrets are up, as a Feral, I shifted into Bear Form to separately taunt each Guardian so I can keep a count of how many I have. If you lack a taunt, you can do the same by simply running through the mobs.
Grab a few more Guardians for good measure.
Use the 4 turrets and bring down Razorscale, position yourself so the dwarves are in front of her.
Autoattack her to under 50% and immediately press your ESC key to exit combat, so she doesn't die.*
Sit and wait. Their damage tickles. Razorscale will continuously breathe on them, bringing down their HP. My intention was to let her berserk and oneshot them, but she ended up killing them before she reached berserk.
GG you got your achievement! Now kill her and say &*!@ YOU, RAZORSCALE in guild chat.

You may have to take off your weapon(s) for the autoattack against her. I shifted out of cat form, in which my autoattacks are weak, and it still brought her down to 33% immediately.

As of lvl110, this achievement is a ball-ache. The single reason being that you will one-shot adds you need to keep alive, even without wearing any gear. From my experience and testing on multiple characters, it greatly hinges on the class you're playing and the abilities you have available; but it's pretty easy as long as your class is capable. I did this easily on my 110, 895 Mage in Arcane spec.
Class Requirements:
You need an ability that can tag enemies without doing damage. For example, my Arcane Mage has Slow, which effectively tags them without doing any damage to them.
You need to remove all gear, EVERYTHING, before starting the encounter.
You need a purely single target ability that won't nuke everything around you.
A bubble or healing ability is good to ensure the mobs don't kill you over time.
Here's what you have to do:
Phase 1
When you start the encounter a bunch of mobs will spawn and go after the engineers building the Harpoon Launchers. Tag them with a non-damaging ability; and if you can, taunt some of them. The engineers should finish building all 4 launchers before the mobs kill them but with the engineers dead you only have one shot at this. After all the engineers have been killed they will focus on you.
Over time, mobs will continue to spawn and just stand still until tagged. Tag the Rune Guardians without tagging the other guys if possible to make your life easier. Now is a good time to use your single target ability on some Watchers, using the combat log to make sure you're ability won't do too much damage to the boss for phase 2. No more mobs will spawn after you start phase two, so make sure you have enough Guardians. Once you're confident that you have 25 Rune Guardians you can click all four Launchers to start phase two.
Phase 2
The Harpoon Launchers will drag Razorscale down the ground. You must DPS him down to less than 40% within about 20 seconds(?) else he will fly away and you would've failed. Make sure you DPS him with a purely single target ability or you risk killing all the mobs around you that don't have much health.
Position the mobs in front of Razorscale then just sit there and enjoy, spam heal or w/e to keep yourself alive while Razorscale breaths on them every-now-and-again. You should get the achievement before Razorscale dies, so if all mobs are dead but you have no achievement, reset the instance by running into the corridors you came from, feigning, or vanishing.
Tips for Arcane Mages:
Prismatic Barrier helps you live through the damage. The mobs do very little damage so as long as you pop Prismatic Barrier on cooldown they shouldn't ever even hit you.
Greater Invisibility is a great way to reset the fight, should you happen to screw it up.
As mentioned previously, Slow is a good ability to tag the mobs without doing any damage to them.
With no gear
, Arcane Blast currently does a good amount of damage to bring Razorscale down to 40% within 20sec without risking a critical strike nuking him in one hit.
Make sure you're not spec'd into the Unstable Magic talent which gives Arcane blast a 20% chance to explode on impact and do AoE, killing everything around the boss.
Don't use Arcane Barrage, it does also have a small chance to do AoE damage.
You should only need Slow, Arcane Blast, and Prismatic Barrier so I recommend removing everything else from your hotbar to avoid accidental discharges of Arcane Explosion or Frost Nova like I did once.

Just to add my 2 cents. The counter on how many you've done did NOT reset for me after i miscounted and was 5 shy and left the room and reset the fight. I only needed those 5 on the second attempt and got the achievement.

I finally did this, as a 110 910 ilevel BE Rogue, thanks to all the guides on here.
First, unequip your weapon and make sure to track the achievement.
Let the engineers build all 4 harpoons, they will finish before getting killed by the dwarves.
I used the Blood Elf racial ability Arcane Torrent to aggro an entire group. Once the group was on me, I'd run through the new groups that spawned. Do this for about 5-10 minutes after the harpoons have been built. at this point I was at 99% health still, taking constant damage from the dwarves.
Once you think you have enough dwarves, shoot off the harpoons to bring Razorscale down. Hit her 2-3 times with auto attack to bring her down below 50% (for me it was 32%).
Stand back and watch as she does 7-10% damage to each dwarf with her breath. Now is a good time to grab a drink and wait.
After the first set of dwarves die (the ones that took the most damage), you'll see the achievement start lcounting the dwarves that have died. after 1-2- more breathes, they should all be dead. If you get the achievement, great!
If you didn't get the achievement, you can either jump off the ledge and respawn, or run into the main hallway. If you are stuck in combat in the hallway, just type /reload, which should reset combat as well as your UI.

If you didn't kill enough dwarves go away and reset encounter with something like

. Dwarf counter won't reset. So you you can just start encounter again and continue to kill dwarves.

I had big problems doing this achievment, because lots of comments were actually missleading.
So here is a simple way to do this on any lvl 110 char without any heals or utilities in 25man mode. (did this on a fire mage btw)
1. Put off
all
your gear.
EDIT:
If your spells require to wear a weapon, just equip a low lvl weapon to prevent any artifact procs
2. Start Bossfight and simply kill all adds you see.
3. As soon as all 4 harpoons are up stop attacks and let your friendly engineer npc's die. You may get random aggro from time to time, but engineers should die quickly.
4. The remaining dwarves will now start attack you. Kill them also.
5. More dwarves should spawn now, which are kinda bugged and just stand around. Wait until you count 25 of the needed mobs or just go afk.
6. Pull all dwarves. You can just run into them to get aggro.
7. Use the harpoons and bring the boss below 50% within 20 seconds. Without gear you should easily bring him down without oneshotting him.
Note:
try to use simple single target spells.
8. Now go afk again. The boss will slowly kill all adds. :)
Note:
you can speed it up by damaging the adds, but there is no need to tag or damage them at all and you better dont mess it up at that point.
Note2:
you can now equip or change to your artifact weapon for extra survivability, even so it should not be needed.
And last but not least: If you mess up or did not get the full 25 Dark Rune Guardian Dwarves, just reset the boss!
Try it again, it is indeed a very simple achievement!

As of 11/04/17 Patch 7.3.2
Warrior level 110 (class shouldn't matter)
1. Make sure all four of the harpoon launchers go up, attack the mobs if you have to.
2. Once all the launchers are up let the mobs kill the friendly npcs. Once they die the mobs will start attacking you.
3. Kite the mobs in circles I find following the ring on the ground is enough time to kite them in between them spawing new adds.
4. Once Razorscale hits beserk pull her down and target her hit her to half health so she's grounded. Make sure not to AOE any of the mobs.
5. Make sure your standing in front of Razorscale with the iron dwarfs when she casts flamebreath if you're soloing this shouldn't be an issue as you'll have aggro.
6. Razor scales first flamebreath won't kill them it'll only knock them down to about 2%-7% health. When she casts flame breath a second time the achievement should pop.

Tried various ways of getting credit for this listed in the comments, and nothing has worked. Killing the mobs as they are hit with the flame breath didn't count. Attempted both waiting till enrage and bringing Razorscale down to 50% before the flame breath, and that didn't work either. If anyone can help by suggesting anything else, it would be appreciated. But as of now, it just won't work and I am pretty annoyed about it.

Hello Achievement hunters and mount collectors,
Here is the way to successfully complete the achievement "Iron Dwarf, Medium Rare" for both 10 and 25 man as a level 110. Can be done solo or in group, but would be done faster with friends.
1- Before you enter the instance, kill yourself and take rez sickness.
Very important!
2- Get fully
naked
.
3- Punch some Dark Rune Guardian Dwarves until they are less than 10% health.
4- Continue accumulating weak dwarves until your rez sickness runs out
5- Fire the chain turrets and let her fire that breathe on you and your weakened Dwarves.
6- Do not kill the boss, but kill yourself to reset it.
7- Rince and repeat until you have the achievement.

Old methods don't work anymore, I just got the achievement super easy at level 110 with a Hunter. It should work just fine for anyone.
•Start the fight. Keep the engineers unharmed, let everyone else die.
(Edit: Don't worry about trying to taunt Guardians off. Just kill em, you'll have plenty of guardians later.)
•Once all 4 harpoons are ready, stand aside and let all the NPCs die.
•(Optional)Kill all the dwarves that are now agroed on you. You're going to be standing there a while and it can get annoying with them punching you repeatedly.
•(Optional)Kill all mobs except the Guardians. I had a script on my hunter that just targeted the next non-guardian and then I used Arcane Shot after ensuring it didn't target a Guardian.
•Once you have 25 Guardians standing behind where Razorscale lands, activate all 4 harpoons
•Attack Razorscale until she's permanently down but not dead. I used auto attack only and it took me about 10 shots. My hunter is at ilvl 791. Adjust your process accordingly.
•At this point all the dwarves left will agro on you. Just stand in front of Razorscale. She will keep using her breath on you, and hit the dwarves at the same time. Don't do anything at all.
•?
•Profit. You now have the achievement.
If you miscounted, don't kill Razorscale. Just run up the stairs and reset.
Also, she enraged right when all the dwarves were almost dead. If you want, you can wait for her to enrage while in the sky (This takes 15 minutes) and she'll kill them all with only 2 breaths.

I just got the achievement on my level 110 Demonology Warlock using a simplified version of the strategy laid out by
CainFortea
. This should also work for Destruction Warlocks and any other class that can suck health from an opponent.
1.
Don't kill yourself
;
2.
Don't take off any armor or remove any weapon unless they radiate damage
;
3. Start the encounter;
4. Go get a or otherwise distract yourself for a few minutes, which can include killing the
Dark Rune Watchers
and
Sentinels
but obviously not the
Guardians
;
5. Use the Tab key to rotate through the guardians to confirm that there are at least 25 trying to kill you;
6. Activate the four harpoon cannons;
7. Target
Razorscale
and use
Drain Life
to carefully sap the dragon of its health until it's permanently grounded;
8. After that, the guardians get killed by two to three blasts of fire and you've got your achievement!

For monks, just spec into brewmaster for the fight and use the black ox statue to taunt all the adds til you have enough. I used three harpoons and left the last one til it looked like I had enough just to make sure I didn't have to stress that I'd accidentally kill stuff or otherwise mess up the encounter.
At lvl 120 ilvl 360 I took off my armor and weapon just to be safe and punched the dragon in the face 3 or 4 times til it was under 50% health and then just let it breathe until it killed the dwarves. I kept setting the ox back down a little further two or three times to make sure they stayed in the line of fire. I got armor fused once, but it fell off cause it target the black ox after.

To clarify, the "aoe the dwarves during the breath attack" method does still work, but it's been hit or miss. My first attempt, I got 22 out of 25. My second attempt, I got 0, and I assume it was a problem with the timing. My aoe killed the boss (arcane explosion), so I had to wait a week to try again.
I came up with a new method today that finished it off for me, that seems likely to be quite reliable. The problem, of course, is that it's hard to get the dwarves' health low enough as a 120 (without killing them), but you don't have to with this:
Protect your allies until all four harpoons are up
Let the dwarves kill your allies so they eventually aggro onto you
Wait for Razorscale to enrage
Fire the harpoons to pull her down, then hold the dwarves in front of her
With Razorscale enraged, she'll kill the dwarves from full health in one breath shot. Then reset and try it again if you didn't get enough in one go. You don't have to hit the dwarves at all, so you don't have to risk killing them, or the boss. The only tricky part is gathering them up without hitting them, since they like to pick on other targets; however, my experience has been that you'll get at least some of them by the time she enrages.

I tried to kill them at and around when the breath went off, didn't have much luck. I tried to just let the breath kill them, it didn't take them down very fast at all. So I waited until he "went berserk", and he was able to one shot them. So just keep the engineers safe until berserk and then kill them in batches.

Did this super easy with a brewmaster monk.
Set your black ox statue in the middle of the fighting area, between the harpoons and were the mobs spawn. The better it is in the middle the more chance you will Agro them all. Wait till you have loads, just leave it there for like 5 minutes.
Wait till the harpoons are all built. Then shoot down razorscale. Use crackling hade lightning as your weakest ability to sap him down to around 30-50% go or untill he’s grounded.
Once he’s grounded place down a replacement black ox statue behind the harpoons. And he will cast fire breath every 15 seconds or say. Even if the first 5 breaths don’t kill them, eventually they will start dying. They can die one at a time rather than 25 at once.
you don’t need to do any damage to them yourself. Just completed it myself. Initially I was counting on him to go berserk and one shot them because I thought it had to be a one shot kill but luckily not.

Suggest doing this with a class that can drop combat, I used my rogue. Took off all of my gear, used poisoned knife to pull razorscale then waited till he killed the dwarves with his breath, then I used vanish to reset the boss, rinse and repeat.

If you're impatient like me, wait for the harpoons to spawn, try to hold agro with taunt or another non-damaging threat-pulling ability off the engineers until the 4 harpoon launchers spawn; try not to kill any dwarves. Use the 4 harpoons. Punch her to 50%, then wait until she kills the dwarves with her breath. Jump off the edge of the map and repeat from "If youre impatient like me..."

I cannot stress this enough, test out your skill/AA damage on the first boss before you get to Razorscale. Don't be like me and wait 15 minutes for the enrage only to oneshot her by mistake.

Just tried this one. So it goes like this,
Start the encounter.
Gather the guardians while killing off the ones you dont need.
Did no damage to the guardians, i just taunted them.
Let some aggro the engineers after all 4 turrets are up.
Wait for the mobs to kill off your npcs.
At some point Razorscale will enrage ( you'll also get a warning for that) think its the mobs killing all the engineers.
When you have the number of guardians needed use the turrets to bring her down.
Positioned myself between the 2 middle turrets. Infornt of her head as she's landed and stunned.
I taunted her a couple of times just to be sure.
Enraged breath will one-shot the guardians you have gathered. If it doesn't go as planned, the count for the mobs is not resetting so u can complete it another week.
Also, if u're not into waiting, you can reset the encounter by running all the way outside.
Guess dying also works (falling off the platform) but won't recommend it since i read that some ppl had their character bugged after their death.

Finally got around to doing this in DF. Take off any gear that might damage anything, e.g. trinkets. Start fight and just stand still and wait until she enrages (15m?). Go grab a coffee. Near the end of the timer, run around and pick up all the mobs, then after she has enraged, go to turrets and pull her down. The first breath will kill them all and you're done!
